The July General Membership Meeting of the MidAmerica Contingency Planning Forum was held on Thursday, July 16th, at Edward Jones (Manchester Road), starting at 2:00 p.m.

MCPF President Shawnee McDonough welcomed all in attendance.

B.  Membership Report

The Membership Report was provided by Shawnee McDonough. There are currently 83 paid members. Members are encouraged to renew their membership via the MCPF website: www.mcpf.us. Enrollment is also open for new members. If anyone has problems paying on the website, please contact Marybeth Edwards.

C.  Treasurer's Report

The Treasurer's Report was provided by Shawnee McDonough. The group has a balance of $8,538.39 across both the ElectroSavings Credit Union and American Eagle Credit Union. No key activities occurred during the reporting period.

D.  Upcoming Activities

Upcoming activities that may be of interest to MCPF members include:

·  DRJ Fall World 2015 – September 27 – 30 in San Diego, CA

·  MCPF Fall Symposium – October 15th at Edward Jones

E.  New Business/Announcements/Miscellaneous

·  MCPF Website Upgrade – Our website has been redesigned. Members were asked to provide feedback.

·  SecureWorld 2015 - St. Louis – MCPF Member as speaker and opportunity to promote MCPF. Contact Shawnee if interested.

·  DRI Courses – There was member interest in several different sessions. A minimum of eight trainees have to attend a particular course. We are tentatively looking at the weeks of 10/19/15 and/or 10/26/15. You do not need to be an MCPF member. Also, we are looking for a volunteer to host the course(s).

·  MCPF Board Members: If interested in serving as a board member, contact Shawnee.

·  Holiday Party: Send any ideas for the 2015 Holiday Party to Shawnee.

The following upcoming meeting dates and topics are planned:

  September 17th – City, County and State Response Plans and Expectations for Earthquake @ STL County EOC (near Big Bend and Hannah Roads in Ballwin)

  October 15th – Fall Symposium @ Edward Jones The Planning Committee is looking for speakers, panel leaders, and panel members for the symposium. Please contact Steve Seton or Shawnee if you are interested in either serving on the Committee or serving as a speaker/panel member.

G.  Featured Presentation –Business Continuity Exercises – Lessons Learned from our Peers – facilitated by Steve Seton, BCP Manager at Edward Jones. Panel participants included Michael Schormann, Crisis Manager, from Laclede Group and Peggy Lawrence, BCP Manager, from First Bank.The presentation and several supporting documents are available on the MCPF website (www.mcpf.us) under ‘Meeting Minutes and Presentations’.

Featured presentation notes:

·  Structure of program

o  Laclede Group – 3 companies in Missouri and Alabama; HQ in STL; 3,000 employees, 1 million customers; Use the Incident Command System (ICS) standard and the NIMS framework; SOPs for incident response and emergency notification; Crisis Management Team is comprised of key business area stakeholders; Incident support team is approximately 70 employees.

o  First Bank – 1,300 employees in 4 states; Leader is CISO; follow FFIEC guidelines and internal standards.

·  Describe exercise planning and execution

o  Laclede Group – exercise programs for both Corporate and Field; tests include tabletops, functional tests, ENS tests, drills; learning objectives are set up-front; top executives go through tabletop exercises; cyber-incident exercise (1 month prep. time) was integrated between business areas and information security and contained a personal component (certain employees' personal information was compromised); active shooter drill (1 ½ month prep. time) included STL city SWAT; goal of exercise is to identify gaps – if the exercise goes too smoothly, it was not complex enough

o  First Bank – two functional tests are performed annually – 100 participants and 5 months to plan with Steering Committee; 120 testing objectives; scope of tests are based on systems criticality and lessons learned from previous exercises; exercise participants receive materials 3 weeks in advance (includes scope, objectives, participants, contact information); Internal Audit representative serves as an observer; business unit validates the test results

·  Describe resources/supporting documents for employees, as well as test participants

o  Laclede Group – Emergency guides and small cards with key contact information and other critical information are designed for Corporate and Field; the emergency guides are also kept in security vehicles and with the floor captains; new crisis team members are oriented with the crisis plan and exercise program

o  First Bank – Emergency guides include information related to continuity of operations; Sharepoint used to provide a centralized point for employees to receive updates; all employees go through orientation

·  After the exercise…………..

o  Laclede Group – Hotwash – after action report is created and issues are tracked through to completion.

o  First Bank – Use SharePoint to gather issues; recap meeting is two days after the exercise

·  Succession planning

o  Laclede – 3 deep points of contact in critical positions

o  First Bank – 80% of executive team has been with firm < 2 years. This, combined with recent layoffs, has effected team and succession planning.

·  Leadership support

o  Laclede – increasing – integrating with other companies

o  First Bank – good support – haven't been declined a request for more support
