Consultation with the Testing and Certification (T&C) Industry on the Implementation of Article 23(7)

Background

The Agreement on Economic and Technical Cooperation was signed under the framework of theMainland and Hong Kong Closer Economic Partnership Arrangement (CEPA)on 28 June 2017. Article 23(7) sets out a new measure –“Actively consider recommending an eligible certification body located in Hong Kong to join the International Electrotechnical Commission System of Conformity Assessment Schemes for Electrotechnical Equipment and Components (IECEE) as a National Certification Body (NCB) of China.”[1]

IECEE document 02-2 “Particular Rules of Procedure – Membership” specifies that a NCB “shall be well-established and operate a certification or approval scheme at national level for electrotechnical equipment or components that provides market access to the country of the NCB.”[2] It also states that an NCB shall be nominated to the IECEE by its IECEE Member Body. The Chinese Member Body of the IECEE is the Certification and Accreditation Administration of the People’s Republic of China (CNCA).

Consultation

The Innovation and Technology Commission (ITC) would like to consult the T&C industry on the implementation of Article 23(7). In this regard, T&C bodies are invited to share their views by completing the questionnaire at Annexby 15 August, 2017. Subject to the views received, the ITC may contact individual T&C bodies for further discussion. The ITC would keep in touch with CNCA on the nomination arrangements.
