44. APOLOGIES FOR ABSENCE

45. MINUTES OF PROCEEDINGS
The minutes of the meeting held on 13th October, 2009, were approved as a correct record.
46. GMPTE CROSS CITY ROUTE
It was agreed to have this item earlier on the agenda.
Members viewed a presentation made by representatives from GMPTE.
It was stated the planned time for works to begin was April / May. It was explained the main idea for the planned route is due to, two hospitals being relocated to Oxford Road in Manchester City Centre.
47. POLICE ISSUES
The following matters were reported on:-
· Financial situation
· Crime figures
· Selecta DNA kits
It was confirmed with the current financial situation the budget is stretched but no redundancies will be made instead officers will spend more time on the street than behind desks.
Members were updated on crime figures and it was stated figures have seen a decrease in crime especially in burglary; this is due to targeting known criminals. It was noted anti social behaviour is also down 12%.
Selecta DNA kits are available free of charge from the council. The kits are used to put on valuables in the home; the kits are similar to ‘smart water’. If criminals do touch anything in the home police can identify this on this their hands and can check on a database what house the valuable came from. The kits have been tested in East Salford but not many residents were keen to use the kits. Police would like to target streets in Swinton to start using the kits.
48. SWINTON ENVIRONMENTAL TASK GROUP (DEVOLVED HIGHWAYS BUDGET)
Members were recommended to approve the proposed scheme for two driver feedback signs on Moorside Road.
Members were recommended to approve the proposed scheme for 9 speed spot surveys, 3 to be located in each ward.
It was stated a driver feedback sign is currently in place on Rake Lane and this has had a positive result with drivers reducing their speed.
RESOLVED: THAT members approved the scheme for two driver feedback signs on Moorside Road.

Cllr Lea highlighted that a scheme to resurface parts of Whitegate Drive had also been discussed at Environmental Task Group.

49. SWINTON ENVIRONMENTAL AUDIT
A presentation was made by Tina Blake a representative from Groundwork.
Members were keen to ensure that the audit was productive and a good use of scarce Community Committee Resources.
Members were asked to approve funding of £20,000 for the groundwork project to start. Re-consult this in March if more funding is needed from next years budget.
RESOLVED: THAT members approve funding of £20,000 for groundwork.

50. SALFORD NHS TRUST – ANNUAL PLAN
A presentation was made by representatives from Salford NHS Trust that included the following:-

RESOLVED: THAT the information be noted.
51. BUDGET GROUP
A schedule containing the recommendations by the Budget Sub-Group meeting held on 24th November, 2009, together with a financial position statement as at 6th November, 2009, was circulated.

Item No 5 refers, Tree Tops Counselling Services it was stated this service is voluntary run and has helped over 90 people since opening. It was agreed to defer this until the next budget group meeting.
Item No 6 refers, Pendlebury Coyotes it was agreed to approve funding of £2400 to keep the group running until the next financial year.
Item No 7 refers, Swinton CCTV it was agreed to defer this item until the next meeting when more information can be given to members. Members would like to know if the cameras are cost effective and preventing crime.

2nd battalion of the royal regiment of fusiliers – homecoming parade, it was stated the parade was very well attended with school kids and members of the public.
