[SD1]The average cost has slightly increased from $8.00 due to the new panel sheeting requirements.

This process is now obsolete for most AM contracts. This number was intended to convert a free allotment of SF of sign panels into a dollar amount because the sign tracking software didn’t track SF. No free allotment of signs are allowed on a majority of AM contracts.
