Service Definition & SERVICE LEVEL AGREEMENT
This document defines the complete service delivery scope for Research 2007-2010 Tender LD012. The Service Definition (SD) must be read in conjunction with the Service Level Agreement (SLA), which defines the specific details of service delivery and how it is measured. For purposes of this document the project deliverables are divided into the following functional areas:
· Mid-National Skills Development Strategy (NSDS) 2005-2010 Sector Survey – Prepare written report/s outlining the current ‘picture of the Fasset sector’ in terms of employers and staff, education and training providers, learners, professional institutes and other specific areas. It must highlight skills deficits and skills priorities.
· Sector Skills Plan (SSP) (2010-2015) - Prepare written report/s outlining the overall labour market and sectoral skills development situation. It also provides the framework for setting and achieving the objectives and targets set out in the NSDS for the Seta.
· Annual SSP Updates (2008/09 & 2009/10) – Annually update the SSP based on the Department of Labour (DoL) guideline, including the Seta’s scarce and critical skills list required.
· Annual Grant Analysis (2007/08 & 2008/09) – Prepare written report/s outlining the grant application forms submitted to the Seta.
· Ad Hoc Research – Undertake ad-hoc research as the Seta may require.
· General Items – Describes the services for the attending meetings, submission of reports, code of conduct, adherence to RFT and appendices.

- C – Service Element description. A description of the Service Element including pertinent information on internal and external influences on the rendering of the service. Where the Service element contains more than one service definition this field is left blank for the second and subsequent service definitions.
- D – A detail description of the prospective service provider’s responsibility in the rendering of this service and a detail description of any relevant 3rd party’s obligations and responsibilities in rendering this service.

- F – A detail description of Fasset's retained responsibilities in the rendering of this service.
It is important to note that the format and layout of this document is part of the SourceIT™ methodology which is owned and employed by OD&MS (Pty) Limited and that no part of it may be used or altered without express written consent from OD&MS (Pty) Ltd.
1. Mid-National Skills Development Strategy (NSDS) 2005-2010 Sector Survey.
Prepare written report/s outlining the current ‘picture of the Fasset sector’ in terms of employers, education and training providers, learners, professional institutes and other specific areas. It must highlight skills deficits and skills priorities. The specific objectives include:
· confirming the employers, professional bodies, education and training providers, and learners operating within the Fasset sector;
· determining the current training and education provision in the relevant sectors;
· determining the required skills, and education and training in the relevant sectors;
· determining the labour and skills requirements in the relevant sub-sectors;
· determining the education and training and skills gaps in the relevant sub-sectors; and
· describing the sectors involvement in special projects and programmes.

MN1 / Present methodology. / Present to Fasset the methodology and research instruments for approval and make any required changes to methodology as required. / To include but not limited to:
· Employer survey;
· Survey of professional bodies;
· Survey of education and training providers;
· Survey of learners;
· Scarce skills research; and
· Demand and supply analysis.
Where appropriate other methodologies may be used e.g. focus groups with learners, face-to-face interviews with medium, large and strategic employers etc.
Depending on the extent to which the methodology and tools have been tested, the service provider may choose to pilot the methodology and tools first.
Ascertain the willingness of participants to take part in future annual tracer studies.
Suggest detailed sampling methodology based on 5000 companies registered with Fasset, taking into account classification schemes.
Sample employers according to:
· Size (full-time/part-time/self-employed/ temporary/multiple job holder);
· Geographical (address database); and
· Fasset sub-sector or SIC code (SARS levy number). / · Measured by receipt of detailed and completed item as described in the corresponding SD.
· Due date as negotiated in the project plan to be developed on commencement (within 2 weeks) of the contract by the service provider (see RFT for guideline dates) or according to the requirements of the DoL. / · Classification systems used in the study:
o Standard Industrial Classification (SIC); and
o Standard Occupational Classification (SOC).
· Fasset employers database (see the Draft Fasset 2007/2008 Sector Skills Plan Update on www.Fasset.org.za in the research section for information about the composition of the sector).
· See the Fasset 2002 Sector Survey on www.Fasset.org.za in the research section for an example of how this survey was dealt with in the past. Terms of reference do not differ materially from the previous research report.
· Vet and approve methodology and research instruments.
· Provide access to Fasset mandatory and discretionary grant information, application information and forms.
· Supply the Research Service Providers with the following information:
o Size of companies;
o Geographical spread; and
o SIC codes.
MN2.1 / Undertake research. / Undertake research on the employment and staff profile of the Fasset sector. / To include but not limited to:
· Organisations in the sector;
· Turnover;
· Salary bill;
· Sub-sectors (clustering of SIC codes);
· Geographical distribution;
· Current employment profile (gender, population group, age, educational qualifications - in terms of SAQA qualifications and differentiated according to NQF levels, occupations, disability status);
· Remuneration of workers in the sector; and
· Labour turnover in the sector. / · Measured by receipt of detailed and completed item as described in the corresponding SD.

MN2.2 / Undertake research. / Undertake research on the role of professional bodies in the sector. / To include, but not limited to:
· Overview of professional bodies active in the Financial and Accounting Services Sector:
o Conduct an overview of organisational capacity and structure;
o Ascertain involvement of professional bodies in Fasset work; and
o Ask if the professional bodies would be willing to participate in future annual tracer studies.
· Ascertain the involvement of the professional body in education and training:
o Nature of existing education and training (e.g. ABASA, ACCA, CBET, TTP, TOPP);
o Scope of extension/upgrading of existing education and training provision;
o Nature of future education and training planned (including generic skills);
o Identification of support strategies related to current education and training;
o Identification of support strategies related to future education and training;
o Identification of learnerships to be developed;
o Identification of skills programmes to be developed;
o Factors inhibiting/promoting access to education and training (equity);
o Policy and training initiatives; and
o Envisaged involvement of professional bodies in Fasset work.
· Ascertain the Learner/Member profile according to set parameters (data would need to be obtained from professional body):
o Size of employer, location;
o Population group (race, gender, disability, age); and
o Work experience.
· Deal with the following areas:
o Registration with Fasset;
o ETQA Status;
o Learnerships and qualifications with the institute;
o Recognition of prior learning; and
o Local and international linkages.
· Special projects to enhance the skills base of the sector:
o Nature of existing projects;
o Nature of future projects;
o Duration of projects;
o Cost/implementation strategy of initiatives;
o Target groups (equity) of projects;
o Involvement of government departments or overseas institutional links; and
o Impact on sector.
Have access to Department of Education learner databases, SAQA databases, professional body databases and relevant reports. / · Measured by receipt of detailed and completed item as described in the corresponding SD.
· Due date as negotiated in the project plan to be developed on commencement (within 2 weeks) of the contract by the service provider (see RFT for guideline dates) or according to the requirements of the DoL. / Fasset professional body database including but not limited to:
o Association of Chartered Certified Accountants (ACCA);
o Association for the Advancement of Black Accountants in South Africa (ABASA);
o Board for Municipal Accountants (BMA);
o Chartered Institute of Management Accountants (CIMA);
o Institute of Administration and Commerce (IAC);
o Institute of Certified Bookkeepers Limited (ICB);
o Institute of Commercial and Financial Accountants of South Africa (CFA);
o Institute of Internal Auditors South Africa (IIA SA);
o Institute of Management Consultants of South Africa (IMCSA);
o Institute of Municipal Finance Officers (IMFO);
o Institute of Public Finance Accountants (IPFA);
o Public Accountants’ and Auditors’ Board (PAAB);
o South African Institute of Chartered Accountants (SAICA);
o South African Institute of Chartered Secretaries and Administrators (ICSA);
o South African Institute of Financial Markets (SAIFM); and
o Southern African Institute of Government Auditors (SAIGA).

MN2.3 / Undertake research. / Undertake research on education and training providers in the sector. / Researcher responsibility will be to ascertain the following:
· Nature of existing and future education and training, differentiated into completed and planned training:
o Overview of organisational capacity and structure;
o Willingness of education and training provider to participate in future annual tracer studies;
o Type of existing training;
o Type of future training planned;
o Factors influencing access to education and training;
o Identification of support strategies related to current education and training;
o Identification of support strategies related to future education and training; and
o Identification of courses to be developed.
· Establish the nature of future and existing projects:
o The nature of existing projects;
o The nature of future projects;
o Duration of projects;
o Cost/Implementation strategy of initiatives;
o Target groups (equity) of projects;
o Involvement of government departments or international institutional links; and
o Impact on sector.
· Factors inhibiting/promoting access to education and training.
· Institutional links with Professional Bodies and/or Public and Private Education and Training Providers (GET, FET).
· The accreditation status of the universities and other ETP's relevant to the financial services sector.
