TERMS OF REFERENCE

(General Conditions)

Name of Project: Basic Study for Program Formulation in the Field of Export of Agriculture Products from Kyrgyzstan. Logistics of processed products in the domestic market of the Kyrgyz Republic. (hereinafter referred to as “the Study”)

1.  Application of Terms of Reference.

This Terms of Reference (hereinafter referred to as “TOR”) contains the terms and conditions applicable to proposals submitted in connection with the Study of JICA Kyrgyz Republic Office (hereinafter referred to as “JICA”).

2.  Proposals. A consultant proposing to undertake the Study (“Applicant Consultant”) shall submit both Technical and Financial Proposal in the separate envelop, based on the Scope of Work, information, and/or other materials required by JICA.

3.  Scope of Work. The Scope of Work described in Attachment 1 of this Terms of Reference shall not prevent the Consultant from making any addition to the services to be rendered in connection with the Study if such would enhance the quality of the Study’s output or constitutes a more efficient manner of completing or achieving the purpose/s of the Study.

4.  Terms of Contract. Terms of Contract for the Study shall be from May 31-July 3022, 2013.

5. Expected Consultant.

(1) Team Leader: 1.5 M/M

(2) Specialist for logistics in fruits&vegetables processed products 1.5 M/M
(3) Specialist for logistics in meat&milk processed products 1.5 M/M

6. Joint Venture.

Joint Venture is not allowed.

■ Joint Venture of 2 companies is allowed, in the condition that;

-  Team Leader is a prime consultant personnel

-  more than half of Study team members are prime consultant personnel

7. Outside Consultant (Reinforcement).

Any member can not be a personnel employed by other company / public organization

■Team Leader can not be hired from the outside.

Specialist for [ ] can not be hired from the outside.

Less than half of Team members can be hired from the outside.

8. Double Assignment.

Team Leader can not be assigned to other projects during the whole contract period while other team member can not be assigned to other project during the man/months he/she is in contract with JICA.

9. Procedure of Proposal Submission.

(1) Inquiry

Any inquiry shall be made on or before 17:00 May 10, 2013 in writing.

(2) Reply to Inquiry / Amendment

JICA will notify the answers to inquiry / amendments before May 15, 2013

in writing.

(3) Submission of Proposal

10. Technical Proposal.

The technical proposal shall consist of the following;

Copy of certificate of registration duly issued by Government of Kyrgyz Republic

Brochure or report showing details of your company’s history, organization chart, name of Chief Executive Officer, number of employees, business activities, name and address of main branch or liaison office(s) in Kyrgyz Republic

11. Financial Proposal

Original financial proposal (including VAT) for overall survey shall be submitted in US dollar. The financial proposal shall be enclosed in a sealed envelope separately from technical proposal. Please write “financial proposal inside” on the sealed envelope and submitted it to JICA.

Financial Proposal consists of two parts; personal expense and reimbursable expense (if necessary) . Reimbursable expense will be paid after settlement has completed. Please include all costs necessary for carrying out survey and making reports.

12. Disqualification of the Proposal

The Proposal may be disqualified on one of the following grounds:

(A) If the Proposal is submitted after the deadline;

(B) If the Proposal is not signed (all pages must be signed);

(C) If two or more Proposals are submitted by one and the same Consultant;

(D) If the Proposals submitted by consultants does not meet the requirements stated in the Terms of Reference:

(E) If there is any false statement mentioned in the Proposals; or

(F) If any provision of this Terms of Reference or JICA Rules and Regulations is violated.

13. Selection of Consultant/Evaluation of Proposals

(1)  Criteria for the evaluation of the Technical Proposals

Technical Proposals shall be evaluated based on the following criteria;

(A) Experience and capability of the Consulting firm 25 points

(B) Plan of approach and methodology 30 points

(C) Experience and capability of the personnel 45 points

(2)  Financial proposal will be also considered for the selection of Consultant.

(3)  Notification

All Applicant Consultants who have submitted Technical Proposals shall be notified of the results of the selection after JICA selects the resolution to award the Study to one of the Applicant Consultants.

14. Advance Payment

Consultant may request for an advance payment of the Project Cost (“Advance Payment”), which shall in no case exceed Forty percent (40%) of the total Project Cost. For any advance payment, JICA will request to submit bank guarantee or guarantee by a guarantee company etc.

All payment will be made in US dollar.

15. Others

(1) This TOR and the other materials provided by JICA (“JICA Materials”) should be used only for the purpose of preparing the Technical Proposal. Duplication, copying, and other use of JICA Materials are prohibited. Any materials provided by the JICA should be returned upon the submission of the Technical Proposal.

(2) No payment shall be given for the preparation of the Technical Proposal and Cost Estimate.

(3) Technical Proposals and Financial Proposal submitted to/received by JICA shall be used by JICA exclusively for purposes of selecting from among interested consultants and negotiating with the consultant to be engaged by JICA.

(4) The Technical Proposals (Original) of the other consultants who were not chosen by JICA will be returned upon its request. No plan, method, or part of such unaccepted Technical Proposals will be used for any purpose without prior notice to the consultant who tendered the same.

(5) JICA Procurement Staff shall issue an acknowledgement receipt to the authorized representative of the consulting firm upon submission of their proposal, to ensure that proper deadlines are observed.

(6) Consultants / consultant firm at his / her own expense obtain and maintain for the duration of the contract an insurance coverage for his staff up to third person for injuries or death that may arise for whatsoever reason as mentioned in Article Insurance in the Contract.

(7) (7) Use of JICA logo in proposals is prohibited.

Scope of Work

Basic Study for Program Formulation in the Field of Export of Agriculture Products from Kyrgyzstan.

Logistics of processed products in the domestic market of the Kyrgyz Republic

1. Background and Scope

Agriculture is an important sector in the economy of the Kyrgyz Republic. In 2011, agriculture accounted for 22.1% GDP, and about 14% of the country’s exports worth about USD 213 million. About 53% of the total value of agricultural production derives from the crop sector, the remaining 44% from the livestock sector. Approximately 66 % of the country’s population live in rural areas and heavily depend on agriculture for their livelihood. Poverty is still widespread in the rural areas, and therefore development of the agriculture sector is critical to alleviate poverty and ensure food security in the country.

There is a strong intention by the Government and private stakeholders as well to boost up export of agriculture production. In fact, more than 97% of agriculture productions is exported as raw material. There is a well-known fact that the added value can bring more profit to processing enterprises of private sector in particular, and to the whole economy in general. But unfortunately, though value added chains are noted in developing programs of the country, the Kyrgyz processed agriculture production has a very small share not only in export flows, but on the domestic market as well.

Considering the great importance of agriculture for the Kyrgyz Republic, new JICA Country Strategy defines agriculture as a priority area for assistance. In accordance with it, JICA will assist the country to be able to produce and export products to neighboring countries making good use of its favorable preconditions. In line with this background, JICA conducts a basic study for the project formulation in promotion of export of agriculture products by possible rendering technical assistance to agriculture processing industry of the country.

2. Objectives

The objectives of the Survey are:

Understanding that value added production in agriculture sector is a critical for: a) strengthening the agribusiness of the country, and b) country’s competitiveness in the export of the related products as a whole,

1)  Basic statistics on production of the processed agriculture products

- Share of processed products in GDP

- Share of each processed product in the whole processed products market

- Import and export situation of each processed product (for 2008-2012)

- Domestic logistic routs of the processed products

- International logistics routs of the processed products

- Major food processing companies and their profile and activities

2)  Situation with marketing of the Kyrgyz processed agriculture products

-  Situation with the target Kyrgyz brands

-  Consumers awareness and attitude to the Kyrgyz brands

-  Share on the domestic market of the Kyrgyz brands

3)  Comparison and competitiveness of the Kyrgyz brand with the similar imported brands (to check strong and weak points of the products – including branding, package, taste, availability, price, quantity, voice of customers, etc).

-  Voice of consumers to each brand

-  Product quality and price competition

-  Share on the domestic market compare with the Kyrgyz brands

4)  Government and donors support and approach in this area

-  Government intervention for development of the food processing industry

-  Donor intervention for development of the food processing industry

-  Challenges for developing marketing of the processed agriculture products (constrains and points be improved; trademarks/brands development, etc.)

To select per one both domestic and import brand of every industry and to investigate it by:

·  The most popular product

·  Customers awareness of trademarks/brands

·  Preference in trademarks; loyalty

·  Price preferences

·  Advantages and disadvantages in trademarks

·  Consumer volumes; seasonal prevalence

·  Satisfaction with assortment

·  Information sources on production and trademarks

·  Places of purchase

·  Demography, economic and social characteristics of consumers

·  Etc.

3. Responsibilities of Consultants

·  To investigate domestic market (Bishkek, Osh in particular) to reach the objectives of the study

The consultants have the obligation of the report of the progress of work to JICA once a week.

4. Time Frame and Methodology

The study is expected to take place from May 31 till July 22, 2013.

1) Inception report development, desktop and field studies; work meetings, discussion and preparation of survey methodology. Development of survey tools. (1week)

2) Data collection and its validation Draft report compilation (around 3 weeks)

4) Report finalization (1 week)

5. Expected Outputs / Deliverables

·  Inception report

The consultants will submit the inception report that explains strategy and methodology of the study and work plan by June 7, 2013.

·  Minutes of each meeting/visit

The consultants will submit summaries/minutes of every interview, discussion and observation during the field work, on the next day of each activity take place.

·  Draft final report

The consultants will submit a draft report, which presents main findings, supporting data, and recommendations, by July 15, 2013. The consultants will submit a draft table of contents before start compiling report, and seek for consent from JICA. JICA will provide comments on the draft report in one week after its submission.

·  Final report

The consultants will submit the final report in the form of presentation and in electronic and hard copies after fully incorporating comments from JICA by July 22, 2013.

6. Results

Results of the research would be presented to the Client in the final report. In addition Client would receive data base Excel. The final report in English language (provided in both soft and 10 hard copies) will include the following sections:

·  Brief Results of expert interviews and description of the methodology and data collection tools utilized in the course of the research
