Background:


People in some areas would have had more than adequate time to seek safety if they were aware of the impending catastrophe. The only way to effectively mitigate the impact of a tsunami is through an early warning system and dissemination information through website.

Tsunamis are much more frequent in the Indian Ocean region because of earthquake in the ring of fire. It is showed that the Tsunami risk become high in the region specifically in the Indian Ocean region. Two events that can be used as an example are the Tohoku earthquake and tsunami that happened in Japan on March, 11th 2011 and Tsunami in Mentawai-Indonesia on October, 25th 2010. Both of the tsunami caused thousands of deaths and widespread destruction.

Under the auspices of the Intergovernmental Oceanographic Commission (IOC) of UNESCO and funded by the Canadian International development Agency (CIDA), the Jakarta Tsunami Information Centre (JTIC) was established in 2006. Since then the JTIC has been serving awareness, preparedness for Indonesia. The 8th session of the intergovernmental coordination group for the Indian Ocean Tsunami Warning and Mitigation System in Melbourne, Australia may note for expanding the role of the Jakarta Tsunami Information Centre (JTIC) into and Indian Ocean Tsunami Centre (IOTIC) to support the common public to prevent, prepare and mitigate the measure for Tsunami in the Indian Ocean region.

The IOTIC is an information centre dedicated to be the clearing house of information and the point of dissemination of Tsunami Information in Indian Ocean region. The IOTIC website also becomes a place to the citizen to find out the way to the Tsunami preparedness.

Description of Responsibilities:

Under the overall authority of the Director of UNESCO Jakarta Office and direct supervision of the Programme Officer for Disaster Risk Reduction and Tsunami Information Unit, the incumbent shall develop a conceptual structure and content for Indian Ocean Tsunami Information Centre IOTIC website.

In particular, the consultant shall:

·  Analyze and evaluate the design, structure and content (data and information) of the Jakarta Tsunami Information Centre (JTIC) website. Provide recommendation of how the JTIC website could be transformed to IOTIC website.

·  Compile all available data and information of JTIC website that will be relevant to the Indian Ocean Tsunami Information Centre website.

·  Scoping and research work of 10 websites for issues of similar nature (include ITIC, IOC, and UNESCO); analyze and present their salient features and innovations; make recommendation of what should and could be adapted in the Indian Ocean Tsunami Information centre website.

·  Develop concept of the IOTIC website organization, structure and map and design to house the data and information content for the Indian Ocean Tsunami Information Centre. This concept has to be clear for further development of the website.

·  Develop a Term of Reference for the web developer to build the IOTIC website

·  Perform any other relevant duties in her/his field(s) of competence as required

Targets and Expected Results:

-  Clear definition of the concept, function, and role of Indian Ocean Tsunami Information Center website

-  A solid concept and well structured outline of a tsunami information website for the Indian Ocean region

-  Transformation concept and for The Jakarta Tsunami Information Centre (JTIC) to be the Indian Ocean Tsunami Information Center website

Deliverables:

-  Inception report of analysis for the concept of IOTIC website

The inception report could cover among others:

·  Analysis and evaluation of the JTIC website (from the point of view of the design, the structure and organization of the data and information, and the content of the website.

·  Comparative analysis of 10 similar websites (including ITIC, CTIC, IOC, and UNESCO), looking from the point of view of (but not limited to): the advantages and disadvantages, user friendliness, completeness, ease of access and use, etc.

·  Recommendation of aspects that should be considered, adopted, and/or adapted for the development of the IOTIC Website

-  IOTIC website structure and map report.

The report would consist of:

·  Diagram of the IOTIC website structure and map.

·  Content concept of the IOTIC website

·  Report of content that is already available in JTIC to be transferred to IOTIC website

-  Term of Reference for the IOTIC Web Developer

Period of assignment and reporting

The development of website content will take 20 working days in 1 ½ months (starting from March15, 2013 until 30 April, 2013). For milestones of each activity please refer to Annex 1 of this term of reference.

Competencies and Qualifications of staff selected by organization to work in UNESCO office Jakarta:

-  Education: University degree preferably with knowledge on information technology or knowledge management.

-  Work Experience: Minimum 3 years of professional experience related to knowledge management and/or web content management and/or information management.

-  Languages: Must have fluency in spoken and written English. All reports and output should be written in good English
