Sealed responses for this ArchitecturalRequest for Qualifications (RFQ) for theTERMINAL RENOVATION IMPROVEMENT PROJECTwill be received in the Administrative Offices of the Northwest Arkansas Regional Airport Authority (Authority), until3:00 PMCST on DECEMBER 11,2017. The Authority proposes to accomplish a phased project which will transition public surface parking lot passenger and parking deck passenger access over the existing arrival and departure roadway system into the second level of the terminal building. The transition from the parking deck will take place from the second level of the deck into an upper level walkway system that will terminate at the second level entrance to the passenger screening checkpoint. This project will include the relocation of the existing people mover escalators and elevator from their existing locations to the front of the terminal. The relocation will create space for the upper level walkway and accomplish the installation of redundant systems. This requirement will include two elevators as opposed to the single existing unit and four escalators, two up and two down as opposed to the single units currently in place. Terminal building modifications/renovations for additional space requirements for these systems is included in this project. A structure and system to transition passengers up to the second level walkway will be designed in the surface parking lot. This system will also connect to the second level of the parking deck. All this construction, installation of new equipment, and modifications and renovations to the terminal building must be accomplished while the building remains open and functioning for passengers. Attached to this RFQ please find drawings of the initial concepts being considered. Consideration shall also be given to the space requirements and layout consulting services, development of additional concepts, electronic files, plan reviews, construction observation, construction administration, GIS survey and other work as may be assigned. While the Authority expects this project to take place over a three-year period, the Authority reserves the right to extend the selection for an additional two years. The Authority also reserves the right to re-advertise for those services not under contract, and select multiple firms. The Statement of Qualifications Evaluation will be completed in compliance with FAA Advisory Circular 150/5100-14E, the Authority’s Professional Services Selection Policy, and all other requirments of state and federal law.

Certain mandatory federal requirements apply to this solicitation and will be made a part of any contract awarded, including without limitation:

a)President’s Executive Order No. 11246, as amended by 29 CFR Part 30 and 41 CFR Part 60.

b)Davis-Bacon and Related Acts (2 CFR § 200, Appendix II(D), 29 CFR Parts 1, 3 and 5).

c)Copeland Act (2 CFR § 200, Appendix II(D), 29 CFR Parts 3 & 5).

d)Contract Work Hours and Safety Standards Act (2 CFR § 200, Appendix II(E)).

e)Title VI of Civil Rights Act of 1964.

f)Disadvantaged Business Enterprise (DBE) participation will be required as described in 49 CFR Part 26, and all pertinent amendments.

g)Buy American Preference (Reference: 49 USC § 50101).

h)Government-wide Debarment and Suspension (2 CFR part 180 (Subpart C), 2 CFR part 1200, DOT Order 4200.5 DOT Supension & Debarment Procedures & Ineligibility).

The Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

The Authority’s award of this contract is conditioned upon the proposer satisfying the good faith effort requirements of 49 CFR §26.53. As a condition of responsiveness, the proposer must submit the following information with their proposal:

(1)The names and addresses of Disadvantaged Business Enterprise (DBE) firms that will participate in the contract;

(2)A description of the work that each DBE firm will perform;

(3)The dollar amount of the participation of each DBE firm listed under (1);

(4)Written statement from the proposer that attests their commitment to use the DBE firm(s) listed under (1) to meet the Authority’s project goal; and

(5)If the proposer cannot meet the advertised project DBE goal; evidence of good faith efforts undertaken by the proposer as described in appendix A to 49 CFR Part 26.

The successful proposer must provide written confirmation of participation from each of the DBE firms the proposer lists in their commitment. This proposer must submit the DBE’s written confirmation of participation with the proposal documents as a condition of responsiveness. The DBE participation goal for this projectis 7.50 %.

The Authority reserves the right to accept or reject any or all submittals, waive any formalities, technicalities, or omissions, and make an award deemed to be in the best interest of the Authority.

This RFQ is not to be construed as an offer, contract, or commitment of any kind; nor does it commit the Authority to pay any costs incurred by any proposer.
