TENDER NOTICE

Sealed tenders are hereby invited from the reputed manufacturers/suppliers/Dealers/authorized representatives for design, supply, installation and commissioning of Solar and other renewable devices for Renewable Energy Parks at 6 different areas under DistrictLevelRenewableEnergyPark scheme of MNRE, Govt. of India.

Tenders will be received upto 1300 hrs of 29th February 2008 and will be opened at 1500 hrs of the same day in presence of interested bidder or his authorized representative.

Details of specifications, terms & condition of the tender can be collected from the office of the undersigned on payment of DD order of Rs.100.00(non-refundable) in favour of Director, Assam Energy Development Agency payable at Guwahati, on or before28th February 2008. Tender can be down loaded from for which tender charge will have to be submitted along with the tender.

In case the day of opening the tender happens to be a holiday or bandh, the same will be opened on the next working day at same time.

The undersigned reserves the right to reject any or all the tenders at any time without assigning any reason, thereof.

01. INTENT OF THE TENDER:

The tender is originated for implementation Renewable Energy Park Scheme under Special Area Demonstration Programme of MNRE during 2006-07 in continuation of Ministry’s sanction vide No.509/9/2005-06/I&PA(EP) Dtd.28.7.05 and No.1/1/2005-P&C dtd.26.5.06 and No.1/57/2006/SADP dtd.15.6.06. The objective of the programme would be to create publicity of the renewable energy technologies, systems and also to disseminate information on technological developments and promotional activities taking places in the area of the Non-conventional energy. As such,the tender includes design, supply, installation and commissioning the scheme with annual maintenance for atleast 5 years.

02. LOCATION OF THE PARKS:

This tender covers the following areas:

1)Eco-DevelopmentPark at Bongaigaon at Bongaigaon district

2)B.H.College, Howly, at Barpeta district

3)NabajyotiCollege, Kalgachia at Barpeta district

4)EnergyPark at D.R.College, Golaghat at Golaghat district

5)KokrajharGovt.College, Kokrajahar at Kokrajhar district

6)GoalparaCollege at Goalpara district

03. EARNEST MONEY CUM SECURITY DEPOSIT DETAILS:

The tender should be accompanied by 2% Earnest Money and 8% SecurityDeposit, total 10% of the estimated/sanctioned amount in the form of a Bank Draft in favour of the Director ,AEDA payable at Guwahati as per follows:

04.PAYMENT TERMS:

50% of the total bill amount will be paid soon after successfully completion of the above works and 40% of the total bill amount will be paid soon after getting the balance fund from MNRE. The remaining 10% of the bill amount will be paid after successful completion of the whole works alongwith AMC for all above project subject to receipt of fund from MNRE.

Terms & condition:

1. The tender should be accompanied by an earnest money of 2% and Security Deposit of 8%,total 10% of the estimated value in form of crossed Bank Draft in favour of the Director, Assam Energy Development Agency and payable at Guwahati. The same would be treated as security deposit for the successful bidders and the E/M amount along with Security Deposit amount will be refunded to the unsuccessful bidders after finalization of the tender.
2. The rate should be quoted in given format only and in Rupees(Fig as well as in words) and should be firm. The rate should inclusive of all applicable taxes and other charges, duties FOR site and applicable taxes will be deducted at source against which necessary tax deduction certificate will be issued as and when required.
3. The rate should be valid for 180 days from the date of opening of the tender.
4. The party will be responsible for packaging , forwarding, dispatching, insurance and safe delivery of the materials at site including installation.
5. The work of supply , installation and commissioning should be completed within 3 months from the date of placement of the order.
6. Parties with adequate service back-up at Guwahati and convincing track record on this part of the country would be preferred.
7. The tender should accompany by experience certificate of similar type of works execution elsewhere in the country.
8. All system to be supplied should conform to latest MNRE specification and company’s latest test certificate from MNRE approved test centres.
9. Party should provide guarantee/warranty for at least 5 years for batteries and 10 years for Modules and 2 years for rest of the equipments.
10. All disputes, if any, will be in the jurisdiction of Guwahati Court.
11. The undersigned reserves the right to accept or reject any or all the tenders in part or in full without assigning any reason thereof. The undersigned is not bound to accept the lowest rate offered by any tenderer and hence reserves the right.
12. The tender committee’s decision will be final in all cases.
13. PAN number should be quoted clearly.
14. Service tax registration number (in 15 digits) is to be mentioned at the top of the bill.
