PRE-CONSTRUCTION STAGE INFORMATION

In accordance with regulation 10 of the Construction (Design & Management) Regulations 2007,the following information covering the planned works, site and environment is made available to prospective principal contractors to assist in the health and safety planning and management aspect of the tender process. This document will form the basis for the full plan and associated health and safety file that will be developed throughout the works.

POLICY OBJECTIVE STATEMENT

The County Council takes its obligations under environmental and health and safety legislation seriously and requires that its contractors and agents do likewise. This project will be designed and constructed as far as is reasonably practicable such that it is safe and without risk to the health or safety of the public, the people who will construct it or the subsequent users and other people affected by the completed project.

(b)NATURE AND DESCRIPTION OF THE PLANNED WORKS
Purpose of the works.
Main elements of the works and what they comprise / Works include the widening and realignment of existing footways, on all sides of the junction, the repaving of all footways around the junction and the removal and relocation of 1 pedestrian controlled puffin crossing and the installation of a 'pedestrian scramble' signal controlled junction. Works will include, signing, lining, drainage , relocation and installation of new and existing signal infrastructure, repaving works, footway widening works and carriageway widening works, transplantation of a tree within the site and the resurfacing of the carriageway within the extents of the site

The A61, Cheltenham Parade and Station Parade are traffic sensitive streets. No working permitted during peak hours – 07:30 to 09:30 & 15:30 to 18:30.
Resurfacing and road marking work to be undertaken between 19:00 & 24:00hrs.
Paving outside shop frontages to be undertaken on evenings between 17:00 & 23:00hrs
Most disruptive works (road crossings) should be carried out around the February half term (16th to 20th February) to ensure minimum disruption.
(d)CONTRACTOR DESIGN

The Contractor shall be responsible for the installation, maintenance and removal of the traffic management during the works. The Contractor shall submit their traffic management proposals 14 days prior to works starting on site, for Client acceptance.
The Contractor shall provide evidence of their safe working procedures including method statements and risk assessments for Client acceptance.

3EXISTING ENVIRONMENT

(a)SURROUNDING LAND USE

Existing storage of hazardous materials. / On the A61 at the junction of Cheltenham Parade, Station Parade, Lower Station Parade and the northern entrance to Harrogate bus station. This is a busy junction for both pedestrians and motorists and is especially so at peak times. There are busy town centre streets to all sides of the junction with shops on 3 sides of the junction. The south eastern side of the junction has the sole vehicular access into the bus station.
(b)EXISTING SERVICES, THAT MAY BE AFFECTED BY THE PLANNED WORKS

  • Existing service plans received from Utility Service Requests (C2) are available on request.
  • As far as it is known, the utilities do not require further protection to their plant beyond the requirements for safe practices contained in HS (G) 47. The exclusion zones for mechanical excavation must be adhered to at all times. It is the responsibility of Contractor to satisfy themselves before any works take place as to the undertakers’ precise locations and depths.

(c)EXISTING TRAFFIC SYSTEM AND EXISTING RESTRICTIONS THAT MAY AFFECT THE PLANNED WORKS
Carriageway type.
Traffic volume.
Traffic restrictions: lights, closures, diversion routes, one way, available width. Roundabouts ,significant junctions, pedestrian crossings, rail crossings etc. /
  • The site is located on Cheltenham Parade, Station Parade and Lower Station Parade in Harrogate town centre. This is a busy section of road with up to 800 vehicle movements in the hour. The speed limit is 30mph throughout the site. Cheltenham Parade itself is one way with vehicles traveling in a southerly direction. The road is two lanes wide with two active running lanes. Station Parade is also one way with vehicles traveling in a southerly direction. The road is three lanes wide with two active running lanes. The third, westernmost, lane serves as a loading bay. Next to the most easternmost lane is the bus station. Lower Station Parade has two way traffic and provides access off Cheltenham Parade onto the Station Parade one way system. There is a footway located to both sides of the carriageway around the junction. There are vehicular accesses at the junction including access into the bus station, a private car park to the rear of the train station. The road width is roughly 9 metres wide and the footway is 2 metres at its narrowest.
  • There is a pelican crossing located within the site which is to be upgraded as part of the works and will require decommissioning when works are in progress.Alternative pedestrian routes to be provided whilst works are being carried out with signs directing pedestrians to alternative controlled crossing points. Pedestrian diversion signage has been designed so that this can be achieved.
  • There are waiting restrictions throughout the site including zigzag markings associated with the existing pelican crossing. The sole access into the bus station is located on the eastern side of the site as well as a private access for a staff car park for Network Rail.

(d)EXISTING STRUCTURES THAT MAY AFFECT THE PLANNED WORKS

(e)UNUSUAL GROUND CONDITIONS THAT MAY HAVE AN AFFECT UPON THE PLANNED WORKS

Mine workings. / No unusual ground conditions are known at this time. If any become evident then this information will be forwarded to the Contractor, so that the Contractor’s Health and Safety information can be updated.
(f)WORKING RESTRICTIONS

  • The sites are in busy town centre streets. Noise and dust to be kept to a minimum. Vehicle engines are not to be left running unnecessarily.
  • Reference shall be made to the HSE Guidance Booklet HS (G) 47 “Avoidance of danger from Underground Services” when excavations are in close proximity to statutory undertakers apparatus.
  • It is the responsibility of the contractor to liaise with the statutory bodies with regards to determining underground services in the works area.
  • Cheltenham Parade/Station Parade are traffic sensitive streets. No working permitted during peak hours – 07:30 to 09:30 & 15:30 to 18:30 if traffic management measures are required.

(g)HEALTH HAZARDS
Sewers, infestations etc. / Particular care should be taken when working near manholes and gullies for potential water borne infections, needles and other sharp objects.

5THE DESIGN

(a)SIGNIFICANT HAZARDS & PRECAUTIONS IDENTIFIED AT THE DESIGN STAGE
Reference should be made to the designer’s hazard identification to provide greater depth and detail and suggested precautions. Utilising wherever possible drawings and schedules.
Refer contractor to specific appendices in the contract for risks at different stages of construction.
Eg. Traffic Management,site hoarding, pedestrian routes, underground and overhead services. /
  • The Contractor is to provide a scheme specific safe plan of action, method statement and risk assessment before construction commences.
  • Dust and noise can cause dermatological, respiratory and deafness problems. Where noise is above acceptable levels for prolonged times, anyone working in close proximity to wear ear defenders.
  • Manual handling should be avoided to prevent personal injury (muscle tears, back injury, sprains and strains etc). Mechanical devices should be used for lifting wherever possible. Single man lifting is not permitted on loads over 15kg.
  • Cutting or striking live underground services may cause explosion, electrocution or leaks. It is the responsibility of the Contractor to contact utility service authority prior to work commencing to determine the location of underground services. Ground radar and/or CAT scan can also be utilised to determine depth and location of services. All excavations in close proximity of underground services shall be undertaken by hand digging.
  • The site is in an urban environment. Noise and dust to be kept to a minimum. Pedestrian routes to be clearly marked on site and barriers used to protect the site. Temporary traffic signals to be used, where appropriate, to facilitate safe working.

(b)SPECIFIC PROBLEMS IDENTIFIED AT THE DESIGN STAGE THAT WILL REQUIRE DETAILED PROPOSALS
Elements of contractor design.
Request and approve contractor’s method statement and risk assessment if applicable.
Eg. Rail crossings, confined spaces?
Do you require details in the return tender or after award?
Manual handling, Hand Arm Vibration Syndrome.
Access arrangements to adjacent land and properties /
  • Risk Assessments, Method Statements and Traffic Management proposals are required from the contractor.
  • Manual Handling for repetitive work.
  • The Contractor is to co-ordinate with all Sub-contractors and third party Contractors carrying out works adjacent to the works, and closely liaise with residents and businesses in close proximity to the works area.

6CONSTRUCTION MATERIALS

(a)RISKS ASRISING FROM HAZARDOUS MATERIALS, IDENTIFIED AT THE DESIGN STAGE
Compliance with Specification.
Contamination.
Risk associated with storage of materials. /
  • All works are to comply with Appendix 1/23 (Risks to Health and Safety from Materials or Substances) in the Contract Document and the Health and Safety at Work etc. Act 1974 amendments and additions.
  • COSHH data sheets on all materials used are to be made available for inspection by all site operatives and visitors.
  • Spills of corrosive and substances hazardous to the environment must be cleaned up immediately, recorded and reported to the -Environment Agency. No discharge of materials is permitted into any nearby watercourse.
  • All accidents on site are to be reported and a permanent record kept. Emergency contact numbers and a record of the nearest hospital location should be available for inspection by site operatives who should also be aware of emergency procedures in place.
  • Relevant personal protective equipment should be supplied to site operatives and visitors. These should be worn at all times where applicable.
  • Materials should be stored in a safe and appropriate manner at a location agreed between all relevant parties.

7SITE WIDE ELEMENTS

(a)SITE ACCESS/EGRESS
Location.

Effect on vehicular and pedestrian traffic.
Effect on locals. / Site access to be from the existing highway. All private means of access to be maintained at all times wherever possible.
(b)LOCATION OF TEMPORARY ACCOMMODATION, LOADING, UNLOADING AND STORAGE AREAS

Consideration of local landowners/tenants.
Welfare. /
  • The Contractor shall submit his proposals for the store location, should storage be required on site, a minimum of two weeks prior to works commencing.
  • Emergency routes through the works shall not be blocked by the storage of plant and materials.
  • Hand wash/wipes, eye wash and first aid materials shall be available on site at all times. Welfare facilities including sanitary provision (suitable washing facilities with hot and cold running water as a minimum) must be made available on site and shall comply with CDM Regulations 2007.

8OVERLAP WITH CLIENT’S UNDERTAKING

(a)COORDINATION IF THIRD PARTY INVOLVEMENT WITHIN THE SITE.
Provision for local pedestrian and vehicular access.
Liaison with local landowners/tenants, Parish and County Councils, police and emergency services.
Liaison with Stats bodies.
NRASWA – Network Availability /
  • Vehicle access to properties shall be maintained wherever possible except where agreement has been reached with the owner/tenant and Contractor.
  • It is the responsibility of the Contractor to liaise with the Emergency Services with regards the temporary traffic management, and to liaise with Statutory Bodies with regards to determining underground services in the works area.
  • The Contractor shall issue relevant 10 Day and 3 Day Notifications to the Streetworks Authority to book road space during the works period. In addition the Contractor shall issue the relevant Start and Completion Notifications at the correct times during and after the works.

9HEALTH AND SAFETY FILE

(a)GENERAL REQUIREMENTS
Details of existing health and safety file.
Collection of the information for the health and safety file. Update of health and safety file during works.
Principal contractor to provide details of residual hazards associated with the construction, materials, maintenance procedures for the works, eg: lead paints, lifting procedures etc. Manufacture and as-built information to be passed to the CDM coordinator on completion of the works.
Provision of information from Design.
Refer to Chapter 8 of ACOP /
  • There are no existing Health and Safety Files for any past works in close proximity.
  • As the works are notifiable, a Health and Safety File is required for these Works. The Contractor shall assist in providing information for completion of As-Built Drawings on completion of the works.
  • The contractor should be aware that any changes from the general arrangement drawings must be approved by the engineer’s representative and any resulting significant hazards passed to the CDM co-ordinator for the scheme health and safety file.

10SITE RULES

(a)SPECIFIC SITE RULES THAT THE CLIENT WISHES TO IMPOSE.
Identified or accepted by the Client.
Visitors to site.
Security, emergency procedures, permit to work rules, complies with Statutory Undertaker requirements. /
  • Emergency contact numbers are to be given to all relevant authorities during the construction stages and shall be clearly displayed on site. The information displayed on site shall include the Contractor’s company name, office location, office telephone number, and emergency contact number.
  • All site visitors are to report to the site agent prior to entering site.
  • All visitors and site operatives are to wear appropriate personal protective equipment at all times while on site.
  • It is the responsibility of the Contractor to ensure that all visitors have the proper site safety induction prior to entering the live working site.
  • All site operatives shall have the correct up-to-date RASWA Certification to undertake work on the carriageway.
  • All open excavations and other works shall be adequately barriered or fenced off to prevent pedestrians and vehicles entering the Works areas.

11CONTINUING LIAISON

(a)REQUIREMENTS FOR ON-GOING PROJECT MANAGEMENT UPDATE, COMMUNICATION, DESIGN CHANGE ETC.
Contractor’s Construction Phase Plan to CDM Coordinator for approval.
Contractor’s design approvals, amendments and submissions.
Communication of risks identified by the Contractor during construction.
Obtaining and co-ordinating advice from employees on health and safety.
Site meeting s and reporting of unsafe practices. /
  • No site works shall commence until the Client has deemed the Contractors’ Construction Phase Health and Safety Plan as acceptable. It is the Contractor’s responsibility to update the health and safety plans during the construction phase.
  • The Project Manager / Supervisor shall liaise closely with the Contractor with regards to design, approvals, amendments and submissions. The Contractor’s operatives, Sub-Contractor and Client shall be informed of all the associated risks and measures to be employed to reduce these risks.
  • All additional works to be approved by the Project Manager / Supervisor prior to commencement.
  • The Contractor shall inform the Project Manager / Supervisor of any risks that have been identified that require a special method of work.
  • Procedures shall be in place to ensure that matters related to Health and Safety on site are discussed with site operatives, concerns recorded and due actions taken to minimise, or eliminate where possible, the risks. Such meetings shall be undertaken at regular intervals and at such times as concerns are raised.
  • The Contractor will keep the Project Manager / Supervisor informed of progress on site. Site meetings will be arranged if and when deemed necessary by the Client or the Project Manager / Supervisor.
  • The Contractor shall show that adequate planning has been undertaken to enable the works to progress safely and that all risks have been considered to ensure the safety of the workforce and public.
  • All unsafe practices on site shall be recorded and reported and appropriate actions taken. The Contractor shall address all unsafe practice issues reported and shall inform the Project Manager / Supervisor by written communication as to the actions taken to resolve the issues.
