1]APOLOGIES FOR ABSENCE. Coun. D Pennington, M Wakefield.

2]MINUTES FROM PREVIOUS MEETING HELD ON OCTOB ER 30, 2016, were accepted as circulated and signed by the chairman after the clerk pointed out the venue had been the village hall and not the scout hut as recorded.

3]DECLARATIONS OF INTEREST There were none

4]CLERK’S REPORT

The Remembrance Day event at the parish church was very well supported and the refreshments served afterwards were well received.. The chairman thanked all those involved.

There were no objections to the legal public notice in regard to leasing land on Inholms Gardens for 99 years for which the council will receive £500.

Couns. Pennington and Clayton attended the annual meeting of Notts ALC at Epperstone and received the £100 cheque for being the best newcomer village in the Notts 2016 Best Kept Village competition.

5]CORRESPONDENCE

Keep Britain Tidy Group – support for call for the government to make funding available to help keep open waste sites, taking the money from the £1.1bn landfill tax income they receive. The council agreed a letter of support be sent.

Bruno Peek, Pageant Master for BuckinghamPalace, asking for support for an event November 11, 2018, to commemorate the centenary of the end of the First World War. The council agreed it would organise an event.

Fisher German, land off Long Hedge Lane. The council were told discussion on the future rent would take place in 2017 after the clerk had obtained an estimate of the legal costs involved in the actual work.

A letter was received from Mr Joe Player in respect of the development of the former Islamic School site. It was agreed he be invited to attend the next meeting of the council so the matter could be further discussed.

The clerk reported that Rushcliffe Borough Council had advised that dog control matters were now dealt with as a criminal offence and not as an environmental offence.

6]PLANNING MATTERS

`16/02064/fyl. Mr Mrs Godwin, 20 InholmsGardens. 2 x two storey side extensions, new driveway and vehicular access. Grant.

7]SPORTS GROUND AND PLAY PARK

The chairman presented a report on the possibility of a MUGA (Multi Use Games Area) for the playing field and said he was investigating the funding situation. He said now the draining scheme for the playing field had been completed the site would be more suitable for a general sports provision project.

Coun. Brookes presented his report on the condition of the Coney Grey play area and said all was well with the exception of the climbing frame where some of the wooden section was beginning to wear.

8]ENVIRONMENT

Woods Lane, Flintham - Carriageway Condition and Status The chairman said he had been in contact with Coun. Cutts at Notts County Council and some of the pot holes on the lane had been attended to. He said it was known which stretch of the lane was adopted and which was not.

Coun. Mrs Clayton said the finance grant request made to the Lottery fund for the intended Flintham Fest event next September had been successful and cash was being made available for the purchase of a marquee and shed to keep it in within the grounds of the school Other funding would also be available.

9]PROVISION OF DEFIBRILLATOR

The chairman updated the council in regard to the proposed provision of three defibrillators for the village. It was agreed to invite Mr Martin Fagan of the Community Heart Beat Trust to the next meeting at 6-30pm on January 9 to fully explain the position and to organise a CPR training session for the village.

PAYMENT OF ACCOUNTS were approved as per the circulated list

11]COMMUNITY SPEEDWATCH

Coun. Mrs Clayton reported the five villages in the group were looking at the possibility of joint purchase of a flashing speed sign that would have shared use within the villages. The likely overall cost would be in the region of £3000.

Flintham Parish Council Proposed Precept Comments 2017/2018

General comments

The figures presented in the budget include a sum of £1000 for grants, taking into account a decision some time ago to assist local groups with regular funding initiatives.

Allowance is made where necessary in the figures for a 1.5per cent increase in general expenditure. But no allowance is made for any capital items, such as defibrillators.

Clerk’s Salary:

The amount anticipated for the payment of the clerk is shown at a figure suggested for 2014/2016 by NALC and the SLCC. The last increase in salary was in April 2015.

Grass Cutting:

The figure included in the budget allows for all expected work if the contract is renewed under its current condition with added areas.

Working Balance;

Councils are advised by the District Auditor to maintain a balance of their annual revenue requirements and the Council have accepted that view and agreed to aim to build up a necessary balance over to meet that position. We currently fall into that bracket.

The figure for the Audit cost shows what is expected for the annual fee that the council has no option but to accept. The fact we are holding a bigger than usual balance does affect the audit fee.

Play Area

Members will be aware we control two Play Area schemes and have to be aware some funding will be needed from time to time to facilitate use of those sites. Insurance costs have increased as a result covering use of these schemes.

Legal fees

This item is almost impossible to quantify. A figure of £2,000 has been included in the budget but it may not be sufficient if the present land dispute is not settled amicably.
