The Minutes of the 223rd Meeting of the NRC held from January 17th to 19th, 2014
The 223rd Meeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held from January, 17th to 19th, 2014 at NRC, NCTE, Jaipur.
The following were present:-

The Regional Director, NRC apprised the members of Northern Regional Committee about the provision of the NCTE Act, Rules, Regulations and instructions issued from time to time.
With the permission, Dr. Ram Kishor (Convener) presented the Agenda before the Committee. Item-wise decisions taken
AGENDA ITEM NO. 223.1 / CONFIRMATION OF MINUTES OF 222ND MEETING / Minutes of 222nd NRC meeting is confirmd with the folliwng modifications:-The decision mentioned against agenda item No. 222.5.8 (Sl. No. 32, File No. NRC APP-2366), 222.22.216 (Sl. No. 700, File No. NRCAPP-3014), 222.22.72 (Sl. No.556, File No. NRCAPP-5539) , 222.22.277 ( Sl. No.761, File No. NRCAPP-3959), 222, 22.118 (Sl. No. 602, File No. NRCAPP-6809), 222.22.52 (Sl. No. 636, File No. NRCAPP-7507) 222.23.1 (Sl. No. 85, File No. NRCAPP-8053), and item No. 222.5.6. (Sl. No. 30, File No. NRCAPP-2009) be read as” NRC decided that VT be constituted to verify the infrastructure & Instructional facilities created by the Institution for B.Ed./D.El.Ed (as mentioned in the application) Course as per the provisions of NCTE Regulation, 2009 for further processing of the application. The institution shall be required to provide all information as required in NCTE Regulation, 2009 to the Visiting Team at the time of Inspection alongwith building completion certificate issued by the Competent Authority
The decision mentioned against agenda Item No.222.23.1 (Sl. No. 777(44), File No. NRCAPP-7428) be read as “Show cause notice be issued to the instituton on the ground that the online applicatoin was submitted in NRC office on 21/01/2013 which is not within 7 days from the date of online application as required in the NCTE Regulations, 2009.
The decision mentioned against agenda Item No. 222.26.2 (Sl. No.813, File No. NRCAPP-6955) be read as “File be proccessed and DLI be issued and the name of the institution be read as “ Shri Brij Mohan Singh Shikshan Prashikshan Sansthan, Plot / Khasra Number – 177, Street Number – 0, Village – Purab Gaura, Post Office – Gaura, Tehsil/Taluka – Gauriganj, Town/City – Amethi, District – Amethi, State – Uttar Pradesh, Pin Code – 227801”.
The decision mentioend against agenda Item No. 222.23.234 (Sl. No. 377, File No. NRCAPP-4334) be read as “NRC decided to issue letter of intent under clause 7(9) of NCTE Regulations, 2009 for D.El.Ed. Course prior to grant of recognition” and against agenda item No. 222.23.237 (Sl. No. 380, File No. NRCAPP-4342) be read as “ Request of the instituton for withdrawal the application No. NRCAPP-4342 be accepted and file be closed.
The decision mentioned against agenda Item No. 222.23.269 (Sl. No. 412, File No. NRCAPP-4598 ) and item No. 222.23.253 ( Sl. No. 395, File No. NRCAPP-4445) be read as “ show cause notice be isued to the instituton on the ground that the instituton has not submitted Building completion certificate.
The decision mentioned against agenda Item No. 222.23.5 (Sl. No.148, File No.NRCAPP-2904) be read as “ show cause notice be issued on the ground that :
i. The institution has not submitted certified copy of land documents.
ii. The institution has not submitted originally notarized CLU.
iii. The copy of notrized CLU submitted in reply of DLI is in the name of Reward Mahavidyalaya and not in the name of the institution as mentioned in the application.
iv. The land documents in respect of plot No. 13 is in the name of Reward Mahavidalaya and not in the name of Reward Post Graduate College as mentioned in the application.
The decision mentioned against agenda item No.222.23.11 (Sl. No.154, File No.NRCAPP-2990) be read as “ show cause notice be issued on the ground that the name of institution in onlie appplication , afifidavit and VTR is Maa Vaishno Devi NCT Girls Institute of Education and Management, whereas the name in the land documens, CLU and BCC is Maa Vaishno Devi Nakchhed Tewari Institute of Education and Management .
The decision mentioned against agenda item No.222.23.95 (Sl. No.238, File No.NRCAPP-3540) be read as ‘’ show cause notice be issued on the ground that as per VTR, the No. of tittles of books is 105 against required 1000 titles.
The decision mentioned against agenda item No.222.23.19 (Sl. No.162, File No.NRCAPP-3037) be read as ‘’ show cause notice be issued on the ground that as per VTR, the no. of titels of book is 800 against requird 1000 titles.
The decision mentioned against agenda Item No.222.23.122 (Sl. No.265 File No.NRCAPP-3976) be read as ‘’ show cause notice be issued on the ground that as per VTR, the no. of titles of book is 606 against required 1000 titles.
The decision mentioned against agenda Item No.222.23.125 (Sl. No.268, File No.NRCAPP-3994) be read as “show cause notice be issued on the ground that :
i. The name of the institution in the building plan is Guru Ropan Institute of Professional Studies, whereas, the name of the institution in the online application is GRSSS college.
ii. The name of the instituton in BCC is Guru Ropan Institute of Professional Studies, whereas, the name of the institution in the online application is GRSSS.
iii. As per the VTR , the no. of titels of books is 700 agianst required 1000 titels.
iv. Health & Physical Resource Centre has not been developed.
The decision mentioned against agenda Item No.222.23.67 (Sl. No.265, File No.NRCAPP-3356) be read as ‘’ show cause notice be issued on the ground that as per VTR, the no. of titles of book is 115 against required 1000 titles.
The decision mentioned against agenda Item No.222.23.62 (Sl. No.205, File No.NRCAPP-3314) be read as ‘’ show cause notice be issued on the ground that the institution has not given any information regarding number of books in the library to the visiting team.
The File No. i.e.NRCAPP-8714 mentioed under agenda Item No. 222.28.5, Sl. No. 813 be read as File No. NRCAPP-7538.
The decision mentioned against agenda item No.222.21.43 (Sl. No.464, File No.NRCAPP-6063 be read as ‘’ show cause notice be issued on the ground that the BCC submitted by the instituton is not complete, the column no. 8-17 is missing.
The decision mentioned against agenda Item No.222.21.42 (Sl. No.463, File No.NRCAPP-6038) be read as ‘’ show cause notice be issued on the ground that as per the building completion certifiate the build up area earmarked for B.Ed is only 512.77 sq.meter aganst requried 1500 sq. metere.
The decision mentioned against agenda Item No.222.21.58 (Sl. No.479, File No.NRCAPP-6446) be read as ‘’ show cause notice be issued on the ground that the instituton has submitted a lease deed in addition to the land documents on ownership basis which need to be clarified by the instittuon.
The decision mentioned against agenda Item No.222.27.13 (Sl. No.854, File No.NRCAPP-6158) be read as ‘’ show cause notice be issued on the ground that the BCC is not properly filled in. The same is signed under stamp imprssion of Khurja Dev. Authorit. However office address is shwon as Nagar Palika which is contradictory.

The decision mentioned against agenda Item No.222.9.3 (Sl. No. 67 File No.NRCAPP-5698) be read as “ show cause notice be issued on the ground that the instituton has not submitted change of land use certificate issued by Comptent Authority duly notraized.
