TERMS OF REFERENCE (TOR) FOR HIRING AN EVALUATION CONSULTANT

Objective:

UNODC seeks to engage a national consultant to evaluate two anti-corruption projects relating to (i)Public-private partnership in probity in public procurement- (Project GLOX30) and(ii)Incentives to Corporate Integrity and Cooperation in accordance with the UN Convention Against Corruption- (Project GLOX32).

Background:

The United Nations Office on Drugs and Crime is the main UN agency in the fight against illicit drugs, crime, corruption and terrorism in virtue of the UN Conventions and Universal Instruments in this regard. The UNODC Regional Office for South Asia is located in New Delhi (India) and covers six countries of the region: Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka. Its Regional Programme for South Asia ”Promoting the rule of Law and countering drugs and crime in South Asia (2013-2015)” has five sub-programmes relating to (1) addressing transnational organized crime, (2) countering corruption, (3) terrorism prevention, (4) promoting efficient, fair and humane justice systems and (5) drug use prevention and treatment and HIV.

Projects GLOX30, and GLOX32 are managed by UNODC Regional Office for South Asia under sub –programme (2) on countering corruption and the UNODC Corruption and Economic Crime Branch (CEB), located in Vienna (UNODC, HQ) with funding from the Siemens Integrity Initiative. The overarching goal of these projects (which are interlinked and implemented very closely together)is to promote collective action through public-private dialogue and collaboration in anti-corruption, with a focus on putting UNCAC compliant legislation and systems in place.

GLOX30 – The 6Ps – Public-private partnership in probity in public procurement project aims to reduce vulnerabilities to corruption in public procurement systems by reviewing and amending laws and procedures while bridging knowledge and communication gaps between public procurement administrations and the private sector.

GLOX32 – Incentives to Corporate Integrity and Cooperation in accordance with the UN Convention Against Corruptionproject aims to promote and strengthen systems of legal incentives to companies’ integrity efforts, hence encouraging business to come forward and report internal incidents of corruption.

In this context, UNODC seeks to engage a national consultant to evaluate two anti-corruption projects relating to (i). Public-private partnership in probity in public procurement- Project GLOX30 and (ii).Incentives to Corporate Integrity and Cooperation in accordance with the UN Convention Against Corruption- Project GLOX32.Thisassignment isspecific to India.

  1. Purpose of the assignment:

In line with the donor funding agreement and as set out in the project document(s), the final Independent Project Evaluation of GLOX30, and GLOX32 will be undertaken between July-September 2014 with the following purposes:

  • to review progress and get feedback and appraisal on the activities undertaken;
  • to identify areas for improvement and propose solutions;
  • to determine to which extent the project objective was met and whether resources were wisely utilized;
  • to assess the relevance, efficiency, effectiveness, impact and sustainability of the project(s);
  • to identify lessons learned and providerecommendations for future UNODC anti-corruption projects.

The results of the evaluation will be used internally by UNODC staff members, CEB senior managers, the donor and other organizational units of UNODC, etc. This evaluation exercise for India will be conducted in close consultation with the International Independent Evaluator based in Vienna.

The overall evaluation process and field based activities in India will be overseen and will be conducted in consultationwith the Project Officer under the supervision of the Representative and Deputy Representative, UNODC, Regional Office for South Asia, CEB senior managers, HQ Focal Person for GLOX30 and GLOX32, and UNODC’s Independent Evaluation Unit (IEU) in line with UNODC’s evaluation policy and UNEG Norms and Standards.

  1. Specific tasks to be performed by the Evaluation Consultant

The National Evaluation Consultant will collaborate with the International Evaluation Consultant/Team Leader on the independent evaluation of the UNODC projects GLOX30, and GLOX32. On the basis of the Terms of Reference s/he will carry out the following duties:

  • Draft inputs for the inception report
  • Design and present the evaluation methodology, sampling criteria and geographic coverage of the evaluation in line with the scope of the evaluation to UNODC team;
  • Carry out the national desk review (India);
  • Based on guidance from International Team Leader and in line with the key evaluation questions set out under the scope of the evaluation, interview staff at UNODC, Core Learning Partners, other project partners, and project beneficiaries.
  • Draft the national evaluation report in line with guidance provided by the International Team Leader (Evaluator);
  • Finalize the national evaluation report on the basis of comments received by the International Team Leaders and UNODC team at ROSA, including a management response in the final report;
  • Present the findings and recommendations of the evaluation, the UNODC team at the Regional Office for South Asia, core learning partners and project partners as required by UNODC Regional Office for South Asia.

Guidance on all issues related to the evaluation policy and guidelines of UNODC will be provided by UNODC in consultation with the Independent Evaluation Unit.

  • Draft National Evaluation Report (including sharing of interview data).
  • Final National Evaluation Report, including annex with management response.
  • Presentation of evaluation findings
  1. Qualifications/expertise sought

The consultant should possess the following:

  • A relevant Advanced University degree (Masters or above)
  • At least 5 years of professional experience or substantive experience in programme management or conducting project/ programme evaluations (designing, conducting and leading evaluations; applying qualitative and quantitative evaluation methods)
  • Knowledge of subject matteron anti-corruption or closely related issues (governance) would be an added advantage.
  • Excellent communication and drafting skills in English;prior work experience with the UN will be considered as an asset.

Interested professionals are required to submit a technical and financial proposal for the above mentioned assignment. The proposals will be evaluated, based on pre-set criteria.

Technical proposal (70% of total marking):The technical proposal must be consistent with qualifications or expertise mentioned in this terms of reference and will be evaluated accordingly.

Financial proposal (30% of total marking)

The financial proposal must be presented in detail with cost break-down,covering main cost heads- (a). consultancy charges for the duration of the assignment, (b). travel costs and related expenses (c). miscellaneous costs. (The travels expected under this assignment are: 2/3 days travel to Mumbai, Hyderabad and Bangalore/Ahmedabad. For a consultant residing outside New Delhi, presence at New Delhi will be required on approximately 7 workings days and should be covered likewise in the financial proposal).

  1. PaymentsThe Consultant will be issued a contract (under the Individual contract modality) and paid in accordance with UNODC rules and regulations. Payment will be correlated to deliverables, as below:

20% on submission of work plan, methodology and evaluation tools

30% on submission of first draft of evaluation report

50% on submission of Final evaluation report, including annexes (in the desired UNODC format) and presentation of evaluation findings.

  1. Indicators to evaluate the consultant’s performance:

All outputs should meet the satisfaction of UNODC/IEU,UNODC/CEB and UNODC/ROSAaccording to the following indicators: Substantive quality and quantity of contributions provided; technical competence and timely completion of assigned tasks.

  1. Absence of Conflict of Interest:

The consultant must not have been involved in the design and/or implementation, supervision and coordination of and/or have benefited from the programme/project or theme under evaluation.They will not act as representatives of any party and must remain independent and impartial.

Ethics- The evaluators shall respect the UNEG Ethical Guidelines.
