The Michigan Committee on Juvenile Justice (MCJJ) announces the availability of Juvenile Delinquency Prevention Title V planning grantsof up to $32,000 for 5 communities to be used in the development of a three-year delinquency prevention strategic plan.

Local units of government are awarded Title V Juvenile Delinquency Prevention Program grants through monies established by the Juvenile Justice and Delinquency Prevention Act (JJDPA) of 1974 (reauthorized in 2002). Grant applications are developed through a community based planning process and aim to reduce risk and enhance protective factors as a way to prevent youth from entering the juvenile justice system.

Grantees that produce a three-year strategic plan regarding issues of delinquency prevention may be eligible to apply for a three-year Juvenile Delinquency Prevention Implementation grant in amounts up to $90,000 for year one, $70,000 for year two, and $40,000 for year three. The Federal program requires local in-kind/cash match for implementation grants. The local match for the above funding level is $45,000 for the first year, $65,000 for the second year and $95,000 for the third year. Technical assistance is available to communities who are interested in this process. Please note that implementation grants and award amounts are contingent on availability of Federal Juvenile Justice and Delinquency Prevention Act funds.

Communities from the counties of Alcona, Allegan, Calhoun, Cass, Clare, Crawford, Genesee, Gladwin, Gogebic, Ingham, Iosco, Iron, Kalamazoo, Kalkaska, Lake, Luce, Montmorency, Muskegon, Oceana, Ogemaw, Osceola, Oscoda, Otsego, Ottawa, Roscommon, Saginaw, Saint Clair, Shiawassee, Wayne are eligible to apply. Eligibility is based upon ranking of the eighty-three counties in Michigan. Known risk factors for delinquent behavior and involvement in juvenile crime such as, education, economic, juvenile arrests and teen pregnancy are compared across Michigan counties. Counties are then assigned a composite score derived by the number of times the county scored in the top ten counties ranking. Additionally, only local units of government of the eligible counties are able to apply for delinquency prevention grants. For this announcement, local units of government are defined as counties, cities or townships with populations over 5,000. Priority is given to communities that have not received Title V implementation grant funds between the years 2005 to 2010

In addition to the allocation of funds, grantees receive training and technical support to assist with the planning process. This service is provided by the Office of Juvenile Justice and Delinquency Prevention and Michigan Public Health Institute. Both entities have extensive experience in researching issues such as prevention, establishing guidelines for community participation, identifying risks and protective factors for children and adolescents, locating community resources, and identifying promising approaches for programming (See attached for planning grant timeline). MCJJ is particularly interested in proposals that integrate planning from across professional sectors, such aseducation, mental health, early childhood development, mentoring collaboratives, and child welfare.

Application Requirements and Schedule

Step 1. Attend a Regional Information Meeting

Meeting sessions will be offered via webinar and in three regional locations. These information meetings will provide information about this grant opportunity and will be an opportunity to ask questions. (See attached registration form for dates and times). These seminars are led by the Michigan Public Health Institute and provide essential information regarding: 1) the Juvenile Delinquency Prevention Title V program, 2) eligibility requirements; and 3) tools and tips for team planning and successful application preparation. Attendance is strongly recommended for those interested in applying for grant monies – please register for one of the sessions.

Step 2.Submit a Letter of Intent to apply for a Juvenile Delinquency Prevention PlanningGrant.

Review the attached “Criteria for Participating in the Delinquency Prevention Initiative” to decide if your local unit of government is eligible to apply for a planning grant. If you are eligible and are willing to complete the planning process to develop a three-year delinquency prevention strategic plan, complete the eligibility statement and return the letter of intent to the Michigan Department of Human Services, Federal Grant Unit for further review.

The letter of intent must be postmarked no later than March 3, 2011.

Step 3. Complete and submit the Juvenile Delinquency Planning Grant Application

Participationcriteria for the Juvenile Delinquency Prevention Initiative

To be eligible to participate in the Title V community delinquency prevention planning process and subsequently to submit an application for program implementation funds, the community must review the enclosed criteria and submit a letter of intent indicating that the community meets each of the following criteria:

1.Is a City, County or Township from one of the following counties: Alcona, Allegan, Calhoun, Cass, Clare, Crawford, Genesee, Gladwin, Gogebic, Ingham, Iosco, Iron, Kalamazoo, Kalkaska, Lake, Luce, Montmorency, Muskegon, Oceana, Ogemaw, Osceola, Oscoda, Otsego, Ottawa, Roscommon, Saginaw, Saint Clair, Shiawassee, Wayne. Note: Only local units of government are eligible to apply for delinquency prevention grants. For this announcement, local units of government are defined as counties, cities over 5,000, and townships over 5,000.

2.Will appoint a 15 to 21 person Prevention Policy Board from their community to participate in the planning process; the community risk, protective factor, and resource assessment; program identification; and the three-year plan preparation process required for the delinquency prevention initiative.

3.Key Leaders from the Prevention Policy Board will participate in a Project Kick-Off Conference Call Meeting.

  1. The Prevention Policy Board will participate in the Community Team Orientation Training.

5.Five members or more from the Prevention Policy Board will participate in the Data Collection/Analysis and Resource Assessment Training, and Plan and Program Development Trainingfor the prevention initiative.

6.Can demonstrate that the community or the county is in compliance with the core requirements of the Juvenile Justice and Delinquency Prevention Act as it relates to facilities and programs operated by your jurisdiction, including the following:

Deinstitutionalization of status offenders: Your jail or lockup does not lockup status offenders or neglect or abuse victims and you commit to not locking any offenders in the future as evidenced by an approved policy. Your juvenile detention home does not lock status offenders, and you commit to not locking juveniles in the future, unless the persons locked are provided all of the federal valid court order provisions necessary for placing a status offender in a locked facility by an approved policy.

Separation of adults from juveniles in adult jails and lockups: Your jail or lockup does not lock juvenile criminal offenders for any length of time during which the juvenile is able to touch, see, or carry on a conversation with an adult in custody along his/her pathway in the facility, and you commit to maintaining such separation in the future as evidenced by an approved policy.

Removal of juveniles from jails and lockups: Your jail/lockup does not lock accused juvenile criminal offenders for longer than six hours and you commit to not locking any accused juvenile criminal offenders for more than six hours in the future as evidenced by an approved policy.

Reduce disproportionate minority contact (DMC) with the juvenile justice system Your community takes steps to work with the State to collect and maintain data regarding minority contact with the juvenile justice system; determine if there is overrepresentation; if it does exist, assess why it exists; and then develop and implement a plan of action for reducing DMC. Technical assistance can be requested for this. You can demonstrate this status by agreeing to submit a report on steps your community has taken in previous years or months or that your community will agree to take in the next year.
