1. Introductions & Apologies:

The Chair welcomed all & introduced panel of guest speakers.

2. Approval of Last Minutes - 25th Sep 2012.

2.1 Apologies from Sally Mustoe should be added to the minutes of this meeting.

2.2 The minutes of the last Quarterly Association Meeting and AGM (25th Sep 2012) were accepted. Proposed: Lauritz Hansen-Bay. Seconded: Pam Beck.

3. Guest Speaker: Michael McNicholas - Neighbourhood Action Team Manager. Dog Control Orders

3.1 Responsibilities i) Streets and Highways

ii) Enforcement of Dog Control Orders

3.2 Orders went to Cabinet in October 2012.

3.3 Dogs can be off lead in spaces over half a hectare

3.4 For more information go to Area Forums and Resident’s Association websites.

3.5 Action Team is in the process of drawing up legal papers for signage around the Borough

3.6 After phase of Education & Advice, contraventions will lead to fines, fixed penalties then prosecution. Training will be given to Homes for Haringey, Parks staff and Police.

3.7 June 2013 start date to implement enforcement.

3.8 Groups like HANW can help with ‘intelligence’ and to ‘engage’ with walkers to raise awareness. Leafleting certain areas may be an option in 2013 – to be distributed in Pet Shops, Vets, Community Notice Boards.

3.9 Barking dogs should be reported to Front Line Services on 020 8489 1335

3.10 Dog waste can be placed in street bins – Veolia to be informed. ACTION: N.A.T.

3.11 If nuisance continues, Dog Team should be contacted for advice: Gavin Cook (North), Tony Chapman (West) and Brian Elliot (East)

3.12 If Dangerous dogs – Police would like to know, as well as ‘Status’ dogs and if mistreatment is seen, RSPCA should also be informed.

3.13 Fines are £75 with 14 days to pay and courts can apply up to £1K.

3.14 Pauline thanked MM for stepping in to speak about this.

5. Police Inspector Maurice Hutchinson: Update on Safer Neighbourhood Police Teams & Q & A Session

5.1 Successful in reducing i) Robberies ii) Motor Vehicle Crime iii) Burglary. Aiming at 6% reduction. Now, 0% on burglary, but as Xmas is nearing, anticipate an increase so urge all to be vigilant, using timers for lights, lock windows, trimmed hedges for clear views of windows and doors, engage with neighbours.

5.2 Restructuring of Police will ensure no reduction of Officers on the ground. When cuts will occur, management level to be hit first.

5.3 What do you put the lower crime figures to?

Daily meetings, 3X daily surveillance, Intrusive management, flexible resources and fast responses.

5.4 Does this deflect from other areas?

Can’t catalogue this – could deflect elsewhere, but not measurable, but crime is being reduced.

Crime Stats available on Home Office Website. Also ‘Crime Mapping’ on Google – will come up by ward.

5.5 What is front Line Policing? 1) 1st Response 2) In Uniform 3) Call to respond within 1 hour.

5.6 MH wasn’t able to say when replacement for Sergeant McGrath (Crouch End SNT) would be appointed – Acting Sergeant at the moment.

5.7 Some residents aired concerns about losing Police Staffing but MH assured meeting that Met Police see posts in Neighbourhood Policing as a priority.

5.8 Other residents showed concerns relating to the ethos at the Met that Community Officers are not high status, but MH assured meeting that this was ‘old hat’ & that Sergeants have to be committed to Community work.

5.9 Request placed regarding ‘Badges’ to identify Community Co-ordinators, but MH is no advocate to confront or do patrols. Encourage public nature introductions but will pass on to Neighbourhood Team.

6. AOB

6.1 Question raised about the result of the survey. Chair reassured the meeting that this was on its way – but that the person/s involved are doing all they can to bring it to the next meeting. ACTION: Chair

There were no more questions so Chair thanked all who came and closed the meeting.
