The March 23, 2015 regular meeting was called to order at 7:00 p.m. by Mayor Dennis Bronson.

Council members Joe Byer, Dennis Dye, Kim Hoffman, and Bill Shaw were present for roll call; Council member Patrick Dick was absent. City Staff present was Police Chief Doug Brown, City Attorney Don Knappenberger, and City Clerk Jane Dickson. There were 11 guests present.

Mayor Bronson led the council and audience in the Pledge of Allegiance.

ADDITIONS TO THE AGENDA

Fire Chief Jerry Sanders requested adding Fire Department appointment. This was added as “D” under New Business.

CONSENT AGENDA AND MINUTES

Council member Hoffman had some questions regarding the financial reports which were answered by City Clerk Dickson. Council member Shaw stated that the action taken regarding the property on South Main during Public Comment at the last council meeting was not proper procedure. After discussion; Council member Shaw made a motion to rescind the vote made during Public Comment at the March 9, 2015 council meeting and have this placed on the April 13, 2015 council meeting agenda for discussion; Council member Dye seconded the motion. Council members Byer and Hoffman voted nay and Council members Dye and Shaw vote aye; Mayor Bronson then voted aye to break the tie. Motion carried 3 – 2. Council member Shaw made a motion to approve the consent agenda which included the minutes from the March 9, 2015 regular council meeting (with the corrections); and Appropriation Order 05-15; Council Member Hoffman seconded the motion. Motion carried 4 – 0.

COMMUNICATIONS

City Clerk Dickson read a letter from the Stafford Chamber of Commerce regarding the Chamber Fund Raiser. This Fund Raiser will be held on May 2nd at the Ritz Theater featuring the Peterson Farm Brothers from Assaria KS with appetizers & hors d'oeuvres being served.

PUBLIC COMMENT

Carolyn Williams asked about having a dumpster for clean-up week. City Clerk Dickson stated she was going to ask the council about this later in the meeting.

OLD BUSINESS

  1. City Property on South Main – tabled until the 04/13/15 council meeting.

NEW BUSINESS

  1. Stafford Chamber of Commerce – Sydney Blanton representing the Stafford Chamber of Commerce was here to discuss the Chamber Fundraiser. They Chamber was requesting the rental fee for the Ritz Theater be waived. Mayor Bronson stated that normally the City donates $50 to the Chamber auction so the fee could be lowered to $25 and no donation given. After discussion, Council member Shaw made a motion to not waive the rental fee but give the Chamber of Commerce a $50 donation; Council member Dye seconded the motion. Motion carried 4 – 0. City Clerk Dickson stated she would donate her time to be at the Ritz since she is the City representative to the Chamber.
  2. Farabee Pay Requests - City Clerk Dickson present two pay applications from Farabee Mechanical. The first one is for the generator radiator replacement for $994.39 which should finish this project. The second application is for the generator replacement construction for $211,500.00 and this should have the project over 75% complete. Council member Shaw made a motion to approve payment of these pay applications; Council member Dye seconded the motion. Motion carried 4 – 0.
  3. Property/Liability/Auto Insurance Renewal - Kent Anthony with First Group Insurance was here to present the 2015/2016 insurance renewal. Mr. Anthony stated that although the majority of the insurance is with EMC the “boiler policy” has previously been with Hartford Steam Boiler. The 2014/2015 insurance premium was $126,117 which included the boiler policy at a cost of $58,644. This year another company, Chubb, inspected the plant and generators and bid the boiler policy and their bid for replacement cost insurance is $27,224. Mr. Anthony stated that is approximately $26,000 less than Hartford and also better coverage with replacement cost compared to Hartford which only covers at actual cash value. Council member Hoffman made a motion to approve the continuing insurance with First Group Insurance; Council member Shaw seconded the motion. Motion carried 4 – 0.
  4. Fire Chief Jerry Sanders requested that Jeff Chansler be appointed to the Stafford Volunteer Fire Department. Mayor Bronson made this appointment. Council member Shaw made a motion to approve the Mayor’s appointment; Council member Dye seconded the motion. Motion carried 4 – 0.

City Superintendent Shawn Burgey

Jane stated that Shawn had requested approval to get a dumpster to place across from the plant for clean-up week. It was the consensus of the council to approve at least two dumpster and more if needed.

Chief of Police Doug Brown

Doug reported that he and Bill Elliott would be attending training on 03/26 in Great Bend and 03/29 – 04/01 in Wichita.

City Attorney Don Knappenberger

Don had nothing to report.

City Clerk Jane Dickson

Jane had nothing else to report.

ADJOURN

With no further business before the Council - Council Member Shaw made a motion to adjourn at 7:38 P.M.; Council Member Dye seconded the motion. Motion carried 4 - 0.
