1 Introduction

Working Party 1/16 (Modem, fax, and equipment transmission) met from 3 – 13 April 2006, in Geneva, under the chairmanship of Mr Y. Naito (Vice-chairman SG 16).

The Questions currently allocated to WP 1/16 (and respective Rapporteurs) are:

2 Organisation of Work

2.1 Documentation

WP1 examined the following documents:

3 Results

3.1 Summary

3.1.1 Recommendations for Resolution1 approval (Determination)

None.

3.1.2 Recommendations proposed for Consent in accordance with Rec. A.8.

The following Recommendations were proposed for Consent by SG 16:

Adds modifications to allow the optional support of three new SPRT data types that add sequence fields. The amendment updates the document to correctly point to other ITU-T Recommendations where appropriate. Recommendation V.151. “procedures for end-to-end connection of analogue PSTN text telephones over an IP network utilizing text relay”
Describes procedures and methods that define the inter-operation of two PSTN to IP Network gateways that facilitate the end-to-end connection of analogue text telephone terminals over an IP network using the technique of Text Relay. This Recommendation is a member of and is compatible with the V.15x family of Recommendations / New / TD 218(PLEN)

Recommendation V.152 Corrigendum 2 “Procedures for supporting Voice-band over IP Networks”

3.1.3 Other documents for Approval

No texts were submitted by WP 1/16 for approval at this meeting.

3.1.4 Question 11/16 Summary

The group had as a goal to complete the work on a draft new Recommendation that defines Procedures for the end-to-end connection of analogue PSTN text telephones over an IP network utilizing text relay (V.151). A second goal was to complete the text of a new Amendment to V.150.1 that supports V.151 and also adds new SPRT data types. On completion of discussing several Delayed contributions it was agreed by the group to create a new corrigendum to V.152 to add clarification and correct editorial errors. The Question plans to hold one interim meeting.

3.1.5 Question 14/16 Summary

The group had as a goal to review and address maintenance issues against the T-series Recommendations within its sphere of responsibility. Several Delayed contributions were presented against T.38. These were reviewed and it was agreed not to submit a new version of T.38 for consent at this meeting. Rather, it was agreed to collate the accepted changes to T.38 into a single document that would be a living list of baseline text. Contributions to future meetings addressing or commenting on this baseline text are requested. The Question plans to hold one interim meeting.

3.1.6 Question 15/16 Summary

At this meeting, Q15/16 finalized the draft Corrigendum 1 to Recommendation G.767 for consent. Advance was also made in the work for the enhancement of G.769. Two contributions, one to report the quality evaluation results to emphasize the merit of channel multiplexing scheme in IP-CME, and another to propose the method for the end-to-end QoS parameters notification for NGN terminals. Regarding the work on drafting I.733, the group agreed to postpone the decision whether terminate drafting work or not, since submission of contributions at expected interim meeting was suggested. The Question plans to hold one interim meeting.

3.1.7 Question 16/16 Summary

Further progress was made on drafting text for revised ITU-T Rec. G.168 (Echo Cancellers) and new ITU-T Rec. G.160 (Voice Enhancement Devices). G.168 is planned for Consent in November 2006. G.160 was planned for Consent at this meeting but it was agreed that the text was not sufficiently stable. Instead, a work plan was developed to address the issues for Consent of G.160 at a later date. One liaison statement was sent to SG12requesting the development of a new objective test method for evaluating the voice quality of noise reduction functions. One interim meeting is proposed for 30 August to 5 September 2006.

3.1.8 Question 17/16 Summary

At this meeting, Q.17 reviewed three incoming LSs and produced two outgoing LSs. Three delayed contributions were discussed. The question agreed to version 1.4 of the draft G.IP2IP, and the living list of G. 799.1/Y.1451.1 was updated. The Question is planning one interim meeting 30 August – 5 September 2006.

3.1.9 Question 18/16 Summary

The purpose of the meeting was to advance the work on draft new Recommendation Q.115.2 “Logic for the control of Voice Enhancement Devices/Functions”, draft new Recommendation G.mdcspne “Mechanism for dynamic coordination of SPNE”, draft revised Recommendation G.161 "Interaction aspects of signal processing network equipment" for consent in 2006 and draft new Recommendation G.UCPSPNE about “SPNE mechanisms/auxiliary functions” for consent in 2007.

It was agreed to add new Terms and definitions of Network Signal Processing into all relevant Recommendations related to SPNE and to inform the TSB in order to revise the current definitions in the data base SANCHO. The definitions can be found in section 3.4.4 Discussions, TD115(WP1/16).

It was agreed to request for one experts meeting before the next SG16 meeting to progress the work on G.161_2006, Q.115.2, G.mdcspne for the consent date November 2006 and the new Recommendation G.UCPSPNE for the consent date 2007.

3.2 General Working Party 1/16 Matters

3.2.1 Reports on interim activities

After the second meeting of WP1/16 (Geneva, 26 July – 5 August 2005) one Rapporteur meetings for Q.11 jointly with TR30.1was held in Savannah, Georgia, USA, 8-9 February 2006, kindly hosted by Telecommunication Industry Alliance (TIA.). Another joint Rapporteurs meeting for Q.15/16, Q.16/16, Q.17/16 and Q.18/16 was held in Newport Beach, USA, 9-15 November 2005, kindly hosted by Mindspeed. The meeting reports can be found in TD111 to 115(WP1) respectively, which were reviewed by each of the Questions and approved by WP1/16.

3.2.2 Liaison Statements considered by WP 1/16

WP 1/16 took note of the Liaison Statements received from other Study Groups or other standardisation bodies. Where appropriate, responses have been prepared, as listed in the Section 4.

·  With regard to TD 156(GEN) from SG17, on conformance/interpoperability test issue, the group identified the successful experience on G.763 DCME interoperability test in 1990s, and drafted responding comments which shall be merged in the responding LS from SG16.

·  The group also took note on TD 169(GEN) asking the Rapporteurs to maintain their archives of input and output documents for Rapporteur Group meetings. All the questions of WP1 has been confirmed to be maintaining such archives in “xchange” area of TIES IFA.

3.2.3 Promotion activities

No concrete plan for promotion is available at this moment, but under several questions, it is noted that when new Recommendations or revised Recommendations becomes approved, ITU news flashes would be issued, announcing their availability and explaining the relevance of these Recommendations to the marketplace.

3.2.4 Future Interim Activities

The WP plans to hold 6 Rapporteur meetings, one for Q.11, one for Q.14 and one joint meeting for Q.15, Q.16, Q.17 and Q.18. For details, see section6.

3.3 Question 11/16 – Voiceband Modems and Protocols: Specification and Performance Evaluation

Working Party 1/16 addressed Questions 11/16 at this meeting under the chairmanship of Mr. Keith Chu (Mindspeed Technologies, USA). The agenda for these sessions is contained in TD-105 (WP1). The Agenda and workplan for WP1/16 meetings is contained in TD-104 (WP1).

The group adopted the agenda in TD-105 (WP1). The following section describes the results of the work by Q11 for this session of SG16

3.3.2 Interim Meeting Reports

A single interim Question 11 meeting was held since the previous Study Group 16 meeting. This meeting took place in Savannah GA, USA, 8 - 9 February-2006) TIA was the host of the meeting.

The report of this meeting can be found in TD-111 (WP1) and was approved by the group with no modification.

3.3.3 Incoming Liaison Statements

The following Liaison Reports were considered by Q11:

The committee considered but did not create replies to the following incoming liaison statements, which were provided for information

·  TD-137 (Gen) from SG11 on confirming their interest in considering the use of the V.15x series of Recommendations in their definition of PSTN/ISDN Emulation services.

·  TD-142 (Gen) from SG15 on the Implication of Frequency Offset on FAX and modems/ This LS acknowledges Question 11’s input and Q13/15 has decided to use proposal that Q11/16 has provided.
