High Island ISD Technology Lending Handbook

General

  1. Students will have access to technology, which is in support of education and research of the educational goals and objectives of the High Island Independent School District.
  2. Students are responsible for their ethical and educational use of the internet connection services at the High Island Independent School District. This includes, but is not limited to:
  3. attempting to access or circumvent passwords or other security related information of the district, students or employees or upload or create computer viruses, including off school property if the conduct causes a substantial disruption to the educational environment.
  4. attempting to alter, destroy or disable district technology resources or devices, district data, the data of others, or other networks connected to the district’s system in such a way that it disrupts the educational environment (on or off school property).
  5. using of the internet or other electronic communications to threaten district students, employees or volunteers in such a manner as to disrupt the educational environment (on or off school property).
  6. sending, posting or possessing electronic messages that are abusive, obscene, sexually oriented, threatening, harassing, damaging to another’s reputation or illegal, cyber bullying and “sexting” on or off school property in a way that disrupts the educational environment.
  7. using email or web sites to engage in or encourage illegal behavior or threaten school safety on or off school property in a manner that disrupts the educational environment.
  8. All policies and restrictions regarding technology and internet use must be strictly followed.
  9. Transmission of any material, which is in violation of any federal or state law is prohibited. This includes, but is not limited to: confidential information, copyrighted material, threatening or obscene material, and computer viruses.
  10. Any attempt to alter data, the configuration of a technology device or the files of another user will be considered an act of vandalism and subject to disciplinary action in accordance with High Island ISD Student Code of Conduct.

Network Etiquette

  1. Be polite. Messages typed in capital letters on technology devices are equivalent to shouting and are considered rude.
  2. Use appropriate language. Swearing, vulgarity, ethnic or racial slurs, and any other inflammatory language are prohibited.
  3. Pretending to be someone else when sending / receiving messages is considered inappropriate.
  4. Transmitting obscene messages or pictures is prohibited.
  5. Revealing personal addresses or phone numbers of the user or others is prohibited.
  6. Using the network in such a way that would disrupt the use of the network by other users is prohibited.

Consequences

  1. The student in whose name a system account and / or technology device is issued is responsible at all times for its appropriate use.
  2. Noncompliance with the guidelines published here in the Student Code of Conduct and in High Island ISD School Board Policy may result in suspension or termination of technology privileges and disciplinary actions. Use or possession of hacking software is strictly prohibited and violators will be subject to the High Island ISD Student Code of Conduct guidelines.

Unacceptable Conduct

Other forms of unacceptable conduct include, but are not limited to:

  1. Using the network for illegal activities, including copyright, license or contract violations.
  2. Using the network for financial or commercial gain, advertising or political lobbying.
  3. Accessing or exploring online locations or materials that do not support the curriculum and / or are inappropriate for school assignments, such as but not limited to pornographic sites.
  4. Vandalizing and / or tampering with equipment, programs, files, software, system performance or other components of the network. Use or possession of hacking software is strictly prohibited.
  5. Causing congestion on the network or interfering with the work of others; for example, chain letters or broadcast messages to lists or individuals.
  6. Gaining unauthorized access anywhere on the network.
  7. Revealing the home address or phone number of another person or self.
  8. Invading the privacy of other individuals.
  9. Using another user’s account, password or allowing another user to access your account or password.
  10. Coaching, helping, observing or joining any unauthorized activity on the network.
  11. Forwarding / distributing email messages without permission from the author.
  12. Posting anonymous messages or unlawful information on the system.
  13. Engaging in sexual harassment or using objectionable language in public or private messages; for example, racist, terroristic, abusive, sexually explicit, threatening, stalking, demeaning or slanderous.
  14. Falsifying permission, authorization or identification documents.
  15. Obtain copies of, or modifying files, data or passwords belonging to other users on the network.
  16. Knowingly placing a computer virus on another computer or network.

Technology Lending Program Policies

  1. Laptops must not be left in lockers or unattended in classrooms.
  2. Students must carry their laptops in a school assigned case. The laptop and its components are the only items allowed to be carried in the school assigned case.
  3. Students must secure their laptops in all areas, including athletics. Failure to do so is negligence and is not covered by insurance.
  4. Intentionally filing a false theft report to law enforcement may result in both legal and disciplinary action.
  5. Laptop components that are lost must be replaced through the school. Students may not supply their own replacement parts.
  6. Repairs must be paid for in 30 days according to the fee chart.
  7. Students may not loan laptops or components to other students for any reason. If a student loans the laptop or its components and they are damaged in any way, the student is responsible for any fees, fines or losses.
  8. All power chargers are assigned by locally generated numbers and must match the laptop serial number. Mismatched chargers will not be accepted.
  9. Students who download software without permission are responsible for removing the software and are subject to disciplinary action.
  10. Students are required to pay a $50.00 refundable deposit in order to use district technology devices. The fee is waived if the student is on the free or reduced lunch program. If the device is returned with no repairs necessary, the $50.00 deposit will be refunded.

Terms of the Technology Lending Program

Acceptable Use: Students will comply at all times with the completed High Island ISD Acceptable Use Policy and the Technology Lending Program Contract. Any failure to comply ends your rights of possession of the technology device effective immediately.

Liability: If the technology device is not returned or is damaged, the student is responsible for the cost of repair or the replacement value on the date of the loss. In the case of theft, a police report must be filed and provided to the High Island ISD Principal within 48 hours. If the technology device is lost due to negligence, the student is responsible for the full replacement cost of the technology device. In all cases of loss or theft, the student is responsible for the $150 insurance deductible. Technology devices not returned at the end of the school year will be reported by High Island ISD as stolen.

Repossession: If a student does not timely and fully comply with all terms of the High Island ISD Acceptable Use Policy, the Technology Lending Program Contract and the Technology Lending Program Handbook, High Island ISD has the right to pick up the technology device at any time.

Scheduled Evaluations: Spot inspections of the technology devices may occur at any time. Students with damaged technology devices who fail to report the damage will be subject to fines and disciplinary action.

General Laptop Guidelines

Screensavers

Inappropriate media may not be used as a screensaver.

Do not download pictures or representations of guns, weapons, pornographic materials, inappropriate language, alcohol, drugs, and / or gang related symbols. Noncompliance with this regulation may result in removal of technology device privileges and disciplinary action.

Deleting Files

Do not delete any files that you did not create.

Music, Games and / or Programs

Do not download inappropriate music (example: vulgar or pornographic language) or violent games. The downloading of inappropriate software is also prohibited. Inappropriate downloads may result in removal of technology device privileges and disciplinary action.

District Acceptable Use Guidelines

The guidelines are provided here for the awareness of students and parents as they relate to the responsibilities students accept when they use district owned technology devices, hardware, operating system software, stored text, data files, electronic mail, local databases, digitized information and internet access. In general, this required efficient, ethical and legal utilization of all technology resources.

Expectations

  1. Student use of technology devices, other technology hardware, software and networks, including the internet, while on campus is only allowed when permission is granted by a High Island ISD staff member.
  2. All users are expected to follow existing copyright laws. Copyright guidelines are posted and / or available at
  3. Although the High Island ISD has an internet filter in place, students are expected to notify a staff member whenever they access information or messages that are inappropriate, dangerous, threatening or make them feel uncomfortable.
  4. Students who identify or know about a security problem are expected to convey the details to their teacher without discussing it with other students.

Email

  1. Email should be used for educational or administrative purposes only.
  2. Email transmissions, stored data, transmitted data or any other use of online services by students, employees or other users shall not be considered confidential and may be monitored at any time by designated staff members to ensure appropriate use.
  3. All email and all contents are property of High Island ISD.

Lost or Stolen Technology Devices

  1. Go immediately to the High Island ISD Principal’s Office to report the missing unit to the campus secretary. The report must be made within 48 hours of the loss. If the report is made beyond 48 hours, the student may be responsible for the cost of replacement.
  2. If theft is suspected, the student and / or parent/guardian must file a theft report with the police.
  3. There must be a credible evidence of theft, along with a police report, before it can be reported to the High Island ISD insurance provider.
  4. Students are required to secure their technology devices in athletic areas, such as the field house, gym, fields and / or courts. Failure to do so is a result of negligence. The student will be responsible for the full cost of replacing the technology device. Insurance does not cover cases of negligence.
  5. Students who leave technology devices in teacher’s classrooms are also negligence. If the device is missing due to this circumstance, the student may be responsible for the cost of replacement. Insurance does not cover cases of negligence.
  6. Students must pay the $150 deductible in cases of a reported loss to the district’s insurance provider before a new technology device will be issued.
  7. If a student knowingly files a false police report regarding the theft of a technology device, the appropriate authorities will be notified. High Island ISD will take legal and disciplinary actions.

Technology Device Rules & Regulations

  1. Students are responsible at all times for their technology devices, regardless of location (home, school, etc.). Misuse of the device will result in disciplinary action.
  2. Students may only log in under their assigned user names and passwords. Students may not share their user names and passwords with any other person.
  3. All technology devices are to be carried in the school issued bag at all times. Failure to comply with this requirement may result in loss of technology device privileges.
  4. Teachers and / or students may not loan technology devices or components to other students for any reason. Those who violate this requirement are responsible for any loss of devices or components and any fees or fines that result from the loan.
  5. Students may not download any inappropriate images, games or software. Failure to comply with this requirement will result in a $25 reimaging fee.
  6. Students are responsible for charging and maintaining batteries in all technology devices on a daily basis.
  7. Technology devices are preloaded with a standardized image. The image may not be altered or changed in any way.
  8. All students have access to a network drive to store data. It is the responsibility of the student to back up regularly all files.
  9. All use of the internet must comply with High Island ISD guidelines. Log files are maintained on each technology device, along with a detailed history of all sites accessed. These files are subject to periodic review by district technology personnel.
  10. Do not leave the power cord plugged into the technology device while in the district issued bag. This will cause damage to the device and is subject to a repair fee.

Parent / Guardian Responsibility

  1. Parents / guardians are responsible for monitoring student’s use of the technology device at all times while the device is in use at home.
  2. Parents / guardians are responsible for reviewing the High Island ISD Acceptable Use Policy with their child(ren) / student(s).
  3. Parents are asked to monitor the activities of their student(s) on the internet on a regular basis. Log files showing internet activity are available to parents / guardians upon request.

Fees, Fines & Repair Costs

Students are expected to keep their technology devices in good condition. Failure to do so will result in fines as specified below.

All fines above the $50.00 deposit must be paid in full before technology devices will be returned / reissued.

Only components that need to be repaired will be turned in to the Technology Department. Students are responsible for the remaining components while repairs are being completed.

In case of theft, a police report must be filed and a copy provided to the High Island ISD Principal within 48 hours. Students are responsible for paying the $150 insurance deductible. Technology devices will only be deemed stolen if there is credible evidence of theft.

After a third repair, students are responsible for the full repair cost. This does not include the normal wear and tear repairs.

Students are responsible for the full repair cost if the damage is deemed as intentional.

If a technology device is damaged, it will be repaired as quickly as possible. A loaner technology device will be provided if available.

Technology Device Security

High Island ISD believes it is important to create a balance between usability of equipment and appropriate security to prevent the technology devices from being damaged or used to cause damage to the High Island ISD system.

Desktop Security

Each user has been issued a user account with limited rights. Certain activities are prohibited, including downloading inappropriate material.

Filtering Software

High Island ISD maintains an internet filtering software on site. This program automatically filters all student access to the internet while using the district’s wireless network.
