The Government has carried out reorganizations which will improve the activity of the central public administration

The Government has decided recently to carry out some new reorganizations for the purpose of optimizing the personnel within the State Treasury and eliminating functions’ overlapping within the institutions subordinated to the Ministry of Education and Youth.

The first reorganization (GD no.1005 of 10.09.2007) provides for the transfer of the computer experts to the State Enterprise „Fintehinform”, reducing thus the number of personnel on the staff within the State Treasury by 23 units. These modifications will contribute to making the management of the informational programs efficient in the territorial units of the Treasury and in the Divisions of Finance, as well as to the implementation of the Public Finance Management Draft, managed by the Ministry of Finance.

In the context of the functional optimization of the institutions subordinated to the Ministry of Education and Youth, the Government has decided (GD no. 1019 of 13.09.2007) the reorganization of the State Enterprise „Scientific, Methodical and Editorial Center „Univers Pedagogic” ”, by taking over the State Enterprise „Didactica”, because both institutions provide services of the same kind.

The undertaken reorganizations align with the objectives of the CPA Reform, launched in January 2006, for the purpose of making the activity of the central public authorities more modern and efficient. About 40 structural and functional reorganizations have been carried out in the CPA reform implementation process.

Civil servants will attend new professional competences improvement training courses

The Academy for Public Administration under the President of the Republic of Moldova has launched a new training cycle for civil servants with the support of the Trust Fund for CPA reform.

The respective courses will represent a continuation of the training cycle launched at the beginning of this year in relation to the CPA reform for the purpose of consolidating the knowledge and abilities of the civil servants from the central public administration. About 600 civil servants are going to be trained during the second half of this year. The training modules relate to the management and strategic planning, human resources management, change management and institutional development, etc.

At the same time, upon the request of the attendants, the courses training in methods and techniques of normative acts development will be extended in the following period.

During the first half of this year over 150 civil servants attended the training courses conducted with the support of the Trust Fund for CPA reform. They highly appreciated the application of new training methods for the purpose of improvement of CPA personnel capacities.

The Governmental Commission on CPA reform, presided over by Prime Minister Vasile Tarlev encouraged the initiatives of consolidation of the Ministry of Agriculture and Food Industry and the necessity to develop a system for strategic planning for each central public authority.
The Minister of Agriculture and Food Industry, Anatolie Gorodenco, informed that as a result of the functional review carried out within the ministry, there have arisen suggestions to merge some subordinated institutions in order to simplify and improve the activity of the authorities from the agricultural and food domain.
Anatolie Gorodenco referred to the setting up of the Agency of Payments which will undertake the present functions of the ministry of managing the subventions allocated by the state for the agricultural sector, the setting up of the Phyto-sanitary Agency as a result of merging some bodies with homogenous functions, etc.

Vasile Tarlev appreciated the efforts of the MAFI and of the Experts Group within the Government Office made for the modernization and improvement of the activity, suggesting to other central public authorities to take the positive experience of this ministry as an example, this practice being oriented towards making the central public administration more efficient and modern.
In the context of fortification of the activity of the ministries, the governmental commission examined as well the draft Methodology for ministerial organizational/strategic development plans.
The Prime Minister mentioned how important is the elaboration of a unified instrument for the activity strategic planning for all the ministries, which would be closely coordinated with the country development strategies and the medium term expenditures framework.The Head of the Executive required from the members of the commission to finalize the draft of the proposed methodology for submitting it as soon as possible for approval.
Besides the Prime Minister required the speeding up of the selection of the local and international consultants in order to start as soon as possible the development of the respective plans.

Adoption of the new legal framework on the functioning of the civil service will contribute to fulfilling the national priorities

The members of the working group mentioned at the meeting held on September 26, 2007 for the purpose of discussing the draft of the respective law that the passing of the draft law on public function and statute of the civil servant will ensure the professionalization of the civil servants in the Republic of Moldova, who will be able to develop and implement sectorial and national policies,.

The meeting of the working group made up of representatives of the central public administration, of the scientific community and of the civil society was held with the participation of international experts from the EU member states that provide assistance in achieving the CPA reform objective to improve the civil service management.

The Senior State Advisor Sergiu TATAROV, head of the Experts Group within the Government Office responsible for the CPA reform coordination mentioned that the new draft law promotes professionalism, competency, impartiality, transparency, etc. which will ensure the efficiency of the civil service from the Republic of Moldova.

Baiba Petersone, Deputy Head of the State Chancellery of Latvia appreciated the draft law and Moldova’s efforts to reform the civil service. At the same time, the Latvian official specified that the passing of this document would provide the Republic of Moldova with a real possibility of medium term development.

Francisco Cardona, expert within SIGMA program, supported by the European Commission and OCED, laid before the working group a number of proposals for the improvement of the draft law and for aligning it to the EU standards.

At the end of the discussions the working group pleaded for the examination of the drafts of laws on public function and statute of civil servant by the Government in order to give an impulse to the process of creation of a modern and efficient civil service.

Moldovan ministers get acquainted with the Latvian experience in ministerial strategic plan development

A group of Latvian experts familiarized the ministers from the Republic of Moldova with the process of ministerial strategic plan development at a meeting held on the 27th of September 2007 in the context of central public administration reform implementation.

The First Deputy Prime Minister Zinaida Greceanîi, who chaired the meeting, declared that building capacities in strategic planning is very important, as the Republic of Moldova is now in the process of implementing a number of reforms, the objective of which is ensuring a durable development of the country. At the same time, the first deputy prime minister appreciated the experience of Latvia in the reformation and efficientization of the activity of the central public administration, which could serve as a good example for Moldova.

The Latvian experts explained the Moldovan ministers that the ministerial strategic plans make it possible to prioritize the objectives set for the ministry, objectives which can be covered financially, are realistic and make it possible to foresee results which will be achieved after implementing the respective plans. Moreover, the strategic plans will make it possible for the ministries to justify before the citizens for the financial resources used for achieving the set priorities.

Sergiu Tatarov, Senior State Advisor, Head of the Experts Group in charge with the coordination of CPA reform within the Government Office specified that by the end of October the ministries will be involved in the elaboration of the ministerial development plans. Sergiu Tatarov specified that each ministry will be assisted by local and international consultants in the implementation of this exercise. They will be hired with the support of the Trust Fund for CPA reform.
