Terms of Reference GNH Centre, Bhutan: Accountant cum Assistant Administrator


The Gross National Happiness Centre is hiring a Bhutanese Accountant cum Assistant Administrator (AAA) to support the operation of the centre. The AAA shall be fully responsible for jobs that entail accounting and administration. S/he shall be finally accountable to the Director, but report to the Program Coordinator as the immediate supervisor. S/he will need to work in collaboration with Deputy Program Coordinator, volunteers and the Personal Secretary to Program Coordinator. The duty of AAA is to facilitate the smooth functioning of the Program Office and the GNH Centre as a whole. Among others, the following job description shall be applicable:

1.  Accounting (monthly statements of accounts) and internal control according to the financial rules of a CSO;

2.  Budgeting, control and management;

3.  Participating in the affairs of the office in coordination with other fellow colleagues;

4.  Facilitating annual audits;

5.  Coordinating with donors and managing fund flows;

6.  Settling claims of the employees and third parties;s

7.  Writing reports when necessary;

8.  Keeping books of records such as cash, bank, day ledgers, journals, vouchers, purchase register, stock and inventory, and keeping important documents and cheques books under lock and key;

9.  Managing of assets and liability, settling claims and payments within reasonable time, and reconciling bank accounts;

10.  Maintaining small cash for quick service of the office. Cash at any time cannot be more than Nu 15,000/- and it must be reconciled every day;

11.  Assisting Assistant Program Coordinator in functions such as official representation (chadi), sanctions, drafting of letters, organization of meetings and workshops, daily routine office work, procurement/ purchases, quotation, negotiations, TDS, asset declaration (if required), dispatching correspondences in support of the Private Secretary;

12.  Providing any other administrative tasks or support to the team and any other works assigned/delegated by the superiors.

Minimum Requirements:

·  Fluent in written and oral English

·  Degree in Finance/Administration/Business/Commerce

·  3 years professional experience in finance and administration

·  Proficient in Microsoft Office (Proficiency in Tally and/or Notebook would be an added advantage)
