Agreements and partnerships: / Rural Education and Environment Development (REED), Centre, Nepal, (REED-Nepal)is an impleementing partner of ofAustralian Himalayan Foundation (AHF), Himalayan Trust New Zealand (HTNz) and Himalayan Trust UK (HTUK). REED Nepal has an agreement and approval from Social Welfare Council to implement its program in Solukhumbu and Taplejung district. It has Memorandum of understanding (MOU) with Department of Education and NCED at national level. NCED is supporting REED Nepal for the accreditation of REED’s trainings. REED Nepal is regularly sharing its progress to government and other stakeholders at national level and at district level. REED Nepal has strong partnership different international, national and local organizations.
Project summary:
(Approximately 150 to 200 words) / TTQE aims to strengthen inclusive, child centered education with a focus on teacher training and developing a cadre of Nepalese teacher trainers (Key Teachers) to provide ongoing quality education and help retain children in school. It is accredited by the Government of Nepal’s National Centre for Education Development (NCED) and implemented in coordination with the Department of Education (DOE), TTQE is recognised as one of the most comprehensive education programs in rural Nepal.
The 12-year Program commenced in 2005 in the Everest region and was extended to the poorer remote rural schools in the south of Solukhumbu in 2008.
REED employs Nepalese trainers, with support from Australian and New Zealand volunteer teachers, to train rural primary school teachers in inclusive, child friendly teaching techniques. Initial training workshops are followed by refresher training and in-service support, with concurrent selection and training of Key Teachers to support and eventually assume training responsibility. Opportunities are provided for participation by female teachers with female Key Teachers given priority for further training.
TTQE also runs workshops with School Management Committees and Parent Teacher Associations to engage support from local communities on inclusive, child friendly education and issues surrounding children’s rights. TTQE’s Child Clubs engage primary school children in the program. To support TTQE’s child-friendly education objectives, educational materials are provided to schools along with direct educational support for children facing challenges attending school (with priority for girls, children with disabilities and marginalised families). Schools have reported increased and regular attendance by children, including girls.

1. PROJECT DESCRIPTION

Key objectives of the project are as mentioned below:

1.  To develop child-friendly teaching learning environment

2.  To provide relevant and appropriate teaching materials and resources to schools

3.  To increase teacher and student attendance, increase girls’ enrolment in schools and reduce drop-out rates of children from schools

4.  To promote mechanisms for reliable and fair assessment of student achievement

5.  To develop a dynamic key teachers’ network for sustainable in-school support to impart quality education.

Expected Outcomes

1.  Improve child centered teaching techniques in the classroom where children learn with active participation

2.  Teachers teach more effectively and confidently focusing the learning achievement (LA) rather than text book.

3.  Access to more relevant and appropriate teaching materials and resources. The materials are used appropriately and creatively.

4.  Increase teachers' and students' regularity, girls’/ boys’ enrolment and reduce students' drop-out rate

5.  Capable resource personals are developed and improved classroom teaching with the regular support of the key teachers.

6.  Established a fair and diagnostic assessment system in the school

1.2  Implementation

REED Nepal has been implementing Teacher Training Quality Education Programme (TTQEP) in Solukhumbu district since 2000 with the support from Australian Himalayan Foundation (AHF), Himalayan Trust, New Zealand (HT-NZ), in close coordination with District Education Office. REED Nepal is implementing TTQEP in Solukhumbu District from last 11 years. Solukhumbu district consists of thirty three VDCs and one municipality. The people living in this District are Rai, Sherpa, Magar, Dalits, Bhramin and Chhetri. There are fourteen Resource Centers and 268 schools in this District. In the year 2015/16 different activities were successfully conducted in with active participation of school teaches, headmasters, school management committee, parents, District Education Office. This year, REED Nepal conducted District Project Advisory Committee meeting. In this meeting, most of the government offices, NGOs and CBOs did participate to provide feedback to REED Nepal.

1.2.1  Executed Activities

1. Six days Key Teacher Capacity Building Workshop

REED Nepal organized six days capacity building workshop to key teachers, RPs and Union Leaders, in coordination with DEO-Solukhumbu from 13th December to 18th December, 2015 at Salleri. The workshop was organized at Resource Centre in Salleri. 30 key teachers, 11 resource persons, 7 union leaders participated in this program. The key teachers were from Necha and Kerung regions participated in this training and it’s their first training with REED Nepal. The training focused on leadership development, negotiation skill, coordination, communication, team work and facilitation skills. Likewise, the training did focus on, critical thinking, reporting writing, success story writing, observing classroom and key teachers’ policy

2. Ten days Basic Training Second Phase

REED Nepal successfully complete its second phase basic level training in Necha, Salyan, Chaulakharka and Kerung clusters in Solukhumbu. The training took place from 20-29th Dec, 2015: 468 participants attended the training. Out of them, 242 were males and 226 were female participants. The training was facilitated by REED’s trainers, key teachers and volunteers from Australia, USA and New Zealand as well as experts from of MOE. 3. Six days Refresher Teacher Training

REED Nepal organized six days in-service teachers’ refresher training in Salleri, Basa, Sotang, Bung, Nele, Mukli and Jubu from December 2015 to April 2016 in collaboration with DEO, Solukhumbu with the support from Australian Himalayan Foundation. All together 770teachersattendedthetrainingin which there were 377maleand393femaleparticipants.The basic aim of this training is to share the ideas, techniques and methods of facilitating the learning activities in different subjects like Nepali, English, Mathematics, Science, Social Studies and ECED. Creating a child friendly learning environment was another prominent aspect of the training. The training provided-depth knowledge and skills in each subject as per the need of teachers.

4. Three Days School Based Training

The three days School Based training was organized at Kharikhola Cluster in Solukhumbu. This was a pilot school-based training which was conducted in collaboration with DEO; Solukhumbu from 5th June to 17th June the training was supported by Australian Himalayan Foundation. This was training organized at Kharikhola HSS, Juving SS and Taksindu SSof Kharikhola cluster. 84 teachers attended the training among them there were 32 female and 52 male.

5. One day Community Orientation Program

Community Orientation Programme (COP) was conducted in Sotang, Nele and Khumbu region of Solukhumbu district from August to October 2015 The COP is an one-day-package which aims to encourage parents, school management committed (SMC), Parents Teachers Association (PTA), Teachers and Students to fulfill their roles and work collaboratively to improve environment for quality education in the schools. The major content of the programme was sharing expectations of stakeholders to each other and discussing a model of school support and monitoring committee. The participatory approach was applied to achieve the object of the programme. Altogether 5, 401 participants from 139 schools of 17 VDCs benefitted from the programme. Among them, 50.58 % were female and 49.42 % were males. The programme served as an important occasion to bring all the concerned stakeholders together to discuss on the school education activities. The major success of the programme was sharing of expectations to each other. Similarly, school support and monitoring committees were formed in school.

6. Three days SMC/PTA Workshop

REED Nepal conducted 3 days SMC/PTA workshops for chairperson of SMC and PTA, women representatives of SMC and HTs were invited. The objective of this workshop was to enhance the school educational environment.77 school participated in this workshop. The total numbers of participants in the workshop were 295 among them 193 were male and 102 female. In the workshop, many issues relating to parental role and quality education were discussed. These workshops were effective to increase the role of parents in school management. Most of SCM members are less aware on their roles and responsibilities the training helped to understand this standards This workshop became a good platform to discuss on different issues of schools. Moreover, this event helped to build the good relationship among the teachers, school administration, SMC, PTA and parents.

7. Three days Child Protection Training

The three day child protection training was organized to the child clubs and teachers in different school of Necha, Kerung and Khumbu Region. The main objective of this training was to make aware on child protection issues to children and teachers. The workshops was also focus on national and international law, child rights, theories and aspects of child rights, the child rights act passed by the United Nations Child Rights Conventions, about child club, the programmes to be done by the child club for child rights and quality education. The training developed the conscious child right and advocacy for the effectiveness of child protection program. In the training, 193 students from 8 leading child clubs, 8 protector teachers and Head Teachers were attended in the training. In the training students shared their ideas about child rights and the best practices of their Junior Red Cross Circle and other organizations. The leading child club learnt new understandings about the importance of children’s initiation and mobilization to create a child friendly school, community and society.

8. One day Head Teacher Meeting

One day head teacher meeting was executed having 340 participants in Solukhumbu district in FY 2015-016. Out of them, 7 RPs from DEO, 72 key teachers and 261 head teachers (80 female and 260 male head teachers) were participated in the meeting. The meeting was conducted at each VDC of Solukhumbu in different dates. The meeting was conducted by the REED-Nepal's facilitator, RPs from DEO and respective clusters' key teachers. The District Education Office was very supportive for successful accomplishment of the meeting. The head teachers' expectations were identified and analysed before the meeting.

9. Two days Key Teacher Sharing Meeting

Two days Key Teachers Sharing Meeting was organized by REED Nepal in coordination with DEO-Solukhumbu at five different venues: Nele, Sotang, Salyan, Kharikhola and Salleri in May and June 2016. 64 key teachers attended the meeting. Motive of the meeting was to discuss and analyze the effectiveness of program and sharing the field experience as well. The key teachers’ meeting has been proved to a good platform to discuss the field reality in terms of successes and challenges of REED programs. Many agenda have been discussed, a real commitment from key teachers has been made and many decisions to support REED’s program have been made. However, a clear guideline for key teachers need to developed and implemented.

10. DPAC Meeting

DPAC meeting was conducted following the guideline of Social Welfare Council (SWC). This is the first ever DPAC meeting organized at district headquarter Salleri, Solukhumbu. The meeting provided different commentaries and suggestion. The meeting provided clear information on the different activities of REED-Nepal implemented in the fiscal year 015/16.This helped to improve good co-ordination and network at district level with different government agencies. District Project Advisory Committee (DPAC) meeting provided experiences on the program operation and implementation. There were 18 participants from government bodies

The second DPAC meeting was conducted on 10th June 2016 with an involvement of all political leaders from active political party at district level. The meeting mainly focused on the completed activities and challenges of REED Nepal in the year. Total 24 persons were participated in this meeting including three persons from REED Nepal.

11. In School Support

In-school support is a rigorous and continuous school support programme, in which the trainers and key teachers support schools throughout the year. The core aim of the in-school support was to maximize the transfer of skills learnt in the training to classrooms and to ensure the proper utilization supports and services provided. Whenever the trainers and key teachers visit schools, they support schools with variety of activities. The activities include whole school observation and classroom observation followed by constructive feedback, model class demonstration, scholarship, progress monitoring, Continuous Assessment System (CAS) observation and support, Self Learning Exercise (SLE) support, classroom organization and management support and child club activities
