CONDITIONS:

1.Interested bidders can purchase the tender documents online from website

2.The tenderers will have to deposit earnest money which is to be paid through e-mode online(NEFT/RTGS, Net Banking, OTC, IPG). Other mode of payment DD/Manual will not be considered.

3.Tender Form fee Rs 1000/- shall be strictly paid through online mode. Other mode of payment will not be considered.

4. Bidders have to pay the processing fee through IPG/Net-Banking.Other mode of payment will not be considered.

5.Bidders can access tender documents on the website, fill it and submit the completed tender document into Electronic Tender on the website itself. Bidders shall attach scanned copies of all the documents, i.e. Earnest Money, Tender Form Cost & Processing fee etc. as required in the Bid.

6.The tenders without earnest money, tender form fee & processing fee will not be considered

7.Corrigendum / Addendum / Corrections, if any will be published on the website.

8.If the date of opening of tenders happens to be a holiday then the tenders will be opened on the next working day at the same time.

9.The Tenders shall be valid for 30 days from date of opening of Tenders.

10.The Committee reserves the right to accept/reject any or all tenders without assigning any reasons.

TENDER FOR THE SUPPLY OF LIME

The Punjab State Federation of Cooperative Sugar Mills Ltd., SCO.No.125-127, Sector.17B, 3rd floor, Chandigarh. invite on line tenders for the supply of Unslaked Lime to Cooperative Sugar Mills in the State of Punjab located at Morinda, Nawanshahr, Batala, Gurdaspur, Fazilka, Nakodar, Budhewal, Bhogpur and Ajnala for the crushing season 2017-18 on the following terms & conditions. Total requirement of lime is 4925 MT.

TERMS & CONDITIONS:

  1. The rates should be quoted FOR sugar mills per MT inclusive of GST, loading charges and freight plus other taxes as applicable for supplying material for the whole season 2017-18. Only one rate can be quoted for supplying material to all the mills. The rate quoted should be F.O.R. sugar mills and inclusive of GST plus other taxes as applicable.
  2. Unloading at Mills premises shall be borne by Mills.
  3. The ordered quantities can be increased/decreased upto 20% by the concerned mills.
  4. The contract shall be subject to the provisions of section 56 of the Indian Contract Act, 1872.
  5. Tender should be submitted strictly as per the terms & conditions of DNIT. Any variation will result in rejection of the tender.
  6. Tenderers are required to deposit Rs.2.00 lakhs as Earnest money through e-mode online (NEFT/RTGS, Net Banking,OTC,IPG).No interest shall be paid on Earnest money which shall be retained in case of successful tenderer in the fulfillment of terms and conditions of the supply. No tender would be accepted without earnest money.
  7. Payment of 90% of bills amount shall be made within five days of receipt of goods in the mills after verification of quality and quantity. Balance 10% of the billed amount shall be with held against each bill to be paid after complete and satisfactory supply at the end of the crushing season.
  8. Supply schedule of lime will be provided by the Mills at least 15 days in advance. Delay upto 3 days will not invite any action. In case of any further delay, in receipt of material as per delivery schedule, a penalty @1% per week subject to maximum 5% of the value of the material to be received during that fortnight will be imposed. In case the supplier is unable to supply the material as per specifications, even after this i.e. 38 days (3+ 35), the Managing Director, Sugarfed Punjab shall have the absolute powers to purchase the material at the risk and cost of the supplier.
  9. The supply of lime should be unslaked with minimum 82% of CaO contents, packed in polythene lined bags of 30 to 40 Kgs each. Unburnt lime should not exceed 2%.
  10. Penalty Clause:

i) Sillica Contents:

The silica contents will be permissible maximum upto 1.49%. A penalty of Rs.75/- per ton will be deducted if the silica contents exceed upto 2%. The mills reserve the right to reject the material if silica contents exceed 2% and will purchase the same from the market at the risk & cost of the supplier.

ii) CaO contents:

A penalty of Rs.75/- per percentage point per ton will be deducted, if the CaO content falls below 82%. The mills reserve the right to reject the material if the CaO contents fall below 78% and purchase the material from the market at the supplier risk and cost.

iii) Unburnt lime

A penalty of Rs.75/- per ton will be deducted if unburnt lime exceeds 2% upto 4%. The mills reserve the right to reject the material, if unburnt lime exceeds 4%.

  1. The Finance Committee also reserves the right to accept or reject any or all the tenders or part of it without assigning any reason whatsoever tenderers shall be required to abide by such decision.
  2. The earnest money of the tenderer will be forfeited, if he withdraw his offer/rates or modify the terms & conditions of the same during the validity of their offer which are adverse to the conditions of N.I.T. issued by Sugarfed, Punjab. Managing Director, Sugarfed Punjab shall have the absolute powers to purchase the material at the risk & cost of tenderer/supplier.
  3. If any time during the period of contract, the supplier supplies the said material of similar specifications on similar payment terms to any other sugar mills in Punjab on the rates lower than the ones agreed upon, the supplier shall notify such reduction forthwith and rates shall stand automatically reduced for all mills to that extent with effect from the date of supplies made on reduced rates. The supplier shall also give a certificate on the bills that rates charged by them are not higher than those charged by them from any other sugar mills in Punjab during the corresponding period.
  4. Any dispute arising between the parties hereto shall be referred to the sole arbitration of Managing Director, Sugarfed Punjab whose decision shall be final and binding on the parties. The said decision shall not be open to challenge before any courts.
