The Minutes of the 200th Meeting of the NRC held from 20th June, 2012 to 24th June, 2012

The 200th Meeting of the Northern Regional Committee (NRC), National Council for Teacher Education (NCTE) was held from 20th June, 2012 to 24th June, 2012 at NRC, NCTE, Jaipur.

The following were present:

The Regional Director, NRC apprised the Northern Regional Committee about the provision of the NCTE Act, Rules, Regulations and instructions issued from time to time.

With the permission of Chairperson, Dr. Ram Kishor (Convener) presented the Agenda before the Committee. Item-wise decisions taken are as follows:-

AGENDA ITEM NO.- 200.1 / CONFIRMATION OF MINUTES OF 199th MEETING / NRC confirmed the minutes of 199th meeting with the following modifications:
The observation mentioned at point V & VI of the decision of NRC against agenda item No. 199.8.37 be deleted.
The decision mentioned against the agenda item No. 199.9.4 (RJ-613) be read as “Show Cause Notice be issued under clause 7(1) of NCTE Act, 1993 before withdrawal of recognition” in place of “Recognition of B.Ed. programme was withdrawn vide NRC, NCTE letter dated 09.09.2010. NRC decided that this withdrawal order still stands”.
The decision mentioned against the agenda item No. 199.18.81 be read as follows:
“The original file of the Institution and reply of the Show Cause Notice along with other related documents, NCTE Act, 1993, Regulations and Guidelines of NCTE published from time to time were carefully considered by NRC and NRC decided to issue letter of intent under clause 7(9) of NCTE Regulations, 2009 for D.El.Ed. Course prior to grant of recognition” in place of “the original file of the institution and order of the Appellate Authority and along with other related documents, NCTE Act, 1993, Regulations and Guidelines of NCTE published from time to time were carefully considered by NRC. The Committee discussed and considered the case in detail and following observations have been made: Fresh inspection be conducted after receipt of Rs. 40,000.”

Built up area is 3267 sq. meter and two units of B.Ed. and applied for D.EL.Ed. which is less as per NCTE norms.
Space of girls common room and sports room were found inadequate.
Laboratories already being used for running the B.Ed. course.
Map submitted to NCTE was not the same as physically verified by VT.
Building completion certificate vide point No. 16 is different

The size of the multipurpose hall as per the report of VT is only 1816.47 sq. ft. which is less than the requirement of NCTE norms for D.El.Ed. course.

Fresh Visiting Team be sent after obtaining Rs. 40,000/- from the institution.

Visiting Team has reported the size of multipurpose hall as 1460 sq. ft. and that of library as 2000 sq. ft. The size of the multipurpose hall is less than 2000 sq. ft. The institution is running B.Ed. and B.P.Ed. courses. The total built up area as mentioned by VT, is 3019 sq. meters against required area of 4500 sq. meters as per NCTE norms and standards.

Hence, NRC decided that Show Cause Notice under section 14/15 (3) (b) of NCTE Act, 1993 be issued to the Institution on the above point and direct the Institution to submit the reply as per the provisions of NCTE Act, 1993 Rules & Regulations within 21 days from the date of issue of Show Cause Notice.

Building completion certificate has not been submitted by the institution.
As per CD submitted by the institution, building does not have proper flooring and paint.

The institution has not completed three academic sessions on the date of application i.e. 29.9.2010 as required under the provisions of clause 8(3) of NCTE Regulations, 2009.
