TEMA Tower Maintenance, Repair, and Installation Contract
Specifications
Tennessee Emergency Management Agency (TEMA) is seeking the services for trained radio communication tower climbers and ground crew to perform antenna, antenna bracket, feed line, grounding kit, feed line connectors, lightning protections, grounding, ice bridge, cable entrance panel, tower inspections, cable identification and marking, cable ladders, FAA warning light system, paint tower to FAA specifications, and other radio communication site installation, maintenance and repair work on an as neededbasis. The successful bidder shall, if needed, supply to TEMA the materials or partsnecessary for the work.
1) General:
The Contractor shall provide trained personnel, minimum two tower climbers, all necessary climbing equipment and tools necessary to work on radio communication tower sites utilized by TEMA across the State of Tennessee. All work will be directed and supervised by a TEMA representative. Additional personnel required to work from the ground may be furnished by the vendor at TEMA's request.
2) Availability:
The Contractor will have a tower crew that shall respond to an emergency or disaster twenty-four (24) hours a day, seven (7) days a week, to include holidays. Tower work will only be performed under safe conditions. The vendor shall provide to TEMA a telephone or cell phone number or pager number so the vendor may be contacted afternormal business hours for emergency service calls. An answering machine/recorder, voice mail alone is not an acceptable after-hours contact.
3) Travel:
TheState/TEMA willnotpayforvendorlodgingormealsfortrips. TEMA willnotpay fortripswhenthevendorfailstobringthenecessaryequipment ortoolsneededforthe job.
4) Work:Thevendorshallperformthefollowingwork:
a) Install, repair or replace radio communications antennas and microwave radio dishes;
b) Install, repair or replace a variety of feed line sizes, typically but not limited to ½”, 7/8”, 1 ¼”, and 1 5/8”feed line, connectors and weather proofing sealant;
c) Install, maintain and replace FAA side lights, beacon lights or strobe lights, photosensors, light controllers;
d) Grounding and lightning protection-Feed line grounding kits, ground rods, CADwelding, coaxial lightning protectors and test ground resistance;
e) Provide preventive maintenance, check guy wire tension and integrity, replace guy wire, and re-tension guy wire grease;
f) Paint towers to FAA/FCC specifications;
g) Install, maintain, or replacetower sections;
h) Install cable ladder on towers, ice bridges, cable entrance panels, feed line connectors;
i) Photograph tower sites and provide to TEMA in JPG format, provide a tower map
-Tower documentation to include antenna heights, document which feed line goes to what antenna, color code feed line and antennas per TEMA instructions.
5) Worktobescheduled:
All work will be scheduled and approved by TEMA in writing. Agency to determine number of personnel required.
6) Responsetime:
Once work is scheduled, it should be completed in a reasonable amount of time, mostly weather dependent, generally within five business days. For response to FAA tower light outages, repair time shall be within three business days if at all possible contingent on weather conditions.
7) Hourly Charge Schedule
a. Regular TimeRates–RegularTimeratesapply toservices renderedduring the hoursof7:00AM–6:00PM MondaythroughFriday,excludinglegal Stateholidays.If aContractoranticipates thataJobwill takemorethaneight (8) consecutivehours in oneday,theymaychargePremium Timerateswiththepriorwrittenapproval from theEndUser;thismustbeidentifiedontheEstimate.
b. PremiumTimeRates–PremiumTimeratesapplytoservices renderedMonday throughFridayduring thehoursof6:01PM-6:59AM.Premium Timeratesalsoapply twenty-four (24) hoursonSaturday, Sunday,andall legal Stateholidaysas designatedbythe Stateof Tennessee,Department ofHumanResources.
AuthorizedAgency Personnel mustapprovepremium timerateinwritingprior to workbeingperformed.
c. TheStatewill makeeveryeffort tohaveworkscheduledduringNormal State OperatingHours;however, it maybenecessary tochangetheworkschedule toa timeother thanNormal StateOperatingHours toaccommodateconditionsat the facility.Ifsuchasituationarises,all serviceswill becoordinatedwithauthorized agencypersonnel,and scheduledat suchatimethatismutuallyagreeduponin writing bythe Contractor andtheagency.
8) Definitions:
Tower Crew Time -Time charged for actual work done by tower climbers on the tower.
Ground Crew Time -Time charged for actual work done by ground personnel, notclimbing atower.
Drive Time -Time it takes vendor to get form their office to tower site or from one tower site to another site. Lunch or break time should not be included in drive time. For example, if a tower crew leaves their home office and goes to TEMA site A, then fromsite A to TEMA site B and from Site B back to home office.
Mileage -Actual miles driven, either from the vendor officelocation to tower site orfrom site to site. For example, the price per mile will be when the tower and ground crew leaves their home office and goes to TEMA site A, then from site A to TEMA site B and from Site B back to home office.
9) EstimatedSiteVisits:
It is estimated that all sites may require a site visit at least once per year for either work or inspection, but TEMA does not guarantee one.
