October 9, 2014 Minutes DRAFT

Members present: Superviser Heath, Clerk Rock, Trustee Dopkowski & Trustee Mancik. Dave Friend and Deputy Clerk Heath were also present. Treasurer Early & Assessor Lieb absent.

The meeting was called to order at 7:00pm.

The pledge of allegiance was recited.

Fund Balances: Treasurer Early Absent: No Report

Building Report: Trustee Mancik read the building report. Report on file

There were 4 permits issued in the month of September totaling $542.08. Dave Friend worked 8.5 hours at the hall and made 5 inspections. Willie Higgs made 2 plumbing inspections. No Mechanical, or Electrical inspections. Clerk Rock worked 12 hours at the hall. The total expenses for September were $542.08.

Supervisor Heath made a motion to accept. 2nd by Trustee Dopkowski.

Assessors Report: Report on file

Clerk Rock read the report. Field work: She inspected 15 properties. Prepared 591 form and mailed to County Clerk. Printed and filed new 2014 record cards with new types printed lables on all assessing Department files. (Almost finished)

Looking ahead:

Continue field inspections and working on 2015 values.

Analyze county appraisal studies (When received) for industrial, Commercial & Agricultural classes to determine starting ratios.

Process splits for 2015.

Balance with Treasurer for 2014 Winter Tax Bills.

She will not be in the office on Oct. 13th, 2014.

Milan Fire Dept. Report:

Supervisor Heath said everything is fine. Will be getting a new pump for tanker #2.

Old Buisiness:

Farmland agreement: The Board received 7 sealed bids to farm the property owned by the Township. Clerk Rock confirmed that they were all sealed. After opening the bids, Jeff Briggs bid the highest at: $121.00 per acre. Bids ranged from $80.00-$121.00.

Supervisor Heath made a motion to accept Jeff Briggs bid, 2nd by Trustee Mancik

Roll call vote: All yes

Motion Carried

Mr Briggs will be contacted and will proceed with contract.

New Buisiness:

Window Coverings: The Board would like to get something for the windows in the new hall. They discussed shades vs blinds.

Supervisor Heath made a motion to buy blinds not to exceed $200.00, 2nd by Trustee Mancik

Blight complaint follow up, Suschi property: Dave Friend reported that he talked with Mr. Suschi and he recently had surgery. He is recovering out of state and plans to return in spring. He requested an extension until spring. Board agreed to give him until May 2015. If no action has been taken to clean up the property, the board will resume legal action.

Election Commission, meeting date: Wed. October 15, at 10am.

Election Commission Accuracy test date: Mon. October 20, at 10am.

Issues from Board members or Officials:

Trustee Dopkowski: Sherman Rd is really bad. Crews are in the area. Had to stop scraping due to rain.

Supervisor Heath: Bridge on Wabash is closed now. The beams have been ordered and should be in by the end of the month. The road still has not been chip sealed. They still plan to do it then re-do in spring.

Trustee Mancik: Trash day was very cold. Can we ask for an earlier date next year? Maybe in Sept.? The Board discussed the need for two trash days and if it was needed. They will wait and see how busy the spring Trash day is.

Clerk Rock: The fence at the cemetery will not be repaired until the trees are down. Supervisor Heath is to contact Rick’s Lawn service to clean up trees.
