The 3D Programme: Developing Doctors to Deliver
Background
The Developing Doctors to Deliver Programme (3D) is provided by the Revalidation Support Unit (RSU) of the Wales Deanery. It is designed to address the educational requirements of doctors in all parts of the NHS in Wales who wish to extend their abilities in engaging with and influencing the service improvement agenda in NHS Wales.
The NHS in Wales has been set the target of creating world class healthcare services. The strategy detailed in Setting the Direction presents a framework which is intended to act as the vehicle through which the health and social care system will make the shift towards locally-designed community-focused care. This framework is founded on ten principles including "Strong clinical leadership at locality level, supporting local engagement and understanding". Setting the Direction poses the question “How will clinical leadership and engagement from Primary and Secondary Care be assured?” The 3D programme seeks to provide some of the tools needed to address this question.
The first year of the 3D Programme in 2011-2012 addressed the educational needs of GPs. This programme was very positively evaluated by the participants. However it did not cross the interface into secondary care. Therefore in order to become more closely aligned to the strategic direction of the NHS in Wales, the 3D programme broadened its access to all doctors across NHS Wales. The main aim of the programme is strengthen the skills of participants as well as providing new insights into the interface issues that often cause health service improvements to falter. Since this mix of participants has been promoted it is clear that there are educational gains for clinicians in primary and secondary in learning about service improvement together.

Outline of programme
Facilitated by 2 senior GP educators, with considerable experience in delivering such educational programmes, the 3D programme will consist of two aspects:
· Educational theory: a series of educational modules provided each year for all healthcare professionals across Wales
· Enhanced Project Support: with the engagement across the Health Boards in Wales, clinicians who are working on healthcare projects are provided additional support from the programme, in addition to the modules mentioned above
Educational Theory
Three educational themes underpin the programme:
· Project skills – the skills and methods needed to plan and deliver the service development project;
· Organisational Understanding – an appreciation of the context of the NHS in Wales within which doctors operate and the various interfaces that influence change;
· Personal Development/Self Awareness –encourage participants to reflect on how their personality and behaviours affect others and how others affect them.
Nine half day modules would be provided to all health care professionals across Wales each year, 6 in South Wales (Bridgend) which constitutes the whole programme, and 3 in North Wales (Wrexham) which constitutes half of the programme with the second half completing in year 2. The content of the modules will include:

Module 2: Practical business skills for doctors:
How to get the most from meetings.
Understand the principles of writing an effective business case.
Module 3: Project skills for doctors:
How to identify obstacles and find ways to overcome them.
Module 4: Negotiating skills for doctors:
Ways of creating a win-win
Module 5: Presentation skills for doctors:
Persuading people that you are right……!
Module 6: Leadership skills for doctors:
Develop leadership skills which respond to the situation.
Enhanced Project support
Each doctor will be asked to come to the programme with a project relevant to local or national need. They will be provided with professional development through our series of modules detailed above, but will also be provided with project support through additional project management advice and critical peer appraisal

Programme Directors for 3D Programme:
Dr Stephen Hailey
Stephen is a GP in the Gower near Swansea and has been providing educational courses that focus on leadership, effectiveness and management for over 10 years working for the Wales Deanery. In addition to his practice & 3D role he leads the GP training programme for Swansea and is a Royal College examiner. Stephen’s past experience includes working as an Associate Medical Director for Swansea LHB and developing and leading a community palliative care service in Swansea.
Dr Martin J Sullivan
Martin is a GP in the city centre of Swansea and has been providing the 3D course with Stephen for the last 6 years. He is also an Associate Dean for the Postgraduate department of education in General Practice and leads on several strategic issues relevant to GP training across Wales. Martins past experience includes developing a community heart failure service and leading the local OOH service in Swansea.
