VE.FugStk.17-08 Requirement to eliminate visible emissions of fugitive dust from collection points to the control device and no visible emissions from the stack [OAC rule 3745-17-08(B)(3)], [OAC rule 3745-17-03(B)(7)(a)], and [OAC rule 37451503]

Scenario #8: Minimize or eliminate visible PE of fugitive dust from points of capture and 0.030 gr PE/dscf or no VE from the exhaust stack [OAC rule 3745-17-08(B)(3)]

VE.31 Additional Terms and Conditions, for visible emissions of fugitive dust from collection points to the control device and for visible emissions from the stack [OAC rule 3745-17-08(B)(3)]

(1)  The installation and use of hoods, fans, and/or other equipment to adequately enclose, contain, capture, vent, and control fugitive dust from this emissions unit shall meet the following requirements:

a.  the collection efficiency shall be sufficient to minimize or eliminate visible emissions of fugitive dust at the point(s) of capture to the extent possible with good engineering design; and

b.  the control equipment for this emissions unit shall achieve an outlet emission rate of not greater than 0.030 grain of particulate emissions per dry standard cubic foot of exhaust gases or there shall be no visible particulate emissions (whichever is less stringent) from the exhaust stack of this emissions unit.

VE.32 Monitoring and Record keeping, for visible emissions of fugitive dust from collection points to the control device and for visible emissions from the stack [OAC rule 3745-17-08(B)(3)]

(2)  The permittee shall perform daily checks, when the emissions unit is in operation and, when the weather conditions allow, for any visible particulate emissions from the exhaust stack and for any visible emissions of fugitive dust from the egress points (i.e., building windows, doors, roof monitors, etc.) serving this emissions unit. The presence or absence of any visible emissions shall be noted in an operations log. If visible emissions are observed from any points of capture and/or the stack, the permittee shall also note the following in the operations log:

a.  the location and color of the emissions;

b.  the total duration of any visible emissions incident; and

c.  any corrective actions taken to eliminate the visible emissions.

VE.21 Reporting Requirements, for the Daily Visible Emissions Observation Requirements (gap filling) [OAC rule 37457707(A)(3)(c)] or [OAC rule 37451503(B) and (D)]

For a Title V facility a semiannual report is required

(3)  The permittee shall submit semiannual written reports that identify:

a.  all days during which any visible emissions of fugitive dust were observed from the egress points (i.e., building windows, doors, roof monitors, etc.) serving this emissions unit;

b.  all days during which any visible particulate emissions were observed from the stack serving this emission unit; and

c.  any corrective actions taken eliminate the visible emissions.

These reports shall be submitted to the Director (the appropriate Ohio EPA District Office or local air agency) by January 31 and July 31 of each year and shall cover the previous 6-month period.

For a non-Title V facility visible emissions deviations shall be submitted in the PER:

(3)  The permittee shall identify the following information in the annual permit evaluation report in accordance with the monitoring requirements for visible emissions in term number [XXXX2] above:

a.  all days during which any visible emissions of fugitive dust were observed from the egress points (i.e., building windows, doors, roof monitors, etc.) serving this emissions unit;

b.  all days during which any visible particulate emissions were observed from the stack serving this emission unit; and

c.  any corrective actions taken to eliminate the visible emissions.

VE.33 Testing Requirements for visible emissions of fugitive dust from collection points to the control device and for visible emissions from the stack [OAC rule 3745-17-03(B)(7)(a)] and for [OAC rule 3745-17-08(B)(3)]

(4)  Emission Limitation

The controlled emissions from the stack shall achieve an outlet emission rate of not greater than 0.030 grain of particulate emissions per dry standard cubic foot of exhaust gases or there shall be no visible emissions from the exhaust stack.

Applicable Compliance Method

Compliance with the requirement for no visible particulate emissions from the exhaust stack, identified in this permit, shall be determined in accordance with U.S. EPA Method 22. If opting to comply with the outlet particulate emissions rate, compliance with the 0.030 grain of particulate emissions per dry standard cubic foot of exhaust gases from the stack shall be determined in accordance with U.S. EPA Methods 1 through 5, as appropriate.

VE.9 Monitoring and Record keeping, Modification of the Frequency of Visible Emissions Checks (State Only Permits)

The frequency of the visible emissions checks may be modified in State-only permits, if it can be proven that less frequent checks can ensure ongoing compliance.

Note: If the field office is familiar with the process or source and knows up front that they would be willing to relax the monitoring frequency, the following provision may be used in conjunction with the appropriate visible particulate emissions check term, to allow a modification to the frequency of observations, if no exceedances have been recorded or logged. It is recommended that daily checks be used as the default, to start, unless ample technical support exists proving less frequent than daily checks can initially be established.

(5)  The permittee may, upon receipt of written approval from the appropriate Ohio EPA District Office or local air agency, modify the above-mentioned frequencies for performing the visible emissions checks if operating experience indicates that less frequent visible emissions checks would be sufficient to ensure compliance with the above-mentioned applicable requirements.
