JOB DESCRIPTION

Job Title:LINk Manager

Job Purpose:To manage and develop the work of Kingston’s Local Involvement Network (LINk), its staff and resources on a day to day basis.

Salary:NJC Scale PO pt35 including OLW

The context of the post

Kingston’s LINk exists to provide the people of the Royal Borough of Kingston upon Thames (RBK) with a stronger voice and a channel for expressing their views on health and social care within the Borough and a means to become involved in evaluating, monitoring and influencing the provision of these services. Kingston Voluntary Action (KVA) is contracted by the local authority as a host agency to provide support for the LINk. LINk staff are employed by KVA to work closely with the LINk Steering Group to facilitate LINk functions.

In the latest Health and Social Care Bill introduced into Parliament in January 2011, the Government proposes that Local Involvement Networks (LINks) should become Local HealthWatch organisations from April 2012.

Key Responsibilities

Management

  • To provide overall and strategic management for the LINk
  • Be proactive in acquiring information of a local and national nature about health and social care issues relevant to the work of Kingston’s LINk
  • To develop and work with the LINk Steering Group and ensure that it has the necessary resources to develop and deliver its work and annual plans
  • To line-manage staff and ensure their optimum performance through the provision of support, supervision, development opportunities and operation of KVA’s annual appraisal process
  • To act as Secretary to the LINk Steering Group
  • To assist the LINk in developing an annual work programme linked to budgets
  • To manage the LINk budgets and to liaise with other KVA staff to ensure that expenditure is regularly monitored, financial reporting is accurate and the service is delivered within budget
  • Ensure quarterly financial reports are available for meetings of the Steering Group
  • To ensure that monitoring data is completed in line with grant agreements and commissioners’ requirements
  • To seek funding opportunities, tendering/external funding etc to sustain activities of the LINk

Membership and Recruitment

  • To employ engagement strategies to ensure that all local people have the opportunity to be a part of the LINk
  • To organise and facilitate a range of meetings and engagement events to ensure that the work and remit of the LINk is wide-reaching and involves a range of stakeholders
  • To work closely with local voluntary groups and organisations to promote and encourage participation in Kingston’s LINk
  • To raise awareness of the benefits and barriers and provide support and information on involving people from socially excluded communities
  • To identify appropriate training and resources for members

Communication

  • To raise the profile of the LINk within local statutory agencies, the local voluntary and community sector and other local groups and to increase awareness of its key role within health and social care planning structures
  • To ensure that all aspects of communication and information relating to the LINk are accurate and up to date and are presented in the most accessible format for the benefit of a wide range of people
  • To ensure that all information portals including relevant databases are developed in line with data protection and other issues
  • To maintain and establish contact with national, pan-London, statutory and corporate authorities with a view to improving their understanding of the needs and profile of residents in the Royal Borough and the work of the LINk
  • To maintain professional networks and membership of appropriate bodies

General

  • To contribute to KVA’s overall organisational performance by participating in management team meetings, regular staff meetings and staff development initiatives
  • Maintain the highest standards of personal and professional integrity and conduct
  • To undertake any other duties which are commensurate with job purpose and grade

PERSON SPECIFICATION - LINk MANAGER

The ideal candidate will have the following qualities:

  • Experience or knowledge of the Health, Social Care and local government environments
  • Knowledge and preferably experience of the LINks/HealthWatch environment and background
  • Experience of managing and developing a substantial project including staffing and resources
  • Experience, knowledge or understanding of the voluntary sector
  • Experience of community engagement/development work
  • Ability to absorb new information and to devise and develop new procedures and processes to meet a range of needs
  • Experience of preparing and working to an annual work plan
  • Experience of collaborative working with a range of individuals and groups at all levels, including volunteers
  • Experience of working with an Executive Committee, Board of Trustees or similar group
  • High level of expertise in communication skills
  • Experience of researching, preparing and presenting reports, information and data tailored to a range of audiences
  • Experience of setting up and maintaining information records and files, databases and other recording methods
  • Experience of setting up, monitoring and managing a budget
  • Experience or knowledge of managing and administering formal and informal meetings and public events
  • High level of expertise in IT including use of the Internet, Word, Excel, PowerPoint, databases, email
  • Proven experience of tendering contracts or fundraising
  • Experience of promoting issues or events through flyers, letters, advertisements and local media

WHAT DOES KINGSTON VOLUNTARY ACTION DO?

Kingston Voluntary Action is an independent local development agency and umbrella organisation for voluntary and community groups in the Royal Borough of Kingston upon Thames.

We support the on-going development of the voluntary sector through capacity building, fundraising support and the effective exchange of information.

The Community Development Team continues to develop the capacity, standards and competence of local voluntary and community organisations by providing advice, information, training and support on a wide range of issues. We aim to widen access to our services, develop a more targeted approach to our community development and community engagement work and be more responsive to the individual needs of organisations and local communities.

We continue to act as an umbrella body through representing the needs of the sector to statutory services, promoting effective networks/networking and continuing to act as a key resource for the voluntary sector.

Increasingly KVA has become a key player in many types of strategic partnerships either through direct involvement or through facilitating and supporting the involvement of Kingston’s voluntary and community sector. KVA participates in over 40 such partnerships within Kingston upon Thames and sub-regionally.

Kingston’s Local Involvement Network

Kingston Voluntary Action has been contracted by the Royal Borough of Kingston upon Thames to be the Host Agency to support Kingston’s Local Involvement Network (LINk).Thisexists to enable local people and groups to have their say on local health and social care services. The LINk is a broad network of individuals and organisations from the community and voluntary sector. Its role is to enable Kingston residents to influence local care services, from planning and commissioning right through to service delivery and scrutiny.

The LINk is concerned with both health and social care services – not just those provided by the NHS, but all services that impact on health and well being and health inequalities.
