The ELMA Philanthropies Services (Africa) (Pty) Ltd.

Based in Cape Town, South Africa, the Program Officer, Health will develop and manage grant investments for the growing health portfolio in Southern Africa. The Program Officer, Health willreport to the Senior Program Manager, Health and will work closely with colleagues based in Cape Town, New York, and Kampala, including other Program Officers, and the Director Health,

Director, Measurement and Evaluation,Director, Legal Affairs, and the Director, Finance. The ability to be an active and collegial team player across multiple office locations is essential to success in this role.

The ELMA Foundation’s mission is to improve the lives of African children and youth through support of sustainable efforts to relieve poverty, advance education, and promote health. It is primarilyactive across eastern and southern Africa.In pursuit of its mission, the ELMA Foundation makes investments in health that:

•Improve maternal and neonatal care

•Improve access to effective HIV/TB prevention and treatment interventions

•Support integrated approaches to child survival, health and development

•Improve the quality and quantity of human resources for health

The ELMA Relief Foundation’s mission is to provide post-disaster emergency assistance throughout the globe with special attention to the needs of children, who often suffer disproportionately in the aftermath of such tragedies.

The ELMA South Africa Foundationfunds selected programs not aimed specifically at children, within the country of South Africa.

The ELMA Music Foundation’smission is to provide philanthropic assistance to organizations in South Africa, the UK, and the USA that either provide music education to underprivileged children and youth or provide assistance to members of the music community with personal and financial hardship.

The ELMA Vaccines and Immunization Foundation’s mission is to expand vaccine and immunization coverage for children globally.

The ELMA Growth Foundation’s mission is to invest exclusively in Africa in the growth or expansion of initiatives focused on the economic and social development of low-income individuals, families, and communities.

Job responsibilities:

  • Actively manage, develop and support a large portfolio of health grants across Southern Africa, including initiatives where ELMA plays a lead coordination role
  • Identify opportunities in Southern Africa that fit with ELMA’s health strategy and approach to philanthropy
  • Review, and where appropriate support the development of, program design and theories of change with potential grantees
  • Conduct thorough due diligence including critical analysis of proposals, budgets, work-plans, measurement and evaluation frameworks, organizational strengths and weaknesses, and external risk factors
  • Develop, write, and present concise investment recommendations
  • Manage and grow strategic relationships with grantees, co-funders, and other key stakeholders
  • Critically monitor programmatic effectiveness and financial management of grantees
  • Analyze performance of the Southern Africa health portfolio
  • Contribute to cross-office learning and strategy development
  • Other duties, as assigned

RequiredSkills and Experience:

  • A Master’s degree in public health or relevant field
  • Strong technical backgroundwith a minimum of 8years’ experience in managing health programs, investing in health, or equivalent private sector experience
  • Knowledge of best practices and current developments in maternal and child health and HIV/TB
  • Experience developing and managing partnerships and complex programs
  • Excellent relationship-building skills and ability to collaborate on internal teams as well as with external stakeholders and partners
  • Excellent analytical skills and ability to write effectively for a variety of audiences
  • Excellent budgeting, financial management and analysis skills
  • Ability to source, synthesize, and effectively present information and data
  • Self-starter with ability to take initiative
  • Flexible and adaptable to rapid change
  • Strong work ethic and ability to prioritize and multi-task
  • Excellent organizational and time management skills
  • Ability to work non-traditional hours and travel locally and internationally as needed;
  • A valid passport
  • South African citizenship or legal authorization to reside and work in South Africa.
