  1. Type of CSDP proposal:
  • LOCALISATION: Refers to all goods and services to be produced in South Africa, as well as the number of local jobs created, potential downstream benefits and the extent of the investment (manufacture, maintenance, upgrade capabilities and the manner in which this will be achieved). The objective here is to attract foreign direct investment and to avoid capital leakage. Examples of what the proposal should address include:
  • Number of local jobs to be created
  • Foreign Direct Investment
  • Value of local production (%)
Notes:
a)Component Manufacture / Upgrade Capabilities opportunities include, but are not limited to:
Reconditioning of diesel engines, transmissions, turbochargers, compressors, alternators, radiators, starter motors, blowers, rewiring of electrical motors, window glass, acoustic damping, etc.
b)System / Sub-system Manufacture opportunities include, but are not limited to:
Wiring harnesses, brake systems, conveyor systems, festoon systems, stairways, ladders, walkways, handrails, etc.
and
  • SUSTAINABILITY: What is the nature of the transaction (for example: local expansion, multinational manufacturing, export building capability etc.). The proposal should also include how the OEM intends making the local supplier more competitive to the local / international market once the contract has ended. The objective here is to create a local supplier that is able to take on more customers and possibly satisfy international demand becoming a supplier of choice for multinational companies. Examples of what this section of the proposal should address:
  • Nature of transaction
  • Value of exports (ZAR)
  • Duration
  • Local Expansion
  • Export Capacity
  • Multinational Manufacturing
and/ or
  • SKILLS TRANSFER:How does the OEM intend to transfer skills to the local supplier’s employees? (For example; scholarships, bursaries, IP transfer, practical training). The objective here is for local South African suppliers to gain as much IP/ skills transfer as possible from the multinational. Examples of what this section of the proposal should address:
  • Type of training/ scholarships
  • Type of accreditation
  • Relevance of training / accreditation

c)Mechanical and Electrical technical training opportunities might include, but would not limited to:
welding, hydraulics, diesel engine mechanics, boilermaking, instrumentation, electromechanical, electronic and millwright vocations.
d)Maintenance and Repair skills for consideration include:
fault-finding, diagnostics, condition monitoring, predictive maintenance, cable reels, corrosion protection
  1. Anticipated Start Date and Duration of the CSDP Programme
When will the CSDP initiative start and to what extent will the multinational continue to engage after the contract is completed.
