Position Summary:
The buyer is responsible for source selection and procurement functions directly associated with the district’s needs for materials and services.
Essential Functions:

  • Reviews requirements and researches current industry standards and the needs of department users.
  • Reviews requisitions for purchase of supplies, services and equipment items.
  • Ensures user requests comply with the School District Procurement Rules and the USFR.
  • Responsible for drafting and issuing high volume, complex and technical bid and proposal documents for single requirements and multi-year commodities and professional services contracts in a manner that ensures compliance with the School District Procurement Rules.
  • Conducts bid openings and responds in writing to any bid protest that has been filed in strict accordance with the School District Procurement Rules.
  • Responsible for drafting, evaluating and awarding informal quotations.
  • Responsible for reviewing and ordering inventory for the warehouse.
  • Responsible for organizing, planning, ordering and implementing products and services for new high school construction projects and renovations to existing facilities. Conducts pre-bid and pre-proposal conferences and answers any inquires pertaining to solicitations.
  • Establishes and chairs evaluation committees to include evaluating proposals and bids, conducting negotiations with vendors and documenting evaluation process.
  • Interacts with vendors to solve problems on orders and to gain product knowledge.
  • Recommends contract awards to the Governing Board; administers and monitors. Debriefs vendors on evaluation process and award.
  • Resolves contractor defaults in cases of non-performance and non-compliance with the contractual requirements; resolves disputes and issues amendments if necessary.
  • Coordinates and maintains annual maintenance contracts for copiers, mail machines and all office equipment on a district wide basis.
  • Ensures that all work is completed in accordance with District policy and applicable state and federal laws.
  • Any other duties as designated by the Director of Purchasing and Warehouse.

Marginal Functions:

  • Covers purchasing department functions during the absence or at the request of the Director of Purchasing.

Training and Experience:

  • Writing bid specifications and product evaluation

Experience as a Buyer for a public school or other public entity preferred

  • BS/BA degree in business or related field and two years of buying experience preferred.

Knowledge Of:

  • Industry standards, market conditions, and sources to research the same, and marketing and finance practices and principles.
  • Arizona Statutes, School District Procurement Rules and Uniform System of Financial Records.
  • Contract and business law.
  • Evaluating procedures, negotiation techniques and contract award procedures.
  • Basic computer skills and general office procedures.

Skill In:

  • Excellent verbal and written communication; maintaining rapport and composure with parents, students, staff, vendors and the general public.
  • Quickly becoming familiar with a variety of professional service areas and working independently on complex procurement/contracting assignments.
  • Prioritizing workload.
  • Exercising good judgment in handling purchasing related problems.

Sedentary Work: Exerting up to10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
