Terms of Reference – HR and Strategic Planning Analyst Consultancy
Background
As the role and work of DHR becomes more strategic, and recommendations from various business reviews are being implemented, each practitioner in the field of HR needs to rely on a strong planning and operations platform to deliver on the expectations of UNICEF’s clients and its senior management. In order to address its immediate needs in HR analytics, the Strategic Planning and Operations (SPO) Section is looking for a HR Planning and Data Analyst who would contribute to the delivery of a strong HR analytical function. This role is needed for 11 months as of 1 June 2014 however; the contract will be issued for duration based on funding availability and will be extended if/as necessary funding becomes available.
Duties and Accountabilities
The Analyst will report to the DHR Chief of SPO and Planning Specialist. He/she will support SPO at large and the HR Planning Specialist in many analytics related products and services. He/she will be contributing to the delivery of the following tasks:

HR Analytics Deliverables
· Providing workforce data, HR trends and statistical analysis on a daily basis to different stakeholders inside DHR, in UNICEF at large (HQ Divisions, Regional and Country Offices) as well as external stakeholders and partners.
· Compiling Global Workforce Analysis Reports periodically to guide the organization’s human capital management and workforce planning; production of HR Quarterly Workforce reports; and provision of periodic workforce data (staff lists, etc.), staffing projections and workforce planning.
· Ensuring integration and data integrity between UNICEF’s HR System and its reporting system, Management of HR data warehouse (Cognos, monthly data downloads, etc.)and provision of
· Monitoring and Reporting on DHR’s Key Performance Indicators.
· Providing HR analytics support to various DHR and Corporate initiatives and ongoing projects (e.g.: Effectiveness and Efficiency, Launch Global Shared Service Centre, On-boarding/One-Offer Letter, vacancy analysis, exits/separation analyses, etc.)
· Fulfilling UN Corporate Executive Board (CEB) and International Civil Service Commission (ICSC) annual data requests
· Fulfilling annual data requests from Missions, Governments, and external stakeholders
· Support DHR’s Directorate in the preparation of briefing materials and data for the Executive Board Sessions, Global/Regional/Senior Management Team Meetings; Annual Senior Staff Review Rotation Exercise;
· Promoting the HR analytics self-service model through the development, deployment and maintenance of the existing DHR analytics reporting tools; continued improvement on integration of workforce planning and staff database tools. Provide Training to users when necessary.
· Support and testing to development and implementation of HR Talent Management Suite
· Identify opportunities for streamlining processes and automation.
· Continuous Update of Standard Operating Procedures of processes under the Planning Assistant function
Selection Criteria
· First Degree in Math/Statistics or equivalent level of education in related fields with a high degree of quantitative classes.
· 2-3 years of experience in heavy statistical analysis. Experience in communications, web development and web content editing/management a plus.
· Strong statistical and analytical skills. Ability to reconcile data from multiple reporting systems and present it in a meaningful way for managerial consumption.
· Ability to multi-task and prioritize multiple complex data requests and analysis while working under tight deadlines.
· Ability to handle multiple assignments with competing and tight deadlines and work under pressure
· Flexibility to take on or change assignments at short notice
· Ability to work in a highly international and diverse environment with all levels of staff.
· Familiarity with HRIS (e.g. SAP, PeopleSoft) and reporting software (e.g. Cognos) a plus.
· Strong communication skills required. Fluency in English is required.
· UN experience is a plus
