ADMISSIONS POLICY
The Admissions Policy for Constantia Kloof Primary School
As a Section 21 Public School
Constantia Kloof Primary School’s admissions policy conforms to the following legislation: The Constitution of SA, South African Schools Act Number 84 of 1996, Educational Law Amendment Act 2002 (The amendment of SASA Section 5), National Education Policy Act 27 of 1996, Admission Policy for ordinary public schools General Notice 4138 of 2001, and Circular 26/2009.
The Principal and Governing Body are also aware of the regulations with regard to a school being deemed full in consultation with the District Director.
1. DEFINITIONS
SASA South African Schools Act 84 of 1996.
Constitution The Constitution of Republic of South Africa, Act 108 of 1996.
Dept of Education The Department established by section 7(2) of the
(GDE) Public Service Act, 1994 (Proclamation 103 of 1994),
which is responsible for education in a province.
Governing Body A Governing Body as contemplated in SASA,
section 16(1).
Principal An educator appointed or acting as head of a school.
Grade That part of an educational programme which a learner
may complete in one school year, or any other education
programme, which the MEC may deem to be equivalent
thereto.
MEC The Member of the Executive Council of a province who
is responsible for education in that province.
HOD Head of an Education Department.
Learner Any person receiving education or obliged to receive
education in terms of SASA.
Parent a.) The parent or guardian of a learner
b.) The person legally entitled to custody of a learner
c.) The person who undertakes to fulfil the
obligations of a person referred to in (a) and (b) towards the learner’s education at school
Public School A school as contemplated in SASA, Chapter 3
School A public school or an independent school, which enrols
learners in one or more grades.
2. THE ROLE OF THE DISTRICT DIRECTOR
The role of the District Director is acknowledged with regard to a Waiting List Register, the ratification of the Schools Admission Policy submitted by the School Governing Body and the monitoring of registration as well as age above the age norm.
3. THE ROLE OF THE SCHOOL GOVERNING BODY
This admissions policy was determined, compiled and accepted by the School Governing Body and it is understood that the policy will be revised annually.
Parents are encouraged to apply for admission between July and September of the preceding school year via the newsletter. Parents of learners are informed via the enrolment documents of their rights in terms of the South African Schools Act.
4. THE ROLE AND RESPONSIBILITY OF THE PRINCIPAL
The Principal administers the admissions process in accordance with the
relevant circulars and related legislation. This includes the issuing of transfer cards,
forwarding learner information to new schools, keeping a register of admissions,
maintaining the required waiting lists, liaising with District Admissions teams and
forwarding data to the District Office as and when required.
The Principal will ensure that no unfair discrimination takes place during the
admissions process.
5. APPLICATION & “FEEDER ZONE”
First time enrollers must apply for admission between July and September of the preceding year.
5.1 Learners should attend the nearest school to the parent’s home address or
official place of employment (an official letter from employer is required) in relation to the parent/learner’s choice of medium of instruction.
Such learners will be placed on a Waiting List A.
5.2 A learner who lives outside the “feeder zone” as explained in 5.1, will be placed on Waiting List B.
5.3 Applicants on waiting list A will be informed of the outcome of their application by no later than the end of October and those on Waiting list B, no later than the end of November.
Consequences of admission
The learner is admitted to the total school programme – cultural, sporting and social. The learner may not be suspended from class or denied a school report, transfer certificate without the Principal’s approval or otherwise be discriminated against.
The school subscribes to the GDE Inclusion Policy and referrals to Public Special and Specialised Schools are dealt with in accordance with Circular 35/2004
6. DOCUMENTS REQUIRED FOR ADMISSION OF A LEARNER
1. Unabridged Birth Certificate (“Normal” birth certificate with application will be acceptable, but with registration the unabridged birth certificate is an SGB requirement)
2. Current Proof of Residence and/or confirmation of employment
3. Immunisation Card
4. Latest School Report (Except for Grade 1)
5. Transfer Card (Except for Grade 1)
No learner may be refused admission on the grounds that parents do not have relevant documents. These learners must be temporarily admitted for a maximum period of three months in consultation with the District Director.
7. ADMISSION OF UNDER AND OVER AGE LEARNERS
The following statistics for age norms apply:
Grade 1 = Age 5 (turning 6 by 30 June) maximum age 8
Grade 2 = Age 8 maximum age 9
Grade 3 = Age 9 maximum age 10
Grade 4 = Age 10 maximum age 11
Grade 5 = Age 11 maximum age 12
Grade 6 = Age 12 maximum age 13
Grade 7 = Age 13 maximum age 14
as at 31 December.
Learners are admitted to Grade 1 in the year in which they turn seven. Learners who turn 6 before 30 June, may apply, as per the amendment to SASA (section 5 of Act 84 of 1996)
Over age learners must be carefully screened and consultation made with the District Director. Learners may not be retained in a specific phase more than once and then only after approval from the relevant District Official.
8. ADMISSION OF NON-CITIZENS
1. The Policy applies equally to the admission of non South African citizens, including parents who are in the possession of a permanent or temporary residence, or who are illegal aliens.
2. A learner who enters the country on a study permit must present the study permit to the school.
3. People classified as illegal aliens must, when applying for admission for their children or themselves, show evidence that they have applied to the Department of Home Affairs to legalise their stay in the country.
4. Should they be unable to produce evidence, the school will advise them how they could get the required documentation. The children of compulsory school age must be temporarily admitted to the school.
9. REFUSAL OF ADMISSION OF A LEARNER
1. If a learner is refused admission to a public school, the Principal, acting on behalf of the HOD, must furnish in writing the reason for the refusal. The Principal must also provide the parent of such a learner with the address and telephone number of the District Office and the name of the District Director responsible.
2. Any learner who has been refused admission to a public school may appeal against the decision to the member of the Executive Council (MEC).
3. The Principal must furnish the parent with the address of the MEC. See Annexure C.
10. RE-ADMISSION OF LEARNERS
Annexure D – Re-enrolment of learners at Constantia Kloof Primary School is revised
annually in accordance with the above.
11. RIGHTS AND OBLIGATIONS OF PARENTS
1. The Parent has the right to enrol his/her child at a school of their choice,
provided that Departmental regulations are satisfied, and to quality education
for his/her child.
2. The Parent has to ensure that the learner attends school regularly, has the
correct school uniform and is wholly supported in the learning process.
3. Parents are obliged to pay the school fees as determined by the Parents at
the annual “Budget Presentation for Parents” meeting as no school can
function effectively without the set school fees being paid. Should a parent
be unable to pay the said school fees, application must be made to the
School Governing Body for a reduction/exemption of payment of the school
Fees as approved by the Parent Body.
