TESTING AND INSPECTION SERVICES

MSPDI Turk, LLC is requesting proposals from experienced Testing & Inspection firms for testing and inspection services at 1345 Turk Condominium project.

PROJECT INFORMATION

MSPDI Turk, LLC is a subsidiary of Michael Simmons Property Development Inc. This project is sponsored by the San Francisco Redevelopment Agency (SFRA) and is subject to its Equal Opportunity Program requirements. 1345 Turk Street Condominium project is a 32-unit project of one, two and three bedroom townhomes and flats. The project is comprised of three buildings of wood frame construction surrounding a courtyard over a 24 car partially underground concrete parking garage. The project is three stories above grade. The rear building townhomes and flats are on slab on grade.

PROJECT TIMELINE:

The Project is anticipated to begin construction in mid-October, 2010 and take 17 months to construction.

MINIMUM INSURACE REQUIREMENTS

Certificate of Insurance will be required listing MSPDI Turk, LLC as named insured and San Francisco Redevelopment Agency, Wells Fargo Bank, N.A., Cahill Contractors, David Baker & Partners, and The City and County of San Francisco as additionally insured. Minimum insurance limits required are $1,000,000 for General Liability, Employer’s Liability, Owned and Non-Owned Auto and Workman’s Compensation

SFRA EQUAL OPPORTUNITY PROGRAM REQUIREMENTS

The successful firm will have to meet the SFRA requirements and execute the SFRA agreements related to the policies outlined below. These requirements include Small Business Enterprise (SBE) goal for contracts 50% 8F resident hiring goal (Construction Work Force Agreement, Prevailing Wage Policy, Minimum Compensation Policy and Health Care Accountability Policy). SBEs are strongly encouraged to submit responses to this RFP.

It is understood that in receiving this proposal, MSPDI Turk, LLC assumes no obligation to enter into a contract for the Work covered by this proposal. MSPDI Turk, LLC reserves the right to reject any and all proposals or to waive irregularities therein. MSPDI Turk, LLC reserves the right to evaluate each and every proposal in their absolute discretion and to accept any particular proposal, which in their opinion appears to be in the best interest of MSPDI Turk, LLC. All costs incurred in preparing and submitting a proposal for this Work are to be borne by the bidders without cost to MSPDI Turk, LLC. Proposals will be opened privately and bidders will be notified of the successful bidder. MSPDI Turk, LLC reserves the right to reject any and all bids and accept the bid, which in its opinion, appears to be most advantageous under the guidelines of the SFRA. Receipt and review of this Request for Proposal constitutes an agreement of confidentiality between MSPDI Turk, LLC and each of the general contracting firms preparing their Proposal. MSPDI Turk, LLC reserves the right to change the form of this Request for Proposal, or make clarifications thereto, within a reasonable time before the date of submission of Proposals.

SELECTION PROCESS

A selection committee comprised of representatives the developer, architect and construction manager will review the proposals and select a finalists.

SELECTION PROCESS TIMELINE

  • Any protests of the selection must occur within five days after the selection.

COMPARATIVE EVALUATION CRITERIA (50 points)

  • The thoroughness and quality of the submission. (5 points)
  • Overall experience providing Testing and Inspection services to this type of construction. (15 points)
  • Proposed staff experience. (5 points)
  • References. (10 points)
  • Competitiveness of fee proposal. (15 points)

  • Three references from architects from similar projects
