The European Union (EU) is an economic and political partnership between 28 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organisations.Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to the African Union is located in Addis Ababa, Ethiopia and consists of 35 staff members. It comprises the Head of Delegation's office, a Science Counsellor in the Research & Technology Section, a Political Section, an Administration Section, an OperationalSection,a Peace and SecuritySection and a Finance, Contracts and Audit Section. The establishment of the Delegation in January 2008 was an important political statement by the EU: the recognition that, the African Union and its Commission hasbecome a strategic partner in EU relations with Africa.

Overall purpose:

A Finance & Contracts Manager will work under the direct supervision of the Head of Finance, Contracts and Audit Section whichconsists of 4staff members.

Responsabilities and duties:

The duties of the candidate include, but are not limited to the following:

  • •Assist with the legal and contractual aspects of the preparation of tenders and calls for proposals;
  • Financial and contractual initiation or verification of the contract proposals (verifying/checking conformity with the legal basis and European Commission procedures);
  • Follow-up execution and payments;
  • Verification of the eligibility of the expenditures;
  • Provide advice on financial, legal and budgetary matters to the staff of the Operational Section of the Delegation;
  • Assistin the monitoring and financial reporting;
  • Analysis of audit reports and follow-up.

We offer a permanent contract (Group 1)in a dynamic and multi-cultural environment. Place of employment is Addis Ababa, Ethiopia at the Delegation of the European Union to the African Union premises. Normal working hours are 37.5 a week. Salary will depend on number of years of relevant experience. Benefits such as transportation allowance, provident funds and medical insurance schemes are offered to employees and their immediate eligible family members.

Qualifications / Selection Criteria

  • At least aBachelor’s degree in relevant topics for the position;
  • At least 5 years relevant working experience related to the job description preferably with international organisations or NGOs dealing with development aid and projects.

Skills:

  • Personal initiative, flexibility, well organized and able to perform duties independently with speed and accuracy without constant supervision.
  • Team player and able toadapt in a multi-cultural environment.
  • High degree of integrity and able to deal with confidential information.
  • Knowledge of English (proficient level C1)

Work experience in procurement, contractual, financial, audit management of EU external actions financed from EU Budget and EDF will be considered as an important advantage as wellas the knowledge of French (level B1 –independent user) will be an asset.
