JOB DESCRIPTION:

The NYC Administration for Children’s Services is seeking an outstanding candidate to serve as a Program Associate in the Office of Program Management and Sustainability within the Division of Prevention Services (DPS). DPS and its network of contracted providers deliver community-based services across NYC to improve safety, wellbeing, and permanency for thousands of families each year. The newly formed Office of Program Management and Sustainability will be charged with integrating, coordinating, managing, and overseeing the implementation of evidence-based and other preventive program models, using an approach guided by data, research, and the voices of the communities we serve.

Reporting to the Deputy Director of Program Management and Sustainability, the Program Associate will support the implementation and management of evidence-based and other preventive models by coordinating and collaborating with providers and internal ACS stakeholders to ensure alignment, and utilizing implementation science principles and other best practice approaches to ensuring the success and quality of the programs within the OPMS portfolio. The Program Associate will be tasked with:

  • Supporting the development of a system for program management that includes: ongoing collaboration with model developers, fidelity to program model standards, site visits and relationship building with providers and front line staff, emphasis on community and family engagement to ensure and maintain utilization, feedback from clients during and after services, outcome and impact measurement, effectiveness, access and referral pathways for target populations, standardized assessments and eligibility criteria, and other elements of sustainability derived from best practice and/or implementation science;
  • Preparing documents, attending goal-oriented meetings with key stakeholders, preparing presentation materials, scheduling and planning events and meetings;
  • Coordinating and collaborating with model developers, contracted service providers, ACS staff, and external stakeholders to collect program data and feedback, ensure staff access to training, ensure reporting and fidelity to program model, and resolve program and provider issues in a timely manner;
  • Supporting the sharing of best practices among provider sites to support collaboration and quality improvement through a learning collaborative or other similar model;
  • Support DPS staff in external coordination workgroups and internal working groups focused on prevention services sustainability;
  • Implements innovative strategies for improving service delivery and collaboration among providers;
  • Conducts site and field visits, engages community members to inform program planning, and builds relationships with providers, developers, front line staff, and internal/external stakeholders;
  • Works closely with other ACS divisions including: Child Protection, Early Care and Education, Policy, Planning, and Measurement, and Family Permanency Services;
  • Completing data collection, management, analysis, reporting, data visualization development, asset mapping, and other qualitative and quantitative data / analytic tasks necessary to inform planning, coordination, access, fidelity, and progress toward implementation/outcome goals.

PREFERRED SKILLS:

The ideal candidate will have professional or educational experience in one or more of the following: implementation science, program evaluation, evidence-based and/or trauma-informed therapeutic approaches, direct service experience in underserved communities, child abuse prevention, family engagement, program planning and management. The preferred candidate must have proven experience independently managing and completing projects involving stakeholders from varied backgrounds; proven excellent research and communications skills (both oral and written). Additionally, the preferred candidate must have demonstrated ability to manage multiple, time-sensitive responsibilities effectively and independently in a fast paced environment. Experience conducting operational reviews/process evaluations and analyzing qualitative and quantitative data, the ability to build and maintain effective working relationships across programs and with outside agencies, initiative, reliability, and resourcefulness are strongly desired. The preferred candidate will have experience with the following computer software: MS Word, Excel, Project, and PowerPoint; SPSS or another statistical software package. A Master’s degree in the social sciences or related field and background in child welfare policy and operations is strongly preferred.

QUALIFICATION REQUIREMENTS:

  1. A baccalaureate degree from an accredited college or university including or supplemented by 24 semester credits in one or a combination of the following fields: social work, psychology,sociology, human services, criminal justice, education (including early childhood), nursing or cultural anthropology, at least 12 of which must have been in one of these disciplines, and 30 semester credits toward a Masters of Social Work or a graduate degree in a related field, and at least eighteen months of child welfare casework experience.
