Official Status / OIE Endorsed Official Control Programmes
Annual reconfirmations and on-line annual reconfirmation system
At the request of OIE Member Countries, the OIE has developed a procedure for official recognition of disease status for African horse sickness (AHS), classical swine fever (CSF), contagious bovine pleuropneumonia (CBPP), foot and mouth disease (FMD), peste des petits ruminants (PPR) and risk status for bovine spongiform encephalopathy (BSE), as well as for the endorsement of a national official control programme for CBPP, FMD and PPR. Once a country has an officially recognised status or an official endorsement of its national control programme, the country has to maintain its official disease status or its endorsement of control programme.
The maintenance of an already recognised official status or of the endorsement of a national official control programme is dependent on the continued compliance with relevant provisions of the OIE Terrestrial Animal Health Code (Terrestrial Code) and the reporting of any significant epidemiological events that may change that status. Failure to comply with these provisions could result in the OIE revoking the given status or endorsement.
As stated in Resolution No. 15 adopted at the 83rd General Session, Member Countries having at least one officially recognised status are obliged to reconfirm, during the month of November each year, that this status has remained unchanged in accordance with the corresponding articles in the Terrestrial Code. Member Countries having an officially endorsed national control programme must also submit the annual reconfirmation in order to inform the OIE of the progress on the implementation of the control programme and of the potential evolution of the epidemiological situation in the country.
To facilitate the annual reconfirmation procedure, an on-line system is available and allows the Delegates to fill in the relevant annual reconfirmation forms and upload the supportive documents that they should submit to the OIE for maintenance of their countries’ recognised official status or endorsed national official control programme.

The on-line system is accessible with the Delegate’s username and password only (same as the access for the OIE World Animal Health Information System, WAHIS). However, please note that the personal username and password provided to the OIE focal points will not grant access to the system.
While the OIE strongly encourages you to use the on-line system for annual reconfirmations, the traditional paper formats of all annual reconfirmation forms will be kept available on the Delegates’ website as well as the OIE website ( for your information.
Irrespective of the tool chosen (on-line system or traditional form), supportive documents should be provided as stated in the relevant Terrestrial Code chapter and annual reconfirmation forms. All annual reconfirmation forms and supportive documents should be submitted by the end of November 2016.

حضرة المندوب العزيز،
الموضوع: الوضع الصحي الرسمي/ برامج المكافحة الرسمية المصادق عليها من قبل منظمة OIE/التأكيدات السنوية ونظام التأكيد السنوي على الإنترنت.
بناء على الطلب المقدم من قبل الدول الأعضاء وضعت منظمة OIEآلية للاعتراف الرسمي بوضع الخلو من طاعون الخيل الأفريقي ومرض إنفلونزا الخنازير المعروف وذات الرئة والجنب المعدي في الأبقار والحمى القلاعية وطاعون المجترات الصغيرةووضع خطرالإصابة بجنون البقر؛ هذا بالإضافة إلى الموافقة على البرامج الوطنية الرسمية لمكافحة.ذات الرئة والجنب المعدي في الأبقار والحمى القلاعية وطاعون المجترات الصغيرة. وعندما يحظى أي بلد بوضع الخلو المعترف به رسمياً أو موافقة رسمية على برنامجه الوطني للمكافحة فعلى هذا البلد المحافظة على وضع خلوه الرسمي من المرض أو الموافقة على برنامجه لمكافحة المرض. ويتوقف استمرار احتفاظه بوضع الخلو الرسمي من المرض أو الموافقة على برنامجه الرسمي لمكافحة المرض على استمراره في تطبيقالشروط الواردة في القانون الصحي لحيوانات اليابسة OIE Terrestrial Animal Health Code وإرسال التقارير الخاصة بأي حدث وبائي مستجد يمكن أن يعدل في الوضع الوبائي في البلد المعني. وإن عدم الامتثال لهذه الأحكام يدفع المنظمة إلى إلغاء اعترافها بوضع الخلو أو المصادقة على برامج المكافحة.
ورد في القرار رقم 15 الذي اتخذ خلال الدورة العامة ال 83 لمنظمة OIEأنه يتوجب على الدول الأعضاء الحاصلة على اعتراف رسمي واحد على الأقل بالخلو من أحد الأمراض أن تعيد التأكيد في شهر نوفمبر من كل سنة أن وضع الخلو من المرض ظل دون تغيير وفقاً للمواد ذات الصلة الواردة في قانون اليابسة. كما يتوجب على البلدان الحاصلة على مصادقة رسمية على برنامجها الوطني للمكافحة أن تقدم تقريراً سنوياً تؤكد فيه استمرار وضع الخلو من المرض لديها وتعلم فيه منظمة OIEبالتقدم الذي أحرزته في أعمال تطبيق برنامجها للمكافحة والتقدم الإيجابي المحتمل في الوضع الصحي داخل البلد المعني.
من أجل تسهيل إجراءات التأكيد السنوي على استمرار وضع الخلو تم إنشاء نظام على شبكة الإنترنت يسمح للمندوبين بملء استمارات التأكيد السنوية وتحميل الوثائق الداعمة الواجب إرسالها إلى منظمة OIEبشأن استمرار وضع الخلو الرسمي من المرض أو استمرار البرنامج الوطني للمكافحة.
سوف يكون من الممكن استخدام هذا النظام على الشبكة إبتداءً من الأول من نوفمبر عام 2016 على العنوان التالي:
يستطيع مندوب البلد المعني الدخول إلى البرنامج على الموقع المذكور بتسجيل إسم المستخدم وكلمة السر (كما هو الحال بالنسبة للدخول إلى موقع واهيز للإعلام الصحي الحيواني لمنظمة OIE). وتجدر الملاحظة هنا أن إسم المستخدم وكلمة السر المعطاة إلى ضباط الاتصال لا تصلح للدخول إلى الموقع المذكور.
إن منظمة OIE تشجعكم بشدة على استخدام نظام الإنترنت للتأكيدات السنوية، لذلك سوف تبقى الاستمارات الورقية التقليدية لجميع التأكيدات السنوية موجودة على موقع المندوبين الإكتروني وعلى موقع ( لمنظمة OIEمن أجل إعلامكم بكل ما يجري. وبغض النظر عن الوسيلة المستخدمة (سواءً كانت النظام الإلكتروني الجديد أو الشكل التقليدي) فيجب على البلد المعني توفير الوثائق الداعمة كما هو وارد في الفصل ذات الصلة من قانون حيوانات اليابسة واستمارات التأكيدات السنوية.
