CALL TO ORDER

Chairman Claggett called the regular meeting of the Davison County Board of Commissioners to order at 9:00 a.m. Members of the Boardpresent were Claggett, Weiss, Kiner and Weitala. Absent Reider. Also present was Auditor Kiepke.

PLEDGE

The Pledge of Allegiance was led by Chairman Claggett.

APPROVE MINUTES

Motion by Weiss, second by Weitala to approve the minutes from the November 5th, 2013 meeting. All members presentvoted aye. Motion carried.

DISCUSSION

Natalie Piehl, POET employee, discussed the mission trip that POET employees were a part of, in Kenya. Ms. Piehl reported that a greenhouse was built at a girl’s school both to produce food and to teach the girls a trade once they graduated.

Another mission trip is planned for 2014. Ms. Piehl will be submitting a raffle request to help defer costs to Kenya.

VETERANS’ TASK FORCE RECOMMENDATIONS

Commissioner Kiner presented recommendations formed by the Task Force for South Dakota’s veterans. The most important aspect is communication and education. There were four recommendations cited by the task force as follows.

  1. That those entities within the Veteran Network utilize every opportunity possible to educate County Commissioners and Tribal Councils on the role of the CTVSO and economic impact that can be gained by having a well-trained CTVSO and importance of having adequate office hours to accommodate veterans.
  2. That those entities within the Network educate County Commissioners and Tribal Councils on the value of educational training programs for the VSOs, as well as the need for updated computer equipment and the use of today’s technology, such as VetraSpec, to ensure that they are prepared to file claims electronically by the VA’s goal of being paperless by 2015.
  3. That the South Dakota Department of Veterans Affairs develop a reporting tool for the CTVSOs to use to educate their Commissioners/Councils on what they have accomplished and the benefits they have secured for their veterans.
  4. That those entities within the Network support the South Dakota Department of Veterans Affairs in their endeavor to implement a Quality Control/Quality Assurance program. Utilization of this program will detect, reduce, and correct deficiencies.

There were also findings and an executive summary attached. The report, in its entirety, may be found on file in the Davison County Auditor’s office.

At 9:30 a.m., motion by Weiss, second by Kiner to recess Board of Commissioners and convene Board of Adjustment. All members present voted aye. Motion carried.

At 9:40 a.m., motion by Kiner, second by Weitala to adjourn Board of Adjustment and reconvene Board of Commissioners. All members present voted aye. Motion carried.

MTI REPORT

Rick Kriese, MTI Ag Instructor and MTI students Steve Whistler of Spencer, Ryder Schweitzer of Presho, Thomas Doolittle of Midland and Dan Jelsma of Springfield appeared before the Board to report on the County owned land utilized by MTI.

Mr. Doolittle stated what a great experience they get on the land. While some students may have driven combines a handful of times, others haven’t had opportunity at all until attending MTI. Mr. Schweitzer stated that driving a combine is a lot different than riding a horse in the fields.

Mr. Kriese reported that Dr. Lori Reppenning and her husband allow the students to come to their farm to learn about livestock. With Dr. Reppenning being a veterinarian, she can teach the students so much about inoculations, injuries, etc…

Janelle Guerkie handles the marketing portion of the Ag program, while Mr. Kriese handles Agronomy.

The issue of wetlands came up. Mr. Kriese stated there is a difference between wetlands and wet soil. There are also a lot of variables when it comes to tiling vs. not tiling. He believes sometimes it may be better to rotate alfalfa in and out for three or four years which controls the water naturally.

Mr. Whistler believes that no matter what, tiling or not tiling, has to be economical. He feels tiling isn’t always the answer as it can sometimes negatively affect your neighbors.

Mr. Kriese reported that the county’s share of the 25% Crop Share was $11,698.17 for this past year, which averages about $162 to $166 per acre. Mr. Kriese emphasized what a great asset the County land is for the students. He thanked the commissioners, as did the students, for giving MTI the opportunity to utilize this great educational tool. He also mentioned that in the first year of the Ag program there were approximately 36 students, while this year there are 54.

APPROVE BROWN COUNTY JUVENILE CONTRACT

At the request of Corrections Administrator Radel, motion by Weiss, second by Kiner to approve at the rate of $222.00 per day. Radel explained that Brown County is used as a last resort if all other juvenile facilities are full. All members present voted aye. Motion carried.

SET 2014 DAVISON COUNTY JAIL RATES

At the request of Corrections Administrator Radel, motion by Weitala, second by Kiner to leave the rate for out of county prisoners at the rate of $86. All members present voted aye. Motion carried.

DENY RATE REDUCTION REQUEST

As to not set a precedent, motion by Weiss, second by Kiner to deny a request from the Lutheran Women’s Missionary League for a reduced rate to use the Davison County Fairgrounds for their convention. All members present voted aye. Motion carried.

DISCUSSION

Scott Houwman, Sports Enhancement Outreach Coordinator for Avera Queen of Peace, appeared before the Board to broach the idea of utilizing the Fairgrounds for sports activities. He stated that the facility was used for baseball right after it was built.

Mr. Houwman presented pictures of the Sanford sports facility, the Pentagon and the Avera Sports Institute, all located in Sioux Falls. He stated that they have wonderful sports programs for youth in these facilities.

Mr. Houwman would like to see baseball and softball taken off the basketball courts in Mitchell. First and foremost, Mr. Houwman would protect the integrity of the building with nets and other safeguards so as not to harm the building in any way. He envisions property that could be raised back into the ceiling or folded up on the sides.

Ultimately, he would like to figure out a relationship that could meet wellness and athletic participation for the young people of the community. He would like to see winter soccer tournaments hosted at the facility.

With this vision would come more revenue for the County. In the past five years the average rental income has been $18,524.59. Auditor Kiepke said that this revenue would be much appreciated.

DENY WELFARE CLAIM

As per the recommendation of Welfare Director Grissom, motion by Kiner, second by Weitala to deny welfare claim #13-8909 as per SDCL 28-13-33 which states that non-emergency services shall be approved by the county before the services are provided. All members present voted aye. Motion carried.

APPROVE TIME SHEETS

Motion by Weitala, second by Kiner to authorize Chairman to sign department head timesheets as supervisor. All members present voted aye. Motion carried.
