Armenia

The inspiration visits to the e-Governance Academy (eGA) started in 2001 and have developed into extensive cooperation in the establishment of e-governance. eGA has carried out six projects in Armenia in the development of e-state infrastructure, e-services as well as open governance and cyber security. New electronic tools for controlling corruption in the Population Register and the police, and for communicating with the population were created for the Armenian Government with the largest of the projects, “Transactional e-Governance Development in Armenia”, which was funded by the EU. New personal data protection was also prepared within the scope of this cooperation.At present, we’re working on improving the provision and accessibility of the services offered by the Armenian Ministry of Justice, which will make the ministry’s work more efficient and transparent, and on the development of an interoperability platform to improve the provision of e-services to citizens.

Azerbaijan

The eGA has organised several e-governance training events for officials of Azerbaijan. In cooperation with the Finnish HAUS organisation, the eGA carried out open governance and cyber security seminars for Azerbaijani officials, where the use of ICT tools for supporting participation by citizens and open governance were showcased along with the best practices of EU countries. The officials also learned how to use ICT tools for the provision of secure e-services and data protection. During the joint communication project, the eGA introduced the m-ID solution created on the basis of the knowledge and experience of Estonia and the other e-governance services used in Azerbaijan to the target groups.

Georgia

The eGA has carried out five projects jointly with Georgia, the biggest of which in terms of the scope of activities and duration was the twinning project of the EU for improving the e-governance knowledge of the employees of the LEPL Data Exchange Agency of Ministry of Justice of Georgia and bringing the e-governance legislation in line with EU legislation.Previously, the eGA helped Georgian local governments in beginning to use ICT tools and it developed the relevant implementation model. The best practices of open governance have also been exchanged. At present, eGA is working on the implementation of e-inclusion solutions in three local governments in Georgia.

Moldova

The eGA strongly supported the activities of the e-Government Center of Moldova in its first years of operations and helped develop the e-governance policy of Moldova. Nine projects have been carried out with partner organisations in Moldova, three of them for the development of open governance and three for increasing national cyber security and provision of secure e-services. The eGA developed and tested the national cyber security index (ncsi.ega.ee) jointly with the e-Government Center of Moldova. The first Cyber Security Olympics for IT specialists in Moldova were also carried out. The eGA has also improved the transparency of the activities of courts and improved access to archived materials by digitising the archives of the rulings made by the Supreme Court of Moldova and the Nisporeni District Court and making them publicly accessible online.

Ukraine

Active cooperation with Ukraine started in 2012 when the eGA, jointly with Western-Ukrainian local governments, started developing and implementing the ICT tools required for improving the provision of public services. The eGA has carried out seven projects in Ukraine at the levels of local government and the central government. The projects have covered training for officials and representatives of civic associations, advising employees of the State Agency of e-Government of Ukraine, which manage e-governance development, as well as supporting the implementation of ICT solutions. At present, the eGA is helping to improve the provision of public services via the service centres of Ukrainian local governments, and subsequently online, within the scope of the U-LEAD programme that supports the administrative reform of Ukraine. An inter-institutional secure data exchange solution based on the X-road developed in Estonia and an information system for the service centres, which supports data exchange and the provision of e-services, will implemented in Ukraine for this purpose.

Belarus

The representatives of the civic associations of Belarus have participated in training organised within the scope of four projects to gain knowledge and experience for the promotion of open governance, opportunities for using ICT (information and communications technology) and cyber security.
