Job Summary:

Provide counseling support, case management, academic coaching and referral to students who are at risk of dropping out of school; significantly impacted by alcohol, tobacco and drug (ATOD) use/abuse; or youth in need of assistance to successfully transition from incarceration back to school and/or community. Staff job responsibilities duties may vary based on the funding requirements and number of hours/days assigned to work.

Essential Job Functions:

1.  Recruit, enroll, screen, case manage; and provide counseling support to youth identified and in need of Student Assistance Services.

2.  Assess student needs and develop a student services plan.

3.  Identify barriers to student success in the school and community, refer and connect youth/students to appropriate community resources and services (i.e. substance abuse treatment, AA or other community support, clothing, tutoring, health care, food, housing, transportation).

4.  Conduct support groups. Primary include: education groups for student’s at-risk and/or harmfully involved with ATOD, recovery support, and children from unhealthy home environments. Other group offering (based on grant funded specifications) may include social skills development, job interview preparation, after school homework coaching/tutoring, and conflict resolution.

5.  Organize school-wide awareness activities related to substance abuse prevention (specific to grant specifications)

6.  Deliver proven effective curriculum in classroom setting or small groups based on specifications of grant requirements (i.e. Project Alert, Reconnecting Youth, Why Try, and Check and Connect).

7.  Maintain communication with teachers on missing assignments, grades, and support services, as applicable.

8.  Outreach and assist families to overcome barriers to academic success.

9.  Provide information and guidance to parents on effective parenting strategies to support his/her child to be successful and make healthy choices.

10.  Maintain confidential files, accurate record keeping and data collection as required by grant and program supervisor.

When assigned to education advocate role –

1.  Monitor progress and daily attendance of transition students at school or community based service or work.

2.  Work closely with juvenile justice’s probation staff, detention school staff and WIA Program-Pathways staff to coordinate and monitor youth transitioning from juvenile detention into the school, community workforce, vocational or other community based school program (i.e. GED).

3.  Maintain contact with administrators and other staff of school districts and educational programs within each county; acts as an advocate of transition students provides consultation and training regarding delinquent youth to education program staffs as needed; may serve as liaison between parents and education programs.

4.  Attend pre-release planning reviews; visit detention facilities as necessary to assess student needs.

5.  Assist students with scheduling classes and credits needed to stay on track for on-time graduation or for recovering lost credits.

Other Job Functions:

1.  Attend all required program staff meetings, community meetings, and trainings per supervisor’s direction.

2.  A specific emphasis on one or more of the following areas will required of staff: substance abuse prevention and intervention; drop out prevention and credit retrieval; and/or intensive case management for youth transitioning from a structured environment (prison/juvenile detention facility) to a less structured environment (school, family/home and community). Staff will be trained in the model/program requirements and are expected to implement with fidelity.

3.  Full time staffs are expected to case management 20-25 youth at a time.

4.  Create and give presentations to local and national professional organizations as requested by supervisor

5.  Staffs are required to follow the Department of Licensing laws and regulations related to Washington State Professional Counselors and ethical guidelines established by National Alcohol and Drug Addiction Center.

Qualifications:

Required Education and Experience:

1.  Bachelors degree required or equivalent required.*

2.  Bachelors degree in Counseling, Psychology, Social Work, or Human Services preferred.

3.  Two years of experience in the school setting or in community services working with youth.

4.  Experience working in the substance abuse field preferred.

5.  Experience with and awareness of youth employment/job training and vocational programs preferred.

6.  Successful experience in working with and collaborating with community agencies.

*Work experience may be considered as an equivalent

Required Skills, Knowledge and/or Abilities:

Required Licenses and/or Certifications:

1.   Valid Washington State Driver’s License.

2.   Prefer one of the following: Register as a licensed psychologist or children's mental health specialist; Washington State Chemical Dependency Professional Certificate, certification as a school counselor, school psychologist, school nurse or school social worker preferred.
