HQ Business rules:

The NCLB HQ data rules require that all core subjects assigned to a teacher must be taught by a teacher with valid license, containing a certification area that can cover the subject assigned. The HQ code must be less then 90 and the program code must meet one of the following rules:

The first digit of the program equal to 0, S, 8, L

Or the program code of IF

Or the program code can be 4L but the license area can not be 00025, 00110, or 88XXX

If the person is teaching an EC class at the K-6 grade level, then they need to be HQ in the EC certification area that matches the disability of one student in the class. If they are teaching an EC class at the 7-12 grade level then they need to have the EC certification area that matches the disability of one student in the class and an area that covers the subject content.

Looking at the last record on this sample report below how did I find that there were 14.75 HQ teachers out of 18 total core teachers?

Lets start by looking at the NOT HQ Teacher Data Update screen on the licsalweb website.

Unfortunately this report does not explain how I received a total of 14.75. The report currently shows everyone who is not HQ in any license area that can cover the subject that was assigned to them in SAR.

Let’s take a look at the raw data:

9 Teachers are completely HQ. The other 9 are only partially HQ. They are teaching multiple classes with multiple subjects. In the case of Jacobs, she is HQ in Math but not HQ in science. So I find her .75 HQ because she is HQ in 3 out of 4 classes. If you sum the partial HQ column you will receive a total of 5.75 HQ and then add that to the 9 teachers who are completely HQ you arrive at the total 14.75.
