JOB DESCRIPTION

JOB TITLE : BURSAR

PURPOSE OF THE JOB

To organise, maintain and monitor the School’s financial and personnel systems in co-operation with the Headteacher and Governors. To operate and monitor the School’s banking arrangements. To operate invoicing and payment procedures for all public funds. To produce regular financial statistics to the Governing Body, LA or as requested by the Headteacher and liaise with all outside agencies as required to fulfill these duties. To attend Resources meetings when required to update Governors on matters of Budget.

PRINCIPAL ACCOUNTABILITIES

  • To be responsible for the effective management of financial administration procedures, including responsibility for compliance with financial regulations and preparation for the School budgets
  • Monitoring expenditure and income and advising the Headteacher/Resources Committee of possible overspending/underspending whilst providing options for varying expenditure.
  • Producing monitoring reports as required by KCC, the Headteacher and Governors
  • Prepare and maintenance of such reports, records and accounts as are required in conjunction with the School’s accounting systems
  • Deal with all aspects of the School’s bank accounts including reconciliation
  • Ensure all expenditure is correctly coded to ensure maximum use of all budgets and grants
  • To order all equipment and resources for the school and enter details within the agreed systems
  • To be responsible for checking all good received against invoices and following up any queries
  • To be responsible for seeking professional advice on insurance and advising the Governors on the appropriate insurances for the School; implementing the approved insurances and handling any claims that arise
  • To be responsible for the effective operation of payroll systems
  • Maintain an efficient filing system for the storage of financial information, ensuring the security of the administrative and financial data held on the School’s computer network

ADMINISTRATION ACCOUNTABILITIES

  • To contribute to the administration function including the administration of ICT facilities, school reception, reprographics, records and telephones
  • To be responsible for the systems and general management of the School’s administrative and financial computer network, the implementation of appropriate Management Information Systems and the full computerization of the administration accounting and record system
  • To be responsible for obtaining the necessary licenses and permissions and ensuring their relevance and timeliness
  • The completion of all starter paperwork and other documents relating to staff employment
  • Ensuring that the personnel database is maintained and updated
  • Maintenance of all confidential staff records
  • Completion and of maintenance of Single Central Record
  • Manage projects delegated by the Headteacher by obtaining quotations for resources and buildings maintenance for approval by the Headteacher, Resources Committee or Governors as appropriate
  • Undertake any other administrative or clerical tasks required by the Headteacher within reason
