Important Details regarding this campaign for CNM2 (Candidate CNS) applicants interested in becoming CNS CASE / Candidates are invited to apply for this Clinical Nurse Manager 2 CASE (candidate CNS CASE) campaign to facilitate their progression to CNS grade.
It is possible that there may be an insufficient number of post registration relevant Level 8 qualification applicants to fill this important role.
  • It is the intention of the WNWGH to fill this post at CNS level as appointees at this grade have already achieved a post registration level 8 qualification in a relevant area.
  • If the post is not filled by a CNS appointee it may be filled by the CNM2 (candidate CNS) panel created on foot of this campaign, as an interim measure. The successful candidate will be appointed as a CNM2 (candidate CNS) and will progress to CNS level on attainment of his/ her relevant post registration Level 8 (NQAI) major academic award/qualification and his/ her fulfilment of requirements set by the HSE for entry on the Clinical Nurse Specialist database.
  • The academic fees for this programme will be supported by the NMPDU regionally.
  • Successful candidates must pursue and obtain a Level 8 post registration qualification relevant to the specialist area within a 2year period of appointment.
  • Non-obtainment of the Level 8 post registration specialist qualification will lead to termination of this contract and redeployment within theorganisation.

Location of Post / Five year fixed term / specified purpose contract, to support the Irish Cancer Society CASE (Care Advice Support Education) Initiative Prostate Cancer Specialist Nurse Pilot Programme for the WNWHG, initially based at Galway University Hospital. The successful candidate may be required to work in any service area within the vicinity as the need arises. A panel will be formed to fill future vacancies of permanent or fixed term duration should they occur within the West-North West Hospital Group.
Details of Service / On 15th May 2013 Minister for Health James Reilly announced a major re-organisation of Irish hospitals into six largely autonomous groups aimed at providing improved outcomes for patients.

Reporting Relationship / Chief Director of Nursing West North West Hospitals Group via Director of Nursing University Hospital Galway and Assistant Director of Nursingas allocated.
Purpose of the Post / The Clinical Nurse Manager 2 CASE (Candidate Clinical Nurse Specialist)will provide a professional nursing service to meet the needs of the patient in the Prostate/Urology Outpatient Dept and collaborate with all other patient areas involved in ProstateServices and Cancer Services in West North West Hospitals Group. They will have a major role and responsibility for coordinating all aspects of care in collaboration with the Clinical Nurse Manager 3 Cancer Services, RANP Radiotherapy/Urology, Clinical Nurse Manager 2 Rapid Access Prostate and St Pius’s inpatient ward and assisting the team in the co-ordination of the patient journey in line with current hospital policy and procedures. This post will involve integration of the nursing component of prostatecare across their disease trajectory with specific focus on post treatment monitoring and support.
The Clinical Nurse Manager 2 CASE (Candidate Clinical Nurse Specialist)will be part of the consultant led multidisciplinary team within the hospital responsible for the overall care of patients with Prostate disease. He/she will demonstrate a caring competent manner to instil patient confidence and contribute to an environment that is centred on the needs of Prostate patients and their families. They will demonstrate an ability to interpret and promote evidence based practice within the field of Prostate Care, as this is an area of nursing which is rapidly changing
Patients with Prostate Disease often require complex multi-disciplinary care, incorporating surgery, radiation and medical oncology. The Prostate patient may require input from many other separate hospital departments including outpatients, day-ward, diagnostic imaging, pharmacy, social work, physiotherapy, dietetics and palliative care. It is widely acknowledged that greater attention must be paid to the health promotion, side effect management (incontinence/erectile dysfunction) and psychological dimensions of patient care. There is a recognised need for hospital based specialist Clinical Nurse Manager 2 CASE (Candidate Clinical Nurse Specialist)to assist in meeting these needs for Prostate patients.
The Clinical Nurse Manager 2 CASE (Candidate Clinical Nurse Specialist)will have:
  • Input into treatment and specific side effect management of specific Prostate patients by participating in both direct and indirect care.
  • Responsibility for ensuring that treatment and side effect management interventions are administered as planned and in accordance with best practice guidelines.

The Clinical Nurse Manager 2 CASE (Candidate Clinical Nurse Specialist)will supply expert supportive care, including individual specialised information, education/psychological support and clinical care.
Principal Duties and Responsibilities / The CNM2 (Candidate CNS) will:
Clinical Focus
  • Articulate and demonstrate the concept of nursing specialist practice within the framework of relevant legislation, the Scope of Nursing & Midwifery Practice Framework (ABS 2000), The Code of Professional Conduct (ABA 2000) and Guidelines for Midwives (ABA 2001)
  • Deliver nursing care based on the best and most current evidence available
  • Perform nursing assessments, plan and initiate care, after care and treatment modalities within agreed interdisciplinary protocols to achieve Prostate / Urology Cancer patient / client centred outcomes; evaluates their effectiveness
  • Collaborate with the ANP/CNM’s/CNS’s with regard to the successful management of the Prostate OPD clinics
  • Identify health promotion priorities for Prostate / Urology Cancer patients / clients between primary and secondary care settings
  • Implement health promotion strategies for Prostate / Urology Cancer patients / clients in accordance with the public health agenda
  • Have a working knowledge of HIQA Standards as they apply to the role, for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc. and comply with associated HSE protocols for implementing and maintaining these standards.
  • The management of Risk, Infection Control, Hygiene Services and Health & Safety is the responsibility of everyone and will be achieved within a progressive, honest and open environment.
Patient Advocate
  • Support the principle that the care of the patient comes first at all times and will approach their work with the flexibility and enthusiasm necessary to make this principle a reality for every patient to the greatest possible degree
  • Maintain throughout the Hospital awareness of the primacy of the patient in relation to all hospital activities.

Education and Training
  • Provide mentorship, perceptorship, teaching, facilitation and professional supervisory skills for nurses and midwives and other healthcare workers
  • Educate patients / clients, families and communities in relation to their healthcare needs in the area of Prostate / Urology Cancer
  • Identify own continuing professional development needs and engage accordingly
Audit and Research
  • Identify, critically analyse, disseminate and integrate nursing and other evidence into the area of specialist practice
  • Initiate and participate in nursing research relevant to the area of practice
  • Collaborate with the Clinical Research Facility, Cancer Clinical Trials activity as they pertain to Prostate and urological cancers and develops close linkages with the Prostate Institute, NUIG
  • Use the outcomes of audit to improve service provision
  • Contribute to service planning and budgetary processes through use of audit data and specialist knowledge
  • As this is a pilot project and funded by the ICS, there will be associated evaluation and audit requirement of role effectiveness & activity across the two pilot sites (GUH & St James)

  • Participate in, and / or represent the Prostate / Urology Cancer Service at “MDM, local service related”,national and international meetings as required.
  • Promotion and integration of Irish Cancer Society support services such as: peer to peer support, daffodil centres, national cancer helpline, national affiliation of support groups and centres, physical activity programmes, counselling services and practical assistance during times of treatment.
  • The CNM2 (Candidate CNS) must also work collaboratively with the Irish Cancer Society and St James Hospital in order to ensure a robust system for audit, evaluation and data collection which is consistent and standardised across the two clinical sites for the pilot programme.
  • Maintain accurate and contemporaneous records / data on all matters pertaining to the planning, management, delivery and evaluation of this service in line with HSE, DOH and Network requirements including KPI’s.
  • Ensure in co-operating with the Consultant Surgeons, Oncologists, Registered Advanced Nurse Practioners (RANP’s) and Radiation Oncologists that the most effective and efficient use of developments in information technology for both patient care and administrative support in a manner, which integrates well with systems throughout the organisation

Consultant
  • Provide leadership in clinical practice and act as a resource and role model for specialist practice in Prostate / Urology Cancer
  • Generate and contribute to the development of clinical standards of practice and guidelines “in line with HIQA/NCCP recommendations”
  • Use specialist knowledge to support and enhance generalist nursing practice

Eligibility Criteria
Qualifications and/ or experience / Candidates must be registered in the relevant Division of the Register of Nurses / Midwives kept by Bord Altranais agus Cnáimhseachais na hÉireann (Nursing Midwifery Board Ireland) or be entitled to be so registered
and
  • Have at least 5 years post registration experience of which 2must be in the specialist area of Urology/Oncology nursing
and
  • Have the clinical, managerial and administrative capacity to properly discharge the functions of the role.
and
  • Demonstrate evidence of continuing professional development at the appropriate level.

Post Specific Requirements / Demonstrate depth and breath of Urology / Oncology relevant to the post of Clinical Nurse Manager 2 CASE (candidate CNS CASE)
A candidate appointed at CNM2level must pursue and obtain a post registration Level 8 National Qualifications Authority of Ireland (NQAI) major academic award/qualification relevant to the specialist area of practice within 3 years of appointment. Non-obtainment of the specialist qualification will lead to termination of this contract and redeployment within the organisation
This post will require the Clinical Nurse Manager 2 CASE (candidate CNS CASE) to travel between Galway University Hospital and other hospitals within the group, or other sites in line with service activity / requirements.
Other requirements specific to the post / The Irish Cancer Society Prostate Cancer Strategy has three arms, Research, Advocacy and Survivorship: The aim of this initiative is to work in collaboration with the multidisciplinary teams to promote significant improvement in the “quality of life” for men post treatment (0-5yrs) and to increase public understanding of the disease both in the hospital and community environment and local support groups.
The CASE Initiative is a three year funded action research programme but it is vital for all research and evaluation to be closely linked with the Clinical Research Facility, Prostate Institute NUIG, cancer clinical trials unit and relevant ICS research projects.
The main aim of the project is to fund additional innovative services for men post prostate cancer treatment. The CNM2 (Candidate CNS) will supply expert supportive care, including individual specialised information, education/psychological support and clinical care. The successful applicant needs to be innovative and to establish new services for men post treatment.
This role must also become integrated with hospital initiatives related to prostate and urology cancers such as brachytherapy treatments, erectile dysfunction nurse led clinics. Another critical element will be the management of data and full utilisation of the electronic patient record (examples: Dendrite, Access, Lantis, Mosaic, Aria)(leaving these in as directors for applicants to do some research into electronic system if they not familiar prior to interview).
