GENERAL REQUIREMENT OF HARDWARE:
All the CURRENT and VOLTAGE channels should be independent from sudden change in line voltage and frequency.
The output also should be so regulated that the change in load impedance does not affect the output within the volt-amp rating of each channel.
Test kit should able to test all type of high burden electro-mechanicals (i.e. CDD, CDG, etc.), STATIC, Digital & Numerical relays

Laptop PC with latest Pentium based, 1028 MB RAM having suitable capacity, HDD (40 GB), other specification and speed for the test equipment. It should also be equipped with 1.44 MB FDD, & CD-R/W drive. PC should be preloaded with system operating software and relay test kit software. External Power supply of 230V, 50 Hz Licensed copy of system operating software on the CD media (not pre-loaded) shall be supplied.
The instrument shall be single unit, portable and of convenient dimension.
Complete calibration report by the manufacturer shall be furnished with the instrument.
Supplier should be provide at least 2 days Practical Training of Instrument with various relays at each site after delivery
Test kit should be supplied in suitable carrying case for transportation
Test kit shall be acceptable after successful demonstration at site with various relays.
Instrument should have Capability to Test IEC61850 Feature in Relay. Test system shall able to create GOOSE/GSSE messages & their dataset items for reception as well as transmission by three methods; Discover messages from network, importing .SCL (.ICD/.CID/.SCD) files, and manually. The system shall also able to monitor the status or selected items in the messages that are being used during test. It should be certified by KEMA. Playback software should have capability to record the waveform through GOOSE/GSSE output.

GENERAL FEATURES:
The software shall be MS WINDOWS based. It should be user friendly, not require any programming, be able to produce graphic interface and have upgrade capability. It shall be able to carry out Transient/Dynamic & Steady state testing in manual and automatic mode.
Dynamic Testing Facility should be provided for simulation of Power system events like Power swing, Out of step, Auto reclosing trip
It should be able to simulate various fault conditions with DC OFFSET
The software should have facility for “Test Object Data bank” to keep all the relevant data for the device to be tested with all general information’s like sub-station name, device name for the test object.
It should have facility of latest relay library test modules for Distance Protection, Differential Protection, Generator Protection & feeder Protection with free upgradation facility/downloading relay database for comprehensive testing of new generation multifunction protection system.
Software should have relay library & supplier should provide RIO/XRIO library & RIO Converters of following make as listed below;

DISTANCE RELAY:
Software should have facility to test admittance/Impedance/reactance based relays
The software should have provision to draw the relay characteristic by giving the numeric value of resistance, reactance or impedance value with MTA angle, offset value, time for different zones etc.
Software should have facility to draw various ARC, circle, polygon, quadrilateral, lens, tomato & other characteristics as per requirement of relays.
It should have facility to define the error
The software should have facility for single pre defined shot testing search type testing when relay setting is not known
It should be possible to create fault in impedance plan. The fault point should be selectable from the Mouse click /track ball / keyboard.

Provision for testing of modern numerical differential relay as well as conventional electromechanical/static relays for transformer, lines, Bus-bars & generators.
Graphical representation of the operating characteristic along with the test points should displayed in Idiff/Ibias plane. The test tool should have the facility for manual and automatic testing of:
Relay stability for all faults outside the protected zone.
Relay stability for inrush condition.

Advance Differential Module is having Facility to check Operating time of relay by using Point click option in Slope Characteristic

The simulation of the power system takes all essential components and parameters in to account as;
Voltage sources, SOURCE IMPEDANCE, LINE IMPEDANCE, FAULT LOCATION etc.
It should have automated testing facility to test disc type & LED visible pulse type energy Meters, voltmeters, freq. meters, VARH, VA, Watt meters/Transducers. Necessary testing sensors to be supplied with kit.
Testing software should have good graphical representation, vector control & automatic test report generation.
Supplier shall provide practical demo on site & demonstrate Distance prot, duel slope characteristics of differential prot. in one plane, CDD21 (E/F), TJM12 (E/F), DF/DT, Pole slipping relays & numerical generator/motor prot relays and IEC61850 testing with detail software & hardware features. Supplier will have to submit necessary type test reports like Environmental report, Galvanic isolation report, KEMA certificate, PICS & PIXIT report etc.
Supplier should be provide free of cost three years software & firmware up gradation after delivery of instrument at site
Supplier should submit type test reports during Tendering stage.
Vendor have supplied more than 20 nos. of the subject relay testing kits (same model) around India in last three years.
Supplier should have local technical support centre in INDIA
Supplier should provide hard & soft copy of 2 sets of instruction manuals of software & Testing application notes on various relays
Technical Acceptance of Instrument will be done after Practical Demonstrations of kit with various relays at desiredlocations.
