TEMPORARY ROAD CLOSURE ORDERS - NOTES FOR APPLICANTS

APPROXIMATE COSTS

The approximate costs for making a Temporary Road Closure Order under the provisions of the Town Police Clauses Act are as follows:

Advertising Costs:Between £130.00 and £500.00+VAT (payable to advertiser)

Administration Costs:Approximately £50.00+VAT

These figures are a guide to the costs involved and should not be treated as a quotation.

South Lakeland District Council is the body responsible for making and advertising the Temporary Road Closure Order, as required by Statute. For temporary road closures in Ulverston, Event Organisers may opt to advertise themselves, but the administration charge will still apply.

NOTICE REQUIRED

Normally, the consultation procedure, administrative work and advertising process require six weeks’ notice from receipt of your completed application.

INSURANCE

The Council must be satisfied, before granting permission for road closures,that you have in place the necessary Public Liability Insurance. In order to ensure that you have the correct level of Indemnity, you are recommended to carry out an assessment of the risk to all participants and others affected by the event's activities (e.g. members of the public, watching or simply passing by).

The level of Indemnity would depend on the scale and the risk involved in the event. For instance, an event involving floats (carried on large goods vehicles or horses) might be regarded as more dangerous than a performance by a Brass Band or by a group of Morris Dancers. Your Insurers will advise you on the level of cover that you require, but it is recommended that the minimum should be in the region of £5 million rising to perhaps £10 million for larger events.

This Insurance is not to indemnify the Council but to cover the Event Organisers, whose potential personal liability remains for years after an event. With this in mind, you are advised to retain all insurance documents until you are sure that no claims will arise.
NOTIFICATION

It is your responsibility to notify all residents and businesses which may be affected by the closure of the road. In particular, for events in Kendal where Highgate and Stricklandgate are to be closed, the Event Organiser must notify all residents and businesses including residents and the business situated up the Fleece Inn Yard.

TRAFFIC ARRANGEMENTS

It is your responsibility to arrange for the necessary streets to be closed to traffic on the day of the event. Equipment for this purpose can be hired from A-Plant Lux Traffic Control & Management (tel: 0870 0500792).
