TENDER DOCUMENT FOR ISLAMIC RELIEF WORLWDIDE CORPORATE VIDEO PRODUCTION, JULY 2017

ISLAMIC RELIEF BACKGROUND

Islamic Relief is an international aid and development charity, which aims to alleviate the suffering of the world's poorest people. It is an independent Non-Governmental Organisation (NGO) founded in the UK in 1984.

As well as responding to disasters and emergencies, Islamic Relief promotes sustainable economic and social development by working with local communities - regardless of race, religion or gender.

Our vision:

Inspired by our Islamic faith and guided by our values, we envisage a caring world where communities are empowered, social obligations are fulfilled and people respond as one to the suffering of others.

Our mission:

Exemplifying our Islamic values, we will mobilise resources, build partnerships, and develop local capacity, as we work to:

Enable communities to mitigate the effect of disasters, prepare for their occurrence and respond by providing relief, protection and recovery.

Promote integrated development and environmental custodianship with a focus on sustainable livelihoods.

Support the marginalised and vulnerable to voice their needs and address root causes of poverty.

We allocate these resources regardless of race, political affiliation, gender or belief, and without expecting anything in return.

At the international level, Islamic Relief Worldwide (IRW) has consultative status with the UN Economic and Social Council, and is a signatory to the International Red Cross and Red Crescent Code of Conduct. IRW is committed to the Millennium Development Goals (MDGs) through raising awareness of the issues that affect poor communities and through its work on the ground. Islamic Relief are one of only 13 charities that have fulfilled the criteria and have become members of the Disasters Emergency Committee (

IRW endeavours to work closely with local communities, focusing on capacitybuilding and empowerment to help them achieve development without dependency.

PROJECT DETAILS AND BACKGROUND

Introduction

Islamic Relief is a global organisation with a presence in over 40 countries, and a significant reach in terms of aid delivery, that has assisted over 115 million people since it was established in 1984. It has plenty of positive stories to tell, but also faces somechallenges and criticism – in part because of its status as the world’s largest independent Muslim faith-based NGO and because of some of the politically sensitive environments in which it operates. Video has the potential to be an extremely important medium for communicating compellingly what the organisation is all about – on IR websites, on social media, and in meetings with important stakeholders. Equally importantly with some stakeholders, it can help us communicate what we arenot about.

The purpose of this project is to produce an authoritative new video with a shelf life of at least two years (or produced in a format that makes it easily adaptable) to introduce the organisation to the influential, together with complementary videos for the public about the organisation and its work and about its finances – e.g. sources of income, areas of expenditure and overhead costs.

The aim of the main corporate video is to present IRW as a credible, trustworthy and respected partner or prospective partner. The aim of the other three videos is to provide a compelling case to donors as to why they should support Islamic Relief in preference to other charities of its kind, and to give reassurance and trust about the financial aspect from a supporter’s perspective in a context in which some charities trumpet ‘100% donation’ policies and there has been sustained media criticism of international aid.

REQUIREMENTS

To produce 4 videos for Islamic Relief;

  • A 3-minute video introducing the organisation and its work to high-level stakeholders and prospective partners and funders – such as UN bodies, charitable foundations, government departments. This video should be relatively ‘straight’ in its format – stylish but essentially serious. The main use for this will be for senior executives and trustees of Islamic Relief Worldwide and its partners to present externally when promoting the organisation to high-level contacts
  • Two closely related videos: a 3-minute version and a cut-down 60-second version (for social media). These should cover some of the same ground as the ‘corporate’ video (see point above) but with a more basic and populist approach, aimed at individual donors and prospective supporters.

This video, aimed at the public, can be more quirky and even humorous in places as it needs to stand out from the crowd in a very competitive charity marketplace, and needs to capture and faithfully present the essence of our brand as well as the scope of our work. In other words, ‘who we are’ and ‘what we do’ plus ‘what we’re like’ and ‘why you should support us’. But any humour needs to be as universal as possible, as we want something that works internationally.

  • A 2-minute video, possibly in animated form, explaining where the money comes from, where it goes to and the difference it makes to people’s lives. This is an area where we aim to be as transparent with our donors as possible and also to address misconceptions we often encounter. We produced a video of this kind five years ago that is now out of date and needs to be replaced – see

We are open to vendors outsourcing some of the video elements above. If you plan to take this route, please clearly state this and the additional breakdown of costs in your tender proposal.

We have an extensive library of footage that can be used for these projects but we are open to selective new filming being done if this can be delivered within budget. Indeed we would very much welcome creative ingenuity and a fresh approach.

We have staff in-house who can help with researching footage, liaising between departments for information, script development support and signing off at no cost to the project budget – to minimise costs in these areas. We would expect any new filming in the UK to be done by those producing the video, and for this to be costed into any concept(s) proposed. We can task field offices in some countries with doing additional filming to a brief if required, assuming that sending a crew from the UK may be challenging within the budget.

Delivery of the project will be commissioned from the successful bidder to a mutually agreed budget after initial pitches. The task will then consist of developing and signing off finalised concepts, producing story boards, scripting, any additional UK filming (and animation where required/recommended), editing, production and delivery.

The successful bidder may also be considered for additional projects without further tendering subject to this project being successful.
