Team Manager

Background

The International Development Law Organization (IDLO) is an inter-governmental development organization with headquarters in Rome and with a program office in Kabul. IDLO works to enable governments and empower people to reform laws and strengthen institutions to promote peace, justice, and sustainable development.

The position

The position is with Afghan Justice Institutions Strengthening (AJIS) program that supports the Ministry of Justice, the Supreme Court and the Afghanistan Independent Bar Association to increase quality of and citizens’ confidence in the legal system. The position is contingent upon funding approval by the donor.

Reporting to the Chief of Party the Team Manager will oversee the day-to-day program implementation as well as provide technical input to ensure timely and effective delivery of program objectives.

It is anticipated that eventually the position will be the most senior one in the program, pending on frequent evaluations of the Team Manager's capacities and skills.

Key responsibilities include:

  • Support the Chief of Party in the overall management of a justice capacity building program, including program implementation, providing input to the development and management of the complete work plan, design and management of the monitoring and evaluation plan, and internal and external reporting;
  • Participate in an internal mentoring program as a mentee, with the objective of developing program management and leadership skills;
  • Day-to-day management and coordination of a team of legal, M&E and administrative staff in Kabul and in provinces;
  • Support the Chief of Party in overseeing the work of the M&E team in providing timely and accurate data to IDLO HQ;
  • Identify and report in a timely manner any difficulties or possible changes in program strategies, objectives, results or activities, and make recommendation for time and optimal course corrections;
  • Lead the preparation of donor narrative, data reports in collaboration with the M&E officer in Kabul and the Project Coordinator in IDLO HQ in Rome;
  • Assist the Kabul-based Chief of Party and Senior Operations Managerin the preparation of project finances, budget forecasts and financial reports;
  • Travel to provinces to support the program’s field offices and activities;
  • When directed by the Chief of Party, represent the program in meetings with GIRoA counterparts, donors and other implementing organizations;
  • Collaborate with the other IDLO Afghanistan programs and seek synergies with them to increase the effectiveness of program delivery;
  • Perform any other tasks assigned by the Chief of Party or the Country Director.

Technical competencies

As this is a management position with increasing responsibilities the ideal candidate has a proven track record of:

  • Excellent management and interpersonal skills;
  • Excellent project management skills;
  • Ability to write program reports in English; and
  • Working with international donors.

She/he

  • Is self-motivated and well organized;
  • Has the ability to work collaboratively and supportively with others;
  • Has the ability to take the initiative in task management, and a willingness to act as a team member and assist with any task, however small or large, as needed for program success;
  • Has the ability to work effectively in a fast-paced environment; flexibility and willingness to travel to the provinces and work irregular hours as required to completing program assignments.

Education

  • University degree inManagement, Political Science, Communications, Shari’a, Law, or a related field;
  • Additional formal training in project management or administration is an advantage

Experience

  • 10years in rule of law programming of which at least 3inprogram development and management, preferably in an international organization;
  • Experience in working with donors, for instance the Netherlands, DFID, EU, US.

Languages

  • Oral and written fluency in English and Dari is mandatory; oral and written fluency in Pashto is an asset.
