1.Section 1 – Purpose

The purpose of this document is to provide rules that will be used by the NSBA Pinto Division for establishing their All-Star teams. If this policy is not utilized in the process of choosing coaches or players for the teams, NSBA moneys will not be made available to that team.

Our goal for the NSBA All-Star teams is to field the best teams possible every year. The following policy will help us reach that goal in a fair and successful manor by establishing a process that will be used consistently.

2.Section 2 – Introduction

2.1NSBA will form two (2), eight year old and under Pinto Division All-Star teams each year.

2.1.1An “American” team will be formed from 14 players from the American League Pinto teams.

2.1.2 A “National” team will be formed from 14 players from the National League Pinto teams.

2.2Summer Ball Tournament Teams may be made available to skilled players not chosen for the All-Star teams.

3.Section 3 – Pinto All-Star Coaches Selection

3.1Interested coaches shall notify NSBA of their interest by notifying the Pinto Division Commissioner or by filling out a form entitled “Pinto All-Star Coaches Application,” provided on the NSBA website two (2) weeks before the Pinto coach selection meeting.

3.2The Pinto All-Star Coach Selection Committee will make the final decision on the two head Pinto All-Star coaches. The Pinto All-Star Coach Selection Committee shall consist of:

3.2.1All Pinto Division house team head coaches.

3.2.2The Pinto Division Commissioner (if not already a Pinto coach)

3.2.3The NSBA President and Vice-President (s).

3.3Coach candidates will provide a brief presentation for the Pinto All-Star Coach Selection Committee during a May or early June coaches meeting (to be decided). The candidate should have their assistant coaches with them or at least identified.

3.4 Attending committee members will then ask questions if desired.

3.5The Pinto Division Commissioner will hand out voting sheets after all candidates have had a chance to speak. Votes will be placed to confirm the willingness of the league to support the coach. Voting slips will be filled out and passed back to Pinto Division Commissioner.

3.6Only members of the Pinto All-Star Coach Selection Committee,get to vote. Vote is anonymous. No proxy votes. Simple majority is all that is required.

3.Section 3 – Pinto All-Star Coaches Selection (continued)

3.7The Pinto All-Star Coach Selection Committee, by voting, shall select the coaches using the following criteria:

3.7.1The best record at the end of the regular season. During years when timing is critical because of post season tournament schedules the coaches selection committee can use “current standings” as a way to evaluate the coaches. If the First place coach is not in consideration to be the Pinto All-Star coach then the Second place coach would be considered as having “the best” end of season standings for evaluation purposes and so on until the top Pinto All-Star coach candidate is identified.

3.7.2Evidence of knowledge of the game of baseball.

3.7.3Evidence of ability to teach baseball and good sportsmanship to children.

3.7.4Evidence of managerial skill, which might include the division standing of the team managed by the applicant during the regular season or previous seasons.

3.7.5Evidence of ability to draw upon talents of individual players to form the team into a cohesive unit.

3.7.6Evidence of commitment to make the team as competitive as possible, both to contribute to the enjoyment of the players and to enhance the reputation of the NSBA organization and its players.

3.7.7Evidence of respect from players, other managers, parents, umpires, etc.

3.7.8Previous coaching experience.

4.Section 4 – Pinto All-Star Player Selection

4.1The All-Star coach’s child will be automatically placed on the All-Star team and not be counted as one of the “coaches discretionary player selections” as discussed in section 4.17 below.

4.2Try-outs will be the first Tuesday and Wednesday immediately after regular season championships. American players on Tuesday and National players on Wednesday, unless it is determined that earlier try-outs are necessary to accommodate tournament schedules.

4.3All-Star team rosters will be decided no later than third (3rd) Wednesday in June.

4.4All-Star teams will consist of 14 players. In the event of vacation problems or scheduling issues, one more player may be added at the Pinto All-Star coach’s discretion to total 15 players.

4.5Players may be only selected from their designated league. In other words, an American league player may only try-out for American All-Stars and a National league player may only try-out for the Pinto National league All-Star team.

4.6House team coaches will nominate potential All-Stars from their team or any other team two (2)weeks prior to the completion of the Pinto Division playoffs. They must submit their nominees to the Pinto Division Commissioner.

4.7Any Pinto Division player may be nominated regardless of the player’s age.

4.8There is no limit on the amount of nominees from a single team. However, house team coaches should only nominate highly skilled players who have a realistic chance for All-Star selection.

4.9Any child in the Pinto league, regardless of age, which is interested in trying out for the Pinto All-Star team will be allowed and encouraged to attend the try-outs. Coach nominations are not a requirement.

4.10The Pinto Division Commissioner will consolidate and distribute to all house team coaches a list of all nominees from all teams prior to the date of the All-Star selection.

4.11Players house team coach shall notify players who are qualified to try-out that their name has been submitted to the Pinto Division Commissioner.

4.12Players are not required to attend try-outs to be on team. However, it is highly recommended. NSBA recognizes that many players have other obligations and that coaches will have already been evaluating players over the years.

4.Section 4 – Pinto All-Star Player Selection (continued)

4.13The Pinto All-Star Player Selection Committee will be made up of the following:

4.13.1All Pinto Division house team head coaches (American and National leagues).

4.13.2The Pinto Division Commissioner (if not already a Pinto coach)

4.13.3The President of NSBA.

4.14The Pinto All-Star Player Selection Committee will convene two (2) times each season. Each time they will vote on ten (10) players to be included onto the respective leagues All-Star team.

4.15The Pinto All-Star coach has two (2) votes for their respective leagues All-Star team and each house team Head Coach or designated alternate has one (1) vote. If a house team Head Coach is not in attendance at the voting for player selection and does not send a registered Assistant coach as a replacement, their teams votes will become null and not used by other coaches or the Pinto All-Star coach.

4.16The ten (10) players with the most votes will be assigned to the team.

4.17The Pinto All-Star coach will be allowed three (3) discretionary players selections. Four (4) discretionary players may be selected should the coach elect to carry a fifteen (15) player roster.

4.18The Pinto All-Star coach decides all ties and picks the final three (3) to four (4) players.

4.19The order of player selection to the All-Star team and alternates shall not be disclosed to anyone outside of the NSBA coaches.

4.20The NSBA President has the authority to make any changes he deems necessary to be in the best interests of the Pinto leagues and NSBA.

5.Section 5 - Pinto All-Star Nominee Contract

5.1 Each player nominee will be required to fill out an All-Star Nominee Contract prior to the coaches voting. This purpose of this Nominee Contract is to ascertain:

5.1.1The level of commitment from each player and their availability for the summer. Will they be able to play through July 31st if necessary? Are they going on vacation during All-Star play, etc?

5.1.2The Nominee Contract will clearly state that there is no minimum play rule in All-Star play.

5.1.3The Nominee Contract will also indicate All-Star fees required.

5.1.4The Nominee Contract should indicate to the extent possible the anticipated schedule for practice and tournaments.

5.2The Nominee Contract may also ask other important information required by the Pinto All-Star coaches and NSBA.

6.Section 6 – Player Notification

6.1 The head coach of each Pinto All-Star team shall notify all Pinto house team coaches within 24 hours of the try-out, which players were selected to their respective leagues All-Star team.

6.2The regular season Pinto house team head coaches will notify all players from their team who attended try-outs (nominated or not) as to whether they made the All-Star team or not within 48 hours of the try-out.

6.3Players are not required to play on All-Star teams.

7.Section 7 – Pinto All-Star Player Fees

7.1Pinto players selected will pay an All-Star fee of $80 $120. The fee should be updated as appropriate from year to year. This fee shall cover the costs of the following:

7.1.1Their uniforms (socks, hat, and jersey; the jersey shall be returned to NSBA following completion of All-Star play.)

7.1.2Practice fields and insurance.

7.1.3Entrance fees to two (2) invitational tournaments. The Pinto All-Star teams may participate in additional tournaments with league uniforms and equipment, but NSBA will not cover associated entry fees.

7.1.4The Pinto All-Star player fee also covers entrance fees for PONY sanctioned tournament play, if applicable to the Pinto level of play.

7.2Head coach’s child is free provided the Head coach has participated in the league fundraiser for that season..

7.3No scholarships will be provided by NSBA for All-Star participation.

8.Section 8 – Pinto All-Star Teams Practice

8.1Teams may begin practicing immediately after the players are selected using regular NSBA fields.

8.2The Pinto Division Commissioner is responsible for helping Pinto All-Star coaches find practice fields.

8.3Frequency and dates of practice are up to the Pinto All-Star coach’s discretion.

8.4NSBA will reserve and pay for practice fields.

8.5Coaches may, at the team’s own expense, find and use gym time if so desired.

9.Section 9 – Pinto All-Star Coaches Responsibilities

9.1The Pinto All-Star team head coaches are responsible for locating tournaments to attend, coordinating all tournament fees and applications with necessary people.

9.2The Pinto All-Star coaches are responsible for attending all Pre Tournament meetings the team participates in.

9.3The Pinto All-Star coaches may need to pay entrance fees themselves and be refunded later by the NSBA Treasurer.

9.4The NSBA Director of Tournaments shall assist the coaches in tournament location and selection.

9.5The Pinto All-Star coaches must coordinate all information flow to parents and players.

9.6The head Pinto All-Star coaches shall hold a minimum of one parent meeting to inform parents of expectations and team rules.

9.7The Pinto All-Star coach will also report back to the NSBA League Secretary and Pinto Division Commissioner about tournaments entered and how they performed. This information will be posted on league website and may be included in Newsletters.
