Chief Program Officer- Program Coordination and Monitoring Division:

The division is mandated to monitor the following sectors:

Social, Rural and Infrastructural Affairs:

A.  Selective policy analyses, research and recommendations.

B.  Monitoring and evaluation of priority programmes:

i.  Road to every gewog

ii. Electricity for all

iii.  Drinking water supply for all

iv.  Mobile phone/telecom.

v.  Coverage of as many settlements

vi.  Less than one hour’s walk to PS for every child & universal coverage of education

vii.  Three doctors for every hospital and two ambulance vehicles for every hospital

viii.  Less than 2.5 unemployment

ix.  Reduce farm drudgery and raise farm income (mechanization and organic farming)

x.  Promotion of Bhutan as an organic brand

xi.  Eradication of poverty.

xii.  Other priority programmes and projects.

C.  Work closely with the GNH Commission.

D.  Work closely with the CSO and ensure accuracy of their publications.

E.  Maintain a good data base.

F.  Monitor and evaluate Dzongkhag, constituency and gewog wise development progress in collaboration with the GNH Commission and the Home Ministry.

G.  Monitor special gender, child, old age, community vitality and other social issues and redressal programmes of the RGoB.

Agriculture sector – land use and distribution, erosion and fertility, organic farming, NWFP development, food security, rural income generation, cooperatives, Wood based industry, biodiversity and conservation, water and irrigation, eco tourism, Monitor and follow up on NEC reports etc

Infrastructure sector – roads & bridges, air, rail and general public transportation, rural electrification, water supply, urban development, waste management, telecommunications.

2.  Chief Information and Media Officer- Information and Media Division:

A.  Protect and promote the image of the RGOB on the basis of policies and actions taken or planned and committed by it.

B.  Promote and implement government’s policy of transparency and accountability through the media.

C.  Timely dissemination of information to the public on important decisions and developments on which the public must be informed using appropriate forms of media. 1

D.  Prepare/coordinate daily news briefs and disseminate via email to all Cabinet Ministers and Cabinet officials. On important matters requiring immediate government action, send urgent notifications or personally apprise the PM or concerned Minister.2

E.  Scrutinize every national media report on government policies & programmes and ensure timely responses and action by concerned ministries or Cabinet Secretariat.

F.  Respond and react promptly on misinformation, disinformation and misconceptions of government policies and actions.

G.  Determine necessity and coordinate press releases and conferences for the PM, Cabinet Ministers and Government Spokesperson.

H.  Conduct regular press conferences in collaboration with the “government spokesperson”.

I.  Organize/host PR events etc on regular or adhoc basis to promote a transparent government and healthy media-government relationship.

J.  Ensure media coverage of government pronouncements, activities and developments on which the public must be informed.

K.  Coordinate press coverage of PM’s travels and engagements as may be necessary and ensure their complete documentation.

L.  Serve as a clearing house for all government publications.

M.  Liaise, coordinate and manage all interactions with the national and international media (through the MOIC).

N.  Monitor the overall development of the media and its relations with the Government and work closely with the Ministry of communications.

O.  Ensure that the RGoB is proactive on the media front nationally and globally.

P.  Maintain archive of all relevant items. Establish and maintain a Cabinet Library of selected books, journals and news papers and magazines etc. accessible to visitors as well.

3.  Chief Program officer-Good Governance Division :

A.  Periodically assess the organization and management systems of the RGoB with the objective of promoting highest level of efficiency and effectiveness of the system.

B.  Monitor the overall performance and capacity of the administration and the civil service.

C.  Closely monitor the working relationships among the central, dzongkhag and gewog levels of government.

D.  Monitor and report regularly, in collaboration with the Home Ministry, on the functioning of local governments. Ensure that the Home Ministry brings Gewog administrations within convenient reach to the people without altering jurisdiction and additional resource costs.

E.  Work closely with the RCSC toward ensuring the apolitical nature of the civil service and progressively raising their morale, ethical and performance.

F.  Study and follow upon the reports of the RAA, ACC and Public Accounts Committee and monitor and report on the progress in removing corrupt practices in every government agency.

G.  Formulate and submit regular reports to the PM on the degree of transparency toward promoting public accountability in each ministry/organization in all respects including personnel action, opportunities and privileges, policy and planning, access and dissemination of information within and outside the organization etc.

H.  Monitor and ensure the establishment of ‘one- stop service’ in all ministries on matters such as : census and immigration, licensing, recruitment/admissions, agricultural/forest services, land transactions, loans etc.

I.  Monitor and report on the progress in the establishment of ‘one stop service centers’ for all sectors at the RNR centers in all gewogs.

J.  Recommend and monitor standards of courtesy and promptness with which citizens are attended to in each ministry/organization.

K.  Monitor the efficiency, effectiveness and equity with which relevant laws, standards and regulations are enforced by each ministry/organization.

L.  Recommend and monitor Cost saving measures in each organization.

M.  Recommend and monitor ways in which the policy of Small and compact government can be promoted through outsourcing, corporatization, contractual/work charged appointments, etc.

N.  Recommend ways and means to strengthen the constitutional bodies while working closely with them.

O.  Establish, without having to depend on opinion polls, ways to monitor and determine public opinion on government policies, programmes and issues.

The division is given additional mandate of agencification whereby the Good Governance Division is mandated to function as the body to review any agencification proposal as may be submitted by the any ministry/agency in accordance with the principles and procedures prescribed in the agencification guideline. In carrying out its mandates, the Division shall:

1.  Be responsible for identifying and reviewing potential list of agencies and submitting recommendations to the Cabinet.

2.  Review all proposals for creation/dissolution of agencies in close consultation with the Ministry of Finance and relevant stakeholders.

3.  Set up a Review Committee as and when necessary.

4.  Submit comprehensive recommendations to the Lhengye Zhungtshog.

4.Chief Program officer-Grievance Redressal Office :

A.  Investigation and assessment reports on grievances

b.  Recommendation on actions to be taken

c.  Follow up on implementation with concerned organizations

d.  Conduct of studies on areas of possible grievances to facilitate preemptive action.

e.  Public opinion

f.  Establish a grievance web site
