Public Works Director

SCOPE OF RESPONSIBILITIES: Under the direction of the City Managerdevelopsand administers department goals, objectives, policies and procedures, subject to City Manager and Board approval; plans, organizes, directs and coordinates activities of the public works department, including parks, solid waste, stormwater management, and streets. Other duties may be assigned. Work requires exercise of considerable professional judgment and initiative within the framework of established regulations, policies, and Department Strategic Plan.

TYPICAL DUTIES:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

Manage and supervise department personnel to achieve goals within available resources; plan and organize workloads and staff assignments; evaluate of assigned staff; reviews progress and implements changes as needed.

Plan departmental long-range operational needs with respect to equipment, personnel, and services; assists in the implementation of such plans.

Establish policies and procedures for the department in order to implement directives from the City Manager and Board of Directors.

Formulate, issuing, and enforcing departmental rules, regulations, and procedures in accordance with applicable City polices for all department members; serves as the first step in handling grievances, acts to maintain departmental discipline and the general conduct of assigned personnel.

Respond directly or through subordinate staff to public or other inquiries relative to department policies and procedures on specific projects and other information.

Consistent attendance and punctuality is required.

Contribute to a positive group environment by:

  • Complying with all safety policies, practices, and procedures, and reporting all unsafeactivities to supervisor and/or Human Resources.
  • Participating in proactive team efforts to achieve departmental and City-wide goals;
  • Assisting the City Manager on special projects as required; and
  • Providing leadership to others through example and by sharing knowledge and skills.

Direct operations, employees, programs, projects, and activities of the Public Works Office (which includes Streets, Building Maintenance, Parks and Recreation, Environmental Services, Planning, Code Enforcement, Engineering , and Special Programs), Refuse Division (which includes Solid Waste Collection contracts and the Recycling Program), and Administrative Support.

Performs oversight of Street Department activities, to include the construction and maintenance of streets, curbs, gutters, open ditches within right-of-ways, and other improvements. Analyzes trends such as population and industrial growth of area being served to determine adequacy of current facilities and to project community demands for future facilities.

Assist and make recommendations for the preparation and implementation of the department’s budget, capital improvement plan, and City fleet management, consistent with standard operating procedures and department priorities.

Assumes direct responsibility for bid documents, is the custodian of said documents, and oversees all bid processes (i.e., including pre-bid and post-bid activities) as they pertain to projects undertaken by the Department of Public Works. Assumes responsibility for budgeting, scheduling, estimating, cost control and inspection of all capital projects undertaken by the Department of Public Works.

Analyze, and design departmental record keeping procedures to efficiently manage department records and utilize computer information system to maintain and effectively utilize department databases.

Analyze and design departmental work processes, operations, and construction project approaches to continuously address effective and efficient service delivery.

Develop, recommend, revise, and enforce organizational and departmental standard operating procedures including City policies, and safety rules and regulations.

Assists the Human Resource Department in achieving compliance within the Department of Public Works with the City's policies and applicable laws. Assumes responsibility for employees training in the Department of Public Works. Refers department management problems and personnel actions, issues, and concerns promptly to the City Manager.

Make decisions in personnel matters including, but not limited to, interviewing and selecting employees, appraising productivity and efficiency of employees, reviewing performance evaluations completed by division managers of their subordinates and offering advice and assistance when necessary; and handling employee complaints.

Establish departmental priorities and the assignment of work to the appropriate division manager.

Keep abreast of problems, circumstances, activities or events which may/will affect the department and keep the City Manager apprised of concerns.

Coordinate with the Finance Department to maintain a competitive purchasing process.

Provide ongoing administration and oversight of various City contracts and agreements for which the Department is responsible.

Review and respond to questions, comments, complaints and requests for service lodged by the general public and recommend, establish, and implement revisions to departmental rules, regulations, policies, and procedures where deemed appropriate.

Determine resources to be devoted to various needs on a short and long-term basis.

Advise subordinates and supervisors on non-routine matters requiring special knowledge and/or expertise.

Develop, implement, administer and enforce departmental emergency operation, policies, and procedures.

Administer a comprehensive program of required and discretionary safety and skills enhancement and professional development training and other related activities.

Prepare and make presentations before the Board of Directors and City Committees on matters pertaining to the Department when assigned.

MINIMUM QUALIFICATIONS:

Education and Experience:

A Bachelor’s degree in public administration, business administration or engineering. Four years’ experience in civil or construction engineering with at least two years in a supervisory capacity. Registered as a Professional Engineer in Arkansas, or ability to receive registration within six (6) months. Valid driver’s license.

Required Knowledge of:

Public Works Department operations, policies, and procedures.

Principles and practices of office administration.

Records management principles and standards.

General office equipment and standard computer software applications.

Required Skill in:

Effective interpersonal communication skills for interaction with elected andappointed officials, employees, agencies, other governmental units, and thepublic.

Effective skills in negotiating, public speaking, and conflict resolution.

Excellent file maintenance and organizational skills.

Effective leadership skills to efficiently organize, direct, and coordinate the activities, personnel, and equipment of a multi-functional Public Works department, including strong project management skills.

Demonstrated ability to handle confidential material and information in an ethical, professional manner.

Demonstrated ability to handle multiple tasks simultaneously and in a timely manner.

Demonstrated ability to perform basic mathematical calculations, including the ability to add, subtract, multiply, and divide in all units of measure, usingwhole numbers, common fractions, and decimals, and to compute percentages.

Ability to operate within policy guidelines using independent judgment in achieving assigned objectives.

Ability to develop work methods and procedures with initiative and good judgment and to use resourcefulness and tact in meeting new challenges.

Ability and willingness to receive, handle, and complete confidential submissions, records, reports, and data with utmost honesty, integrity, and confidentiality.

Ability to speak and communicate clearly in an office environment.

Ability to speak effectively before groups of citizens, customers, or employees.

Ability to compose routine correspondence and routine reports in a clear, concise, logical, and effective manner, utilizing proper grammar, spelling, punctuation, sentence structure, and tone.

Ability to collect, logically organize, and analyze information, and make appropriate decisions or recommendations within scope of position responsibilities.

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.

Ability to accurately proofread and edit documents for correct grammar, spelling, sentence structure, punctuation, tone, and content.

Possession of a valid driver’s license.

Physical Demands / Work Environment:

Light physical activity performing non-strenuous daily activities of aproductive/technical nature at moderate noise levels in a well-lighted, heated and/or airconditionedindoor office setting with adequate ventilation, including:

  • Physical ability to sit, stand, walk, climb, balance, stoop, kneel or crouch.
  • Physical ability to reach items with arms and hands and manual dexterity and fine motor skills sufficient to perform all essential and additional job functions and basic requirements listed above.
  • Physical ability to hear ordinary conversation, such as questions from residents, as well as other sounds, such as the telephone ringing, etc.

Ability to work near moving mechanical parts and in high, precarious places.
